2010-05-10 Regular MeetingKODIAK ISLAND BOROUGH Citizens Board of Equalization Meeting May 10, 2010 A regular meeting of the Kodiak Island Borough Citizens Board of Equalization was held May 10, 2010 in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. Present were Board members Mark Anderson, Cheryl Boehland, Cassandra Juenger, Cheryl McNeil, and John Parker. Staff members present were Borough Assessor Bill Roberts, Borough Clerk Nova Javier, and Deputy Clerk Marylynn McFarland. The Board members and Borough Assessor Bill Roberts were sworn in by Borough Clerk Nova Javier. MCNEIL moved to excuse Board member Hackett who was out for personal reasons. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. NOMINATION FOR CHAIRMAN OF THE BOARD ANDERSON moved to nominate Board member Parker as Chair. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. Board member Parker declined the nomination. JUENGER nominated Board member Boehland as Chair. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. Board member Boehland accepted the nomination. APPROVAL OF AGENDA ANDERSON moved to approve the agenda of May 10, 2010. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. APPROVAL OF MINUTES A. BOE Meeting of May 18, 2009. JUENGER moved to approve the minutes as submitted. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. ITEMS OF BUSINESS Late file appeal — Kontra ANDERSON moved to waive the filing deadline for Docket #2010-0028, Appeal No. 2010-045, George Kontra and scheduled it to be heard on Tuesday, May 11, 2010. Docket #2010-003, Appeal No. 2010-011, Appellant: Kenneth Lester Mr. Kenneth Lester was sworn in by Clerk Javier. He appeared before the board and stated his reasons for his appeal. Assessor Roberts presented his BOE Assessor's report on this case. ANDERSON moved to reduce the land valuation from $139,850 to $109,850. ROLL CALL VOTE ON MOTION FAILED THREE TO TWO: Juenger, McNeil, and Boehland (Noes); Anderson and Parker (Ayes). The assessment was upheld by the Board. Discussion ensued with the need to review Mr. Miller's as -built survey and continue discussion the following day. PARKER moved to postpone docket #2010-004 to the Board of Equalization meeting scheduled Tuesday, May 11, as the first item to be heard.
