Citizens Comments Mr. Dale Rice stated that the current grading on Bells Flats Rd is
creating build -up of the driveways entrances on the road.
Approval of Minutes January 5, 2010
Motion: Conrad made a motion to approve minutes of January 5, 2010 as presented.

Fire Department
SOP Status SOP on hold, discussed developing KIB Fire SOP's at Joint
Board Meeting with Bayside Board.
Surplus of Old Engine Auction TBD, waiting on Borough
Energy Upgrades Contract awarded on 2/1/10
Tanker 23 Repairs Permission to conduct repairs on base was granted by
Doug Beaver, Repairs to be made by Dave Salzer on 2/5/2010
Fire Fitting Purchase On hold, Purchase will require a new quote.
Fire hall Facility Use Agreement

Road Service
Answering Service Placed on hold until MIS has completed computer
installation for the fire department.
Nixon Ranch Survey Awaiting final action by KIB Staff after legal
description was received from the surveyor.
Flooding Issue Sargent Creek Road/Chiniak Drive In progress
KIB to clean areas at large cross road culverts on Sargent Creek. Tucker
stated as of 10/5/2009 that this was still pending. Board should contact
him when TC was in the area performing work.
Recycled asphalt Arndt is working to get material- waiting on FEMA
Stop sign at Sargent Creek Road and Salmonberry Drive Sign installed
and removed within three days of install. PSA to be in paper about sign
theft.
Culvert snow markers No progress report. Contractor to research
Brush Pile City done with project. Contractor to schedule machine use.
Fire Department to burn pile.
Kalsin Drive Drainage Residents agree mailboxes can be moved.
Locates needed prior to moving boxes or excavation. Contractor evaluated
the worksite. Contactor to start work on 2/3/10
October Flooding Event Met with FEMA on 1 /12- Waiting on statements
of work for the Borough to review.
Work Order Development A brief discussion was held regarding the
merits of using a work order system. KIB work order form was shown as
example. This will become our project list.
Wall residence Conrad stated that due to the recent flooding there is a
build up of ice and water on Bells Flats Road due to a drainage shift at
Maggie Walls driveway. This is a safety hazard for the road users. After
discussion it was agreed that Conrad would meet with the contractor to

discuss repair efforts and contact Isadore prior to implementing repair
work. -Same
New Business
Fire Department
Emergency Shelter Grant- $475K, this was read in the newspaper. Money
is to be used to draft a plan for a new fire house w /shelter
Decals for new Brush Truck- Due to extensive repairs that needed to be
completed on our old brush truck, the State Division of Forestry is giving
us a new one.
Motion Conrad made a motion to spend no more than $500.00 on new
decals for the new brush truck

Thermal Imaging Camera Currently our Fire Station used the Base's with
cost time when needed.
Motion Conrad made a motion to send purchase our Fire Department new
thermal imaging cameras /single gas co detector, not to exceed $9k

Road Service Area
Budget work session and public hearing schedule- Henderson will send e-
mail to Borough for Work Session on March 8, 2010 at 7pm and public
hearing on March 12, 2010 at 5pm.

Next regular meeting scheduled for March 8, 2010 at 7:00 pm. Meeting to be held
at the Womens Bay Fire Hall.
Board Member Comments:
Conrad -1) Excused from next two meetings
2) Administering FEMA issues for Borough, During FEMA issues, Conrad will
be a no vote.
Horn-1) Missing road signs throughout the service area. A list will be made and
added to the project list for next year.
2) Full dump trucks traveling down incorrect roads. The "loaded Truck" signs are
also missing. Will add these signs to the project list.
Henderson made a motion to adjourn at 9:35 pm.
