CALL TO ORDER
CHAIR SIROFCHUCK called to order the March 9, 2010 Parks Recreation regular meeting at
7:00 p.m.
ROLL CALL
Committee members present were: Mike Sirofchuck, Pam Foreman, Patrick Saltonstall, Andy
Schroeder, Rick Lindholm, Sandra West, and Willy Bethea. Excused were Jeff Huntley, Hans
Tschersich, Casey Janz. Ex officio member present was Ian Fulp.
A quorum was established.
Community Development Department staff present was Bud Cassidy and Sheila Smith.
COMMITTEE MEMBER WEST MOVED to excuse Jeff Huntley, Hans Tschersich, and Casey Janz.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY
APPROVAL OF AGENDA
COMMITTEE MEMBER WEST requested to add a discussion on the waterfront to New
Business.
COMMITTEE MEMBER WEST MOVED to approve the March 9, 2010 agenda as amended.

There were no audience comments and appearance requests.
OLD BUSINESS
A) Trails Plan
Cassidy said there are changes on the website. The most important being a summary of the
February 9th Winter Trail Users public meeting and we may put the detailed minutes from
that meeting on as well. We had a good meeting and a lot of sentiment on both sides of the
issue. With Leisnoi closing down their properties we are probably going to see a lot more use
of existing public easements and knowing where those trail crossings are will be very
important. Look at the trails plan website to see the changes. We sent him the email list of the
attendees from the March 9th meeting for this May 18th public meeting. We will advertise on
the TV, radio, newspaper, and also email.
COMMITTEE MEMBER WEST said Skip Bolton's friend, who is a grant writer, will look at the
grant from 58 North. She said Paul Van Dyke can put her GPS coordinates from the municipal

pier to the Coast Guard front gate on the website so when we ask for something that
information will be there. We would like to ask for design and permission to clear.
It was the consensus to go to the next agenda item since Ian Fulp is here to talk on that issue
and then come back to the Trails Plan.
NEW BUSINESS
A) Borough /City Coordination
Cassidy said we invited Ian Fulp tonight to talk about coordinating things he sees that are
needed and maybe beyond that borough /city boundary line that we can maybe include in our
CIP that we can advocate for those projects.
Fulp stated we're working on the Woody Way /KANA field right now but we have to provide
drainage before we can put grass on it. Public works is going to take the sand off the field, then
place material on the field to be spread out, and then the city will put grading stakes down the
length of the field. When that's all done Little League will play their machine pitched season
there, and when their season is over we'll seed it for grass that grows real fast. The city sold
the property where we were storing 3000 yards topsoil so we had to move it. He tried to get it
moved to the borough's Dark Lake sports complex but the borough has other intentions for
that.
In response to Fulp's inquiry of whether it would be possible to move the topsoil to the sports
complex, Cassidy stated how about using it at Woody Way for grass.
In response to VICE CHAIR FOREMAN'S inquiry of what the intent is for the sports complex
field, Fulp stated short term it will be used as a place to put the contaminated soil from the
high school and with all the garbage issues right now it might be a transfer station site.
COMMITTEE MEMBER SALTONSTALL said that's the field where everything is all ready to
make it a field.
Fulp stated it was built to be a softball field. There are two with one already finished. He
agreed that we need fields, stating Baranof Park is testament to that. Fulp said there's enough
topsoil for 2 football fields covered 6 inches deep and some of it could be moved to Woody
Way field with the intention that we aren't storing it there; this is a possible place for it to be
used. He also said half the reason softball died is because there's no place to play. The base
people kicked the town people off of the base field.
In response to VICE CHAIR FOREMAN'S inquiry of we are going to put contaminated soil and
garbage next to our little league field, Cassidy said it's a large site, and it's a vacant piece of
property.
It was the consensus of the committee that Kodiak needs softball fields.
In response to VICE CHAIR FOREMAN'S inquiry of whether the sports complex is still on our
CIP list, Cassidy stated an all purpose field and Fulp came here once before and we were
looking for other locations so the concept of field where it's going to land he's not sure.
During discussion COMMITTEE MEMBER SALTONSTALL expressed that many user groups
have came to us about fixing the area.
In response to COMMITTEE MEMBER SALTONSTALL'S inquiry of what happened with East
field, Cassidy said part of the issue is that people have moved on to golf and other things so the
concept of a multi purpose field the softball folks have moved on.

CHAIR SIROFCHUCK said the softball field complex is #3 on the 2009 CIP list. We have been
taking this stuff to P &Z and the Assembly.
Cassidy said he'll do some checking to see if he can come up with somewhere to store the
topsoil for Fulp.
Fulp stated this summer they put up 2 foul poles at Dark Lake on the little league field and
painted the dugouts inside and out. Then someone ran into one of the dugouts so we painted
boulders yellow and then moved them to Dark Lake to restrict access to that trail. We also
replaced the outfield net that protects the homes at East Elementary. We're putting signs up at
Woody Way field that says "Woody Way Field, Built and owned by the Borough, operated and
maintained by the City." If we are fortunate enough to get a field at Dark Lake that would be
great. If the borough keeps working with us like they have, providing the spot, doing the initial
construction, or working with us however we can he thinks it works out beautifully.
In response to VICE CHAIR FOREMAN'S inquiry of have we set our time yet for the CIP,
Cassidy stated your CIP list that you adopted was for last year and he was thinking of just
rolling it over because P &Z didn't adopt a CIP list last year, they just moved it forward a
couple of months. If you want to change it maybe we should put it on your agenda.
In response to VICE CHAIR FOREMAN'S inquiry are there things in particular that you want us
to focus on that the borough does the construction on, provides the land, or major
improvements that need to be done that we should be thinking about on the CIP list, Fulp
stated if we could improve Woody Way and if we could put a field at Dark Lake. If we can get
drainage and grass in at Woody Way field and maybe move the water line closer.
In response to COMMITTEE MEMBER BETHEA'S concerns about Dark Lake field already being
fenced in and the field is started so what do we have to do to see it finished; it seems like a
waste of money and resources to tear it down and put in a trash station or to store
contaminated soil, Cassidy replied we aren't tearing anything down; it's just an empty space
before the park. We're leaving the field that exists there. Put it on your CIP list because that's
what works its way up to the Assembly.
In response to CHAIR SIROFCHUCK'S inquiry of what the Parks Rec Committee can do for
him, what's your top priority, Fulp stated it's to make a field at Dark Lake, put Y2 the topsoil at
Dark Lake and Y2 at Woody Way with the intention of finishing all of this. Fulp feels we need
an all purpose field with grass.
Discussion of access to Woody Way field from Woody Way housing, playground equipment,
and perhaps a walking trail.
CHAIR SIROFCHUCK stated the committee is in full support of moving the topsoil to Dark Lake
and Woody Way. Our CIP list has supported this, and Cassidy and Fulp need to get together to
work something out.
Staff was directed to put this item and CIP on the next agenda.
B) Waterfront
COMMITTEE MEMBER WEST said she attended the public meeting and evidently there's some
money from the head tax and they're trying to do improvements on Shelikof or Rezanof.
There's a push to put in a sidewalk and she is concerned because the congestion is huge.
VICE CHAIR FOREMAN said maybe we need to rethink Shelikof Street.

During discussion, it was the consensus to use the following statement for the Trails Plan:
The purpose of the Kodiak Road System trails Plan is to ensure continued access
and maximum use of trails by all citizens. The plan includes:
Public participation by all trail users
Trail mapping
Trail management
Trail design
Establishing future trail priorities
Identifying funding sources for trail maintenance and development
COMMUNICATIONS
A) March 17, 2010 April 21, 2010 Planning Zoning Agendas
Cassidy gave an update on the March April P &Z cases.
Staff was directed to provide the Ecklund plat in the next meeting packet.

COMMITTEE MEMBER'S COMMENTS
Willy Bethea said it was nice seeing Fulp here tonight, and he thinks tonight was one of the
best meetings he's been to so far.
Mike Sirofchuck expressed his gratitude for still being chairman.
