Contract Negotiations Between School District, Borough and Mental Health Center

CALL TO ORDER
The meeting was called to order by Tom Manninen, Borough manager, at 1:35 p.m.
ROLL CALL
Present were Tom Manninen, manager; Karl Short, finance director; and Patti Kirkpatrick,
assistant clerk Kodiak Island Borough; Betty Walters, superintendent, Dave Jones, finance
director, Ross Abells, director of instructional services Kodiak Island School District; Phil Cline,
administrator Providence Kodiak Island Hospital; Dr. Welby Jensen, director, Robin Gardner,
manager, and Bruce Duthie, team leader Providence Kodiak Island Mental Health Center.
DISCUSSION
Manninen gave a brief overview of previous discussions. He advised that the mental health
service contract had been amended to add a signature line for the school district superintendent.
He felt it was important to involve the schools since they receive services from the mental health
center. He favored continuing the current agreement, revising the contract to a multi -year
contract.
In response to Walters, Duthie advised there would be five clinicians throughout the year. Three
with ten -month contracts and two with twelve -month contracts. He assured Walters that mental
health services would be available during the summer.
Abells felt it was important to include in the contract that the mental health center would provide
an on -site presence during summer school. Duthie stated it was expressly understood that,
should the need arise, mental health services would be available, regardless if the student was a
carryover from the school year or a new case. He further explained that there would be two full
time clinicians on staff during the summer, and their schedules would be flexible should a need
arise at summer school.
Jones was reluctant to sign the contract as he did not feel the mental health center had
substantiated their costs and based on the lack of information, he did not see a trusting
relationship between the mental health center and the school district.
Cline noted that he had previously assured Walters that he would be responsive to her requests.
He felt that not every question on the contract had to be justified. He did not appreciate the
good/buy guy tactics that were being used during the contract negotiations; therefore, he would
continue to work with everyone but Jones on the contract.
Manninen stated that a good guy/bad guy routine undermined everyone's goals. He was willing
to work with Cline and Walters to reach an agreement. He did not want to lose mental health
center services, as this was a valuable resource for the children and community.
Cline stated he had spoken with his supervisor who reminded him of why Providence was in the
business of providing mental health services and that if an agreement could not be reached, he
could stop the services. Cline thought that would be counter productive to the community's
needs, and he would pull services only as a last resort.
Walters stated there was never any question about the services being provided. She explained
that she was a people person and not a numbers' person and it was Jones' job to question the
numbers. She said that it was Jones' job to present the numbers to her to present to the school
board. She strongly felt that she could present this package to the board.
Jensen stated that he stood behind all discussions of previous meetings regarding the contract
negotiations and was in favor of going forward with the contract.
Manninen's solution was to present the contract to Eddie Jean, State Department of Education,
for approval. It was generally agreed that Short would write a letter requesting Eddie Jean to
review the proposed contract and advise of its feasibility.
