1995-12-17 Regular Meeting Minutes of Bayview Drive Service District Board: 12/17/95 The meeting was called to order at 7:05 P.M. on 12/19/95 by continuing chairman Reed Oswalt. Present were Gale Gray, Fred Roberts, Dawn Black and Reed Oswalt. Gale Gray asked why we had previously hired A-K Construction over other possible road maintenance contractors. Reed said that it was because A-K is the only contractor willing to use heavy rock which tends to stay on the road better. Fred made a motion to continue to hire A-K Construction this winter. Dawn seconded it. The motion passed unanimously. Reed said that A-K under Mr. John Zbitnoff (Zippy) and Jim Grim(m) had upgraded to having a blade on a front end loader which was faster and cheaper. Reed had made up a paper showing how much money we have for our service district, as of Nov. 20, and how he used the money we had previously. $2,603.94 was carried forward. $5,000 was newly collected for this year giving a total of $7,603.94 available to our district. Mr. Gerald Christensen of Kodiak Metals has been recommended for clearing individual driveways of snow upon the request and consent of individual property owners who wish to pay him $25.00 each time he does their driveway. A-K itself will not clean driveways this year. He will follow the A-K Construction "plow" and be informed by A-K when it is going to "plow" Bayview. Mr. Christensen has the list of Bayview property owners and is supposed to call them to see if they want his services. Reed said that our service district operates on 1 mil tax, and Bell's Flats works on about 5 mil tax. It costs about $365 to gravel the road and about $265 each time to grade the road. Each year we need to make sure that our service district's tax money that remains unused for road maintenance is carried forward for that use by the Borough and that our money is not repooled into the General Fund because our money is collected expressly for the purpose of our road's maintenance. It is not grant money, although separate grant money could be used on our road. Reed said that there should be such a use of borough money on Bayview for a capital improvement project to install a guardrail just past Reed's house where there is a deep and dangerous gulley that a car could fall into. The gulley is too big to fill in. The borough previously helped to fill in another less deep gulley by Schauff's house. Some extra money that Bayview has should go to pay Fred for sawing-up, with special equipment, the trees which fell on the road in last year's windstorm. Fred was appointed by Reed to replace Reed as acting chairman when he was absent last year. The trees fell off of Mr. Rick Baker's hillside property, and more trees might fall off of that property. The borough says that Mr. Baker might take some of his trees down himself. The road's guardrail was also somewhat smashed by the trees that fell, and, perhaps, the borough could also replace that guardrail. Guardrails come under capital improvement which isn't our domain. Reed said that we are obligated to use our tax money for snow removal, primarily. When we have money left over in the spring, we use it to fix things up on the road. Last year with about $1,000-00 2 of our money that was not used for snow removal, Reed had the road gravelled, graded, rolled and had some corners where Bayview meets Monashka Circle rounded off by filling them in more. Our road now has a nice crown, few potholes, and is not so dangerous at the corners. After the windstorm last year the electrical lines were also rerouted to come in to Baker's property from Eufemio's, it seems. Previously, the fire department 3 had not wanted to have the electrical lines routed in this manner { (discontinuously down Bayview). F I Gale nominated Reed to be the chairman again for this coming year. Dawn said there was a problem with having Reed as chairman i because he is going to be out of town for most of the winter [and the chairman is the one who calls A -K to "plow" the road and who calls meetings]. Fred said that he was willing to be the co- chairman [a capacity in which he functioned at Reed's request last year]. Dawn seconded this amended motion for Reed and Fred to be official co- chairmen because someone who is officially in charge should be here for most of the winter, she said. The motion was unopposed. Our road sign for Bayview Drive has once again blown down, and the State has been contacted to repair the situation. Some day we might have sewer i in this area. It could be routed down by Eufemio's with a lift station on Monashka Circle. Reed said that he calls the weather 1 -800 number when he is considering having the road "plowed." It's difficult to know when to plow. Fred said someone called to have the road plowed recently. Their 4- wheel drive car couldn't get up the hill. $365 was spent on gravel, and then right afterwards a warm front moved in, but, at any rate, putting on the heavy rock helps build up the road. If we run over our funding, the Borough assesses us more in tax. Fred said that we don't want accidents, and we also don't want to run over budget.. The worst stretch of road is in front of Fred's house so the chairmen gauge the necessity of plowing the road based on how well cars can maneuver that stretch. Fred will be home most of the time for another month. After that he will be available to take requests for Bayview road plowing at Bell's Flats. He will supply us with his phone number at that time. When Carol Heligso was on the board she told people they should have 4 wheel drive and studded tires. Reed said that the crucial consideration should be, "Do you want unlimited snow removal for awhile or limited snow removal all winter ?" Some people who want snow removed have previously called the Ak. Troopers or the, and they have contacted the chairman. The mayor has also been called occasionally. To simplify matters, one person (the chairman) should call A -K for snow removal, and if he /she is going to be gone, then another person should be appointed to call. Reed will be gone from Dec. 28 to March 28, but we should have our I s 3 required -by -law March budget meeting /public hearing during March. Reed said that he did not need to be here for the meeting. There is a budget summary on the back of page 4 - -19 in our orange Bay View booklet put out j by the Borough, and public hearing laws are on page 4 - -08. We have two booklets which Donna Smith, the Borough clerk gave us at an attempted meeting a few weeks ago which was cancelled due to lack of a quorum. A- K Construction does not have their new excavator on this year's summary as the excavator is too new. We decided to have the budget meeting /public hearing the first Tuesday in March 1996 which is the 5th at 7:00 PM. The s borough clerk will be notified so she can publish the date in the newspaper for the public hearing as required by law.
