ARCHITECTURAL REVIEW BOARD MINUTES
April 11, 1995
I. CALL TO ORDER
The meeting was called to order at 7:00 p.m. by Woody Koning, Chairman, in the Kodiak
Island Borough Conference Room.

A quorum was established.
III. APPROVAL OF MINUTES
The minutes from the meeting of March 15, 1995 were read. Mr. Ness moved they be
approved. Mr. Cloudy seconded. Minutes were approved unanimously.
IV. HIGH SCHOOL PHASE IVB- REVIEW OF 95% DRAWINGS
Tom Hettich, Kumin Associates was introduced to review the drawings. Tom gave an overview
of the project:
Al A The folding doors in some of the classrooms will be removed and replaced with solid
doors. There are also some code upgrades being done there.
B Repainting and finish work upgrades
C Build 2 story addition between the old voc -ed and the gym. The 1st floor is the mat
room, the 2nd floor is storage
D Will be converted into a classroom. They are also adding cabinets in a science area.
E 2 offices for administrator
It was then decided to go over the comments from the previous minutes.
Many of the discrepancies have already been addressed in the new set of plans. If not, we will
make new comments.
Al The access hatches have been located. Gregg wanted to make an adjustment on one of the
locations and that will be taken care of.

' A2 They will do sheetrock/plywood suspended ceilings with separate mounted light fixtures.
A3 They are putting in a wind girt and tying it to the columns along the perimeter of the
exterior wall. The metal studs will sit on the columns. There needs to be a channel not a
tube steel.
There was a suggestion to use a roll up door in the mat room to prevent the doors hitting
the mats when swinging in. Tom will check with the fire marshall.
There was a suggestion to have an acoustical ceiling in the mat room. Tom can put together
an estimate. You could put your ceiling above the lights.
The double doors into the storage area need to have 16 gauge steel with no mullion.
The door knobs that have been used are not adequate. They are taking alot of abuse. The
school district has been using a different style. Tom has the new style.
The storage room floor needs to be sealed with a clear seal. There will be stress cracks in
the concrete.
A7 Truss deflection; Tom is doing research. The wood studs he has put in have a slotted truss
gear.
EPDM is not mechanically fastened and is fully adhered.
A8 There was a suggestion of a PVC type roof substituted for EPDM but Tom wouldn't do it
because everything else is rubber.
A9 Detail 4 where the mat room adjoins the gym there is a 2 -Hour area separation wall. There
are more details to be drawn where the wall turns. The flashing over wall section, Detail
4 is too low. Tom has it up 10 ". There is a Manville expansion joint with metal flanges to
be secured onto of the rubber roof. The bottom flange will be screwed and set in sealant
and he will show it on detail. Caulking might be alittle short in the joints. They need to be
properly sized. Neoprene is available. Tom will look into it.
M3 Need to show a vapor barrier
RSA stated if there is not much demand you should put in a small unit hot water tank.
There are no acid drains needed in Biology greenhouse.
M4 The comment was how far to paint when you patch and it was decided to paint to match
where you match the existing paint since there are slot of cabinets in the room.
E2 The fire stops need to be added before painting. Will be added to general notes on standard
detail.
The number of outlets on the new walls need to be reviewed.
The meeting was recessed at 8:45 p.m.
The meeting was reconvened at 8:55 p.m.
V. KODIAK ISLAND HOSPITAL - REVIEW 45% DRAWINGS
Steve explained the original construction management firm that was chosen could not come to
terms with a contract so the second firm, SDL has been negotiating a contract. They will arrive
in Kodiak tonight to do a presentation to the Assembly in a special session tomorrow at noon.
Steve explained they would like to start in June and possibly have an existing shell up by winter.
Steve introduced the gentlemen from Prochaska and Associates. There was a question as to the

exterior finish. They explained their first choice is Lucabond. It is a solid panel insulated from

the back. It is an aluminum sandwich with a core. The advantage is you do not get the oil
canning you get from Robertson. It is pre-finished. They are looking to use durable products.
Don explained McCarthy/SDL's background as being one of the top companies building 300+
hospitals. They are very much speed driven with the kind of volume they do.
The level of detail is basically on the floor plans. They are making preliminary material
selections. They are challenged with maintaining a 24 hour a day, 365 day a year operation.
They will take out the elements of the hospital that are most critical to our future business needs
as part of the outpatient; moving the Operating Rooms, surgical suites, the radiology suites and
emergency. That way the facility we currently have can maintain operation while expanding.
They discussed making a panel system for the boiler room doors to allow removing for
maintenance purposes.
Required testing ports need drawn in now so you can verify exhaust emissions required by code.
The water separator needs to be moved for maintenance purposes.
The roof is very complex. It will leak. If someone is there constantly monitoring the construction
it will help but it will still leak. There needs to be more discussion as to how the roof should
be done.
