MINUTES
Meeting of February 9, 1995
I. Called to order at Bayside Firehouse at 7:10 p.m.

III. Chairman Blackett opened the meeting. A quorum of four members was present. In
the absence of a secretary, Roger Blackett took the minutes. Minutes of the August
26 and November 3 meetings and the agenda of the current meeting were approved
unanimously without addition or deletion.
IV. The meeting was opened to public hearing on the proposed 1995 -96 road service
budget and work program. No members of the public were present to testify.
The public hearing was closed and the regular meeting resumed.
V. Under old business, chairman Blackett presented status of the budget and road
maintenance. A total, as of February 9, of $7,727 has been spent for snow plowing
and sanding of our roads. A balance of $6,383 remains to get us through June 30.
Total expenditures so far this year total $14,947. Present cash balance (including
reserve funds of $39,320) is $46,703. Taxes owed is $1,301 for an asset total of
$48,004 (February 3 budget report). The Borough has finally credited our account
with interest earnings of $1,488 through December 31. However, the Borough also
took $720 out of the account for property tax foreclosure.
Blackett stated that contractor response time for snow plowing and sanding has
increased to six hours or longer after contact. He felt this was because of the
greater number of plowing and sanding contracts taken on by A -K without an
increase in equipment or manpower to handle the additional work. A -K has
recently added another sanding truck and hopefully this will improve response
time.

VI. Under new business, chairman Blackett welcomed Julie Wisher to the Board.
She replaces Greg Razo and we once again have a full complement of Board
members.
The next order of business was election of officers. Roger Blackett was reelected
as Chairman, Mark Withrow was reelected as Vice Chairman, and Julie Wisher
was elected Secretary.
The Board voted unanimously to approve the 1995 -96 work program and budget
as proposed by chairman Blackett. This budget maintains the current status of
1.5 mills tax revenues with minor adjustment of line items based upon previous
year expenditures and changes in Borough accounting procedures.
May 18, 1995 was set as the date for the next Board meeting.
VII Under Board comments, Jeff Hamer re- stated his interest and support for extension
of the bike trail to at least Marmot Drive. The Monashka Service District has an
estimated 380 -400 residents (109 residences x 3.5 persons) that could potentially
use this trail.
Julie Wisher expressed an interest in attending the Kodiak Urban Area
Comprehensive Plan Worksession. She will report back to the Board on this
meeting.
VIII. The meeting was adjourned at 7:30 p.m.
