I. CALL TO ORDER
The meeting was called to order at 7:00 p.m. by Woody Koning, Chairman, in the Kodiak
Island Borough Assembly Chambers.

Prochaska & Associates, Dan Ross and Barry Cooper from McCarthy /SDL, Stan
Thompson, Kodiak Island Hospital and Nathan Charlton, KPFF.

M. HOSPITAL PRESENTATION
The meeting was turned over to Don Prochaska who called his Omaha office for a
conference call with his mechanical and electrical engineers on the 95% drawings. On the
conference call were Fred Cady, Bill Provasnik, Mike Larson and Tom Rye.
Don relayed that he was impressed with the cooperation of the construction management
firm and delighted at the progress of the project to date. He is very pleased with the
positive attitude of the team (Owner, Builder and Designer). Mr. Vilums shared views
that it should be a very fine building. Mr. Riley defined 95% drawings as coordinating
between mechanical/electrical and the architectural and they know there are gaps and
some symbols that aren't where they should be and they will pick those up as they go
I along. They are doing final 45 minute reviews with each dept. head and reviews with
contractors and sub - contractors.

Mr. Cady was asked to give a brief overview of the mechanical. They have 3 air handlers
j going now and are proposing to combine the 2 larger ones due to finances. 1 unit serves
j the operating suite and the other one serves the rest of the hospital. They serve variable
volumes of heating boxes to distribute the air to approximately 115 zones throughout the
building. Each zone has its own thermostat. The air conditioning side has 100 ton air
cooled chiller that has an air cooled condensing unit that sits outside the building and the
other side has 3 module boilers to handles the heating requirements.
The fire protection will be 100% sprinkler coverage.
Mr. Johnston asked about the mechanical ventilating for the existing building. On sheet
6.1 it was discussed that a primarily ventilation system was used due to the hospital being
open 24 hours a day, 7 days a week.
Mr. Bonney questioned the controls of the system and said he had noticed on other
buildings that the controls have outstripped the maintenance peoples ability to work with
them. He explained that the control contractor understood the system and there was not a
long enough warranty period in the contract for education for the maintenance people.
Mr. Rye replied the system is all digital and computerized and will work with a software
package that a control contractor even at a different location can go over with some one
here in Kodiak. Also, McCarthy/SDL will not be released for 1 year and they are the
contact with the control contractor. Mr. Rye also explained that alot of the items are

Mr. Bonney requested that extra attention is put in making sure the different sections of
the specs match with other sections referring to the same matter. 1S&. Cooper explained
they have a good quality control system where they sign off system.
At Mr. Bonneys request, I&. Hobgood explained that this is a open book project, it is not
low bid for the subs, its negotiated, there are set budgets and the GMP set with
McCarthy's contract is what is worked toward. Everyone has input and it is done as a
team. Design assist packages means the project is moving on as the design is still being
done. The packages have set budgets. Mr. Bonney reiterated that we checked back and
make sure that the specs are in fact what the architect intended. Mr. Prochaska assured
that everyone working on this is in house at his firm, not many different companies. All
the areas are working together without being defensive to build a good product.
Mr. Hacker relayed that the refrigerant specified is R12 and Mr. Cady clarified it should
say R22. Mr. Hacker asked on pg. 15.44-12 that Teflon tape not be used on the threaded
pipe joints as it voids warranties. Mr. Cady agreed it would not be used. ]�&. Hacker
suggested on pg. 15974-6 on the DDC work station that it be upgraded to the current
technology. It was agreed it would be a good addition.
With no other questions, Mr. Prochaska thanked the engineers in Omaha for participating
in the conference call so late in the evening.
Nathan Charlton with KPFF was introduced to give an overview of the structural steel
system. Basically it is braced frame building, incorporated Chevron braces, 4 braces in two
directions. They terminate at the 2nd floor. They resist lateral loads from seismic events in
windloading and that load is dumped out at the 2nd fl. and transferred to sheer walls
which resist the load at that point. Basically the building is bound on 3 sides by sheer
walls. Framing is complete and are connecting members now. Design is unique that they
were able to incorporate the sheer walls at the second level to keep the braces out of the
space down in the unfinished spaces below. ICBO reviewed this project and their review
is always very exhaustive. After compiling with all of their requirements, they recently
bought off on the design and are quite happy with it. It was a very good review. We are
getting a very good product and has been well put together.
Mr. Bonney expressed his concems over the roof and shared his knowled e of other

projects he has worked on as to what has worked and what has not. Mr. Prochaska
relayed his same concerns and explained that they look at all options given by McCarthy,
which is part of their responsibility. He wants to utilize A local expertise. No final
decision has been made at yet. It was decided that the decision will run past Scott Bonney
before approved.

The skylight has been modified and is basically a window, or light well. All the glass is
y vertical. The framing and glass is the same as the rest of the windows. There are a couple
of side doors that are not covered, but the rest of them are covered for the purpose of
sliding snow.

The site was discussed as to entrances, the moving of the administration building and
emergency routes. There was further discussion and explainations of the drawings by Mr.
Riley and Mr. Bramow. It was relayed that comments are still welcome as they are
designing in progress.
The next meeting was scheduled for next Tuesday, September 19, 1995 at 7:OOPM in the
conference room.
