MINUTES
September 19, 1995
L CALL TO ORDER
The meeting was called to order at 7:05 PM by Woody Koning, Chairman, in the Kodiak Island School
District Conference Room.

Mr. Johnston and Mr. Matzell had called in to asked to be excused. Mr. Stevens had said he teaches on
Tuesday nights. Mr. Koning asked that Mr. Stevens be called to see if Wednesday nights would be
acceptable.
A quorum was established.
IIL APPROVAL OF MINUTES
The minutes from the meeting dated April 18, 1995 were reviewed. Mr. Hacker moved to approve the
minutes as written. Mr. Cloudy seconded. Unanimous voice vote. Motion carried.
The minutes from the meeting dated Sept. 12, 1995 were reviewed. Mr. Hobgood noted the word "all" in
Roll Call should read "also" and the word "fiancees" in the second paragraph under Hospital
Presentation, should read "finances ". Mr. Hacker moved the minutes be approved as amended.
Mr. Cloudy seconded. Unanimous voice vote. Motion passed.
IV. HOSPITAL 95% DRAWINGS REVIEW AND APPROVAL
Mr. Hobgood noted that Mr. Nault brought to his attention that the emergency room canopy height is
being shown as 10' and it needs to be a minimum of 12'. Mr. Hobgood brought it to the attention of Mr.
Bramow today.
Mr. Koning comments were as follows:
1. Sheet A 1.2 there might be a traffic flow problem. Corridor 293 seems to be the only access from
the emergency room to the surgery room. It was explained by Mr. Thompson that very rarely
does a patient go directly to surgery without going to radiology first. It was expressed that Mr.
Prochaska has taken time with each department head going over the plans and having them sign
off on the plans.
2. Sheet Al. 12 Finish Schedule Room 121A called for painting open metal structure and deck. His
concern was the cost of painting non public areas. His recommendation was going through the
Finish Schedule and reviewing any of the exposed deck areas wherever Note 8 is shown,
including all mechanical rooms.
3. Room 103A was not on the Finish Schedule. It is a closet off the bathroom.
4. In the Spec Book 0900 Painting 1.5.1 he recommended adding 2 acceptable manufacturers, Kelly
Moore and Fuller O'Brien.
5. 3.1 - He would like added "only skilled mechanics holding valid Alaska Hazardous Paint
Handlers Permits ".
6. 4.3.3 - Exterior Concrete/ Masonry is calling for block filler and he would prefer to see Elastic
meric 10 mills, a water based acrylic elastomer, coating as top coating.
7. He expressed concerned for using particle board in cabinetry as opposed to plywood. Mr. Cloudy
noted that all the sink tops were also particle board and will not hold up under water. He also
suggested specifying real laminated unlayment.
8. 09660.3 Sheet Vinyl - There is no specific backing behind the cove shown and it should be
spelled out.
' 9. 9250.3.10.8 Sheetrock butted to slab needs to be clarified. Is it over the header or 6" outside?
10. 3.10.10 - Should not be allowed to touch the slab
11. 3.11.2 - On all exterior corners recommends taping all corners.
Mr. Hacker had the following comments:
1. The refrigerant needs to be looked at again. The R22 specified as HCFC should be a non CFC
refrigerant
Mr. Cloudy had the following comments:
1. A7 -5 - He noted a door under all the sink cabinets to protect the handicapped. There should be
something more cost effective than customized fit boxes. He also noted it was made out of
particle board.
2. He noted in the mechanical the suction pumps and air compressors didn't match with a floor
drain.
3. The outside elevation is right up to the outside skin. The skin stops at the same level as your
inside floor. A4 -3, Anytime you find the skin at the outside of your building it is at the same
level as the finish level inside the building.
A4 -7 is another example walls and roofing doesn't show anything to keep the snow building up
the walls. The drain tile is above the slab.
A4 -8 - 33 galvanized flashing paint to match trim, the slab will build up with snow and you will
have water in your wall. There is not enough difference in elevation from the stopping of the
skin at the outside of the building to your finished outside grades.
A4 -9 above the word wall section and look at the elevation. It doesn `t make sense.
A5.4 - aluminum windows and galvanized siding clips, the detail doesn't show much holding it.
A5 -3 on sliding doorjamb 15 where sealant goes in, needs clarified.
Mr. Bonney moved to accept the 95% Hospital drawings with changes noted. Mr. Cloudy seconded. Mr.
Koning requested a response from the Architects to their comments. Unanimous voice vote. Motion
Passed.
Mr. Koning will attend the Assembly meeting Thursday, Sept. 21, 1995. He will commend the Architects
on their solution to the skylight.
