MONASHKA BAY ROAD SERVICE DISTRICT
MINUTES
MEETING OF April 27, 1994
I. The meeting was called to order at 7:08 p.m, at the Monashka
Bay Fire Hall.

II. Chairman Roger Blackett opened the meeting. A quorum was
present. The minutes of the meeting of February 23, 1994
were unanimously approved. The agenda submitted by Chairman
Blackett was then unanimously approved with no additions and
no deletions.
III. The meeting was then opened up for the recognition of guests
and public comment. No guest were present. No public
comment was heard.
IV. The meeting then proceeded to old business. The first
topic of consideration was a review of road maintenance
and budget status. The chairman reported expenditures
to date of $9,653.63 as compared to $8,410.98 from
approximately one year ago. The cost of rebuilding a
section of Marmot Drive was identified for the slight
increase. Total assets at this time are approximately
$41,819.56. The next work to be accomplished will be
maintenance of culverts and ditches.
Next, the board took up the issue the Forest Drive
Culvert status. Negotiation with the property owner
who has installed sub - standard culvert, the Borough and
the Road District are ongoing. The property owner is
being cooperative.
V. The meeting then took up consideration of new business. It
was unanimously agreed that by resolution the Road District would
recommend enforcement by the Borough against the property owner
who has directed a drainage ditch directly into the road way on
Harbor Way. The Board unanimously agreed that it should not be a
public expense to see this problem corrected.
Next, upon motion duly made and seconded it was unanimously
approved that the Board would submit a change in the "BYLAWS" of
the MONASHKA BAY ROAD SERVICE DISTRICT which would prevent
employees or relatives of a contractor performing services to the

Finally, August 26, 1994, at 7:00 p.m. was set for the next
meeting for the next meeting at the current location.
VI. The meeting was then opened up to board member comments.
VII. The meeting was adjourned at 7:40 p.m.

PROPOSED BYLAW ADDITION
4.15.060 Officers
Officers of a service board shall not be employed by a contractor,or related to
a contractor, or have a financial interest in a business of a contractor
performing services under service board jurisdiction.
Reason for bylaw addition:
In 1990 -1991, the contractor for the Monashka Road Service District was given free reign
for road service work. As a result, expenditures amounted to twice the available revenue
leaving a $23,000 deficit for the District. The chairman of the Board at the time was also
an employee of the contractor. Although there is no evidence of collusion between the
former chairman and the contractor, a perception exists suggesting collusion may have
occurred.
The intent of this bylaw addition is to decrease the possibility of collusion occurring
between officers of the Service Board and contractors performing work for the Board.
