1994-10-18 Regular Meeting ARCHITECTURAL REVIEW BOARD MINUTES October 18, 1994 I. CALL TO ORDER The meeting was called to order at 7:30 p.m. by Woody Koning, Chairman, in the Kodiak Island Borough Conference Room. II. A quorum was established. III. APPROVAL OF MINUTES The minutes from the last meeting, September 27, 1994 were reviewed. A motion was made by Mr. Bonney to approve and seconded by Mr. Ness. Unanimous voice vote. Motion carried. IV. BAYSIDE FIRE STATION REMODEL APPROVAL OF PRELIMINARY DRAWINGS The meeting was turned over to Robin Heinrichs to present the drawings. Mr. Heinrichs stated the Fire Department received a grant for the purpose of constructing a training room to be added onto the existing facility. The plans were prepared in conjunction with the service district fire board and volunteers at the Bayside Fire Department. Mr. Hobgood explained that these plans have not yet been voted on. There was also question as to the necessity of the Assembly needing to approve the drawings twice as with other Borough projects. He was not sure who was going to administer this project as he had not been directed by the Mayor to do so. One interior Bearing wall present is in line with the beam. Mr. Burt stated he thought the beam would do the bearing. Mr. Heinrichs explained the beams do the bearing except in that one location. On page 5 the beam line ends and becomes a bearing wall. The sheer panels were questioned by Mr. Burt and it was explained that it is a fairly open structure and with wind on the ends the sheer panels provide internal stiffening. Also for cosmetic purposes its nice to have the plywood behind the sheetrock. It was decided to go page by page and make comments as necessary. There was a question by Mr. Koning as to why isn't there a spec book? Mr. Hobgood again explained this has not been assigned to the Engineering department as a project. He asked if anyone had talked to the Mayor as to how it was going to be administered and who was going to be the project manager. Mr. Heinrichs stated those details had not been worked out, that they wanted to get it through the Architectural Review Board for documentation. He showed concern that most of the grant should be spent on construction and not on administration or design. Mr. Heinrichs stated that he has the spec book from the fire department building and if it was a matter of concern he could use parts of that if they felt it necessary. Mr. Ness stated if the plan was to build this with volunteers, then these are probably acceptable; but if the plans had to go out for bid then they should have specs for those portions. Mr. Koning asked Mr. Hobgood if he could find out from the Mayor how he was planning on administering this project. Sheet 1- Mr. Bonney stated there was nothing on the slab and that it should be referenced. Also nothing is said about contraction joints. Where does the roof drain? The intent is to run roof water to daylight. Mr. Ness stated the live load is for residential but the building is not residential so it needs to be deleted. The type of construction is 5 but then referred to sprinkler, yet there were no sprinklers. Mr. Heinrichs stated the original building is intended to sprinkle but it will not be at this time. The sprinkler can be asked for as a alternative bid so the building can be prepared at this time so you know how much it will cost. Mr. Heinrichs explained the routing has been gone over with Grinnell. Mr. Ness stated that it needs to be documented. Sheet 3- Subject to the contractor's interpretation, installation methods are also in question. The portion of the spec books that are applicable need to be listed. Sheet 5- Roofing detail is hard to find. They're shown on pg. 5 but they need to be identified on 3 and 4. On detail 5E where the sidewalls meet the roof it was suggested to put existing siding. Mr. Ness suggested to put the fire extinguisher on the legend. Sheet 6- Detail 6Band 6C -Heat loss -no thermal break between edge of slab and outside footing. Mr. Ness suggested you can put your insulation on the outside and bring your sheeting on the top of that, or you provide a thermal break between the edge of your slab and your foundation. Mr. Heinrichs stated he hasn't seen the ones on the outside hold up very well. Mr. Ness explained you could take a metal flashing and bring it down below grade.Mr. Ness questioned the notch called the 2x6 blockout on the east and west ends and Mr. Heinrichs explained they have 6 framing in the walls and they have 8 stem wall to avoid bump inside they made it up there. The front page is very generic and it needs to agree with other pages. Question on detail 6D footing was are you going to pour the slab on top of the footing or are you going to bring the u footing up to the grade with the slab? Mr. Heinrichs explained it is a thickened slab. Mr. Ness stated the drawing shows the footing stops at the level of the insulation and slab gets poured on top of footing. He questioned if you wanted to bring the footing all the way up so that its grade. He mentioned it doesn't show that its a thickened slab. Mr. Heinrichs explained its much wider than the wall. Mr. Bonney suggested that if this goes to bid you need to specify adding sand. Sheet 7- Mr. Ness questioned some of the wall frames that they will be nailed 3 on center and other sections say they will be nailed 4 on center. Mr. Heinrichs explained one set of walls was shorter than the other so it required a tighter nailing pattern. Mr. Ness also stated there was an inconsistency of details; not mentioning nuts at the end of bolts. Sheet 8 -E- Sheer panel -Mr. Ness questioned there was no specification for any edge nailing. Mr Heinrichs explained they had different stress' on them but he would check if it was an omission. Mr. Bonney stated you should be able to follow from the roof all the way to the foundation with sheer nailing, you need to get it from the diaphragm into the sheer wall. Mr. Heinrichs asked if he should show a sheer path. Sheet 11- Need to spec more detail on exit signs. Sheet 12- Mr. Ness suggested using lockable cabinets for your storage. Sheet 13- Mr. Koning suggested specifying the number of coats of paint. Mr. Ness suggested that the blank best cores being supplied by the school district be listed. Sheet E1- Thermostat not listed on ledger. Many items on ledger are not used in drawing. Mr. Bonney moved the ARB approve the preliminary drawings with the recommendations noted and the resolution as to how this project will be administered. Mr. Cloudy seconded. Unanimous voice vote. Motion Passed. VI. ADJOURNMENT Mr. Bonney moved to adjourn the meeting. Mr. Ness seconded.
