1994-04-26 Regular Meeting ARC$iTECTURAL REVIEW BOARD April 2'6, 1994. 7:00 p.m.. Borough Conference Room NOTES Present: Woody Koning Absent: Tom Templeton John Burt Gerry Cloudy Eric Ness Scott Bonney Ed Mahoney Kyle Schaffer John Witteveen(for Betty Walters) Staff: Steve Hobgood Connie Lanahan Also attending were Dick Armstrong from RSA and Greg Hacker NORTHSTAR ELEMENTARY The School Board approved the Preliminary drawings at the meeting Monday night with the reconfiguration of the gym, plus the alternates in order of preference. Mr. Mahoney was concerned about the site. Mr. Ness stated the architects spent alot of time on the site and had discussed the issues of light and wind and it was decided this site would work with the way the school was set on the site. Mr. Ness discussed the drainage. There was also a question to the grade on the entrance /exit. It is approximately 10 -14% which is pretty steep. The intersection is a hazard with the known condition for the site. The parking lot could be readjusted or the angle could be changed. There might be a code violation unless you would use a left turn only. Mr. Hobgood suggested that a sketch be made and it be submitted next Wed. night when the architect will be in town. Mr. Witteveen suggested that Mr. Hobgood give them a heads up and let them know it is coming. Mr. Witteveen suggested the grade problem might be alleviated by dropping the whole site and it had been discussed and found that because it was solid rock that it would create more problems and costs that would need further funding. Mr. Armstrong stated that RSA is now looking at the generator voltage for the school. He stated that he thought as a priority the generator should run the boilers, the lift station, and the corridor lights. HIGH SCHOOL ALTERATION PHASE IV Mr. Koning stated he didn't feel that the plans were 95% drawings and that they needed alot of work. He wasn't comfortable approving the drawings at this time. Mr. Burt agreed. Mr. Hobgood commented that he needs specifics to give to the architects. Mr. Koning had made his comments on his drawings and he would give his drawings to 0 the architect. He feels it is being rushed and more time needs to be spent. Mr. Witteveen suggested that Mr Hobgood pass the information on to the architect. Mr. Hobgood again stated he would need specifics. Mr. Armstrong replied that most architects present the drawings at 95% without the "cleanup" done and before they are actually put out for bid those things are taken care of and everything is cross - referenced. The consensus was the ARB should be allowed to approve the 100% drawings before they go out for bid. If that were to take place, Mr. Hobgood stated the Borough code would need to be changed. The consensus of the ARB was the 95% drawings are not ready to be approved and that they are being rushed to approve them. If the 100% drawings can be given to the ARB by Friday April 29th or Saturday April 30, that would be enough time for them to approve them at the May 4th meeting. If they do not get them until Monday, May 2nd, then they could not be approved by the May 4th meeting. Mr. Hacker pointed out several items in the spec book that he thought needed addressing. Div.l Sec 01045 need to emphasize containment when doing masonry cutting Div 8 Sec 08111 pgl exterior doors need to be flush top Div 8 Sec 08710 pg4 owner will rekey building, cores & key blanks supplied only. should say 6 masters key blanks, 3 change key ea lock Div 8 Sec 08710 pg7 all closures to be thru -bolt on solid wood doors Div 9 Sec 09250 pg4 not in gypsum board, insert wood blocking Div 10 Sec 10100 pg2 chalkboards need to spec white Mr. Hobgood discussed standardization for mechanical system. He recommended Barber - Coleman for specs for all school systems. Every other major district has done it. BUILDING CODE REVIEW COMMITTEE The building inspectors have requested volunteers to sit on the board. We will have more information at next weeks meeting. The meeting closed at 9:30pm.
