1994-04-13 Regular Meeting 0 f ARCHITECTURAL REVIEW BOARD MINUTES April 13, 1994 I. CALL TO ORDER The meeting was called to order at 6:48 p.m. by Woody Koning in the Assembly Chambers. II. ROLL CALL Members Present Members Absent Staff Present Woody Koning Ron Chase Steve Hobgood John Burt Tom Templeton Connie Lanahan Gerry Cloudy Kyle Schaffer Scott Bonney Ed Mahoney Eric Ness Betty Walters Also attending were Stu Smith, John Crittendon, Bob Tucker and Greg Hacker. Ron Chase's resignation was discussed. The ARB will be with 8 members until the Assembly accepts Mr. Chase's and appoints someone new. Mr. Schaffer is on emergency leave. The school board will need to find a substitute for him. Mr. Mahoney is ill. A quorum was established. There was discussion to the benefit of having a floating position on the ARB that was structural orientated to the job that was before them. It had been brought before the assembly awhile back but was not followed through. It was decided that Mr. Burt bring that option up to the assembly again. III. APPROVAL OF MINUTES A motion was made by Mr. Ness, seconded by Mr. Cloudy, to approve the minutes of April 5, 1994. The motion was approved. IV. NORTHSTAR PRESENTATION Mr. Smith, Architects Alaska, presented and discussed the plans for Northstar Elementary. There have been 4 or 5 meetings of the 15 member committee. The plans are in two parts; 15% or the schematic drawings and the 35% drawings which are about 50% finished. Some of the questions raised: 1. Flat roof a. no licensed contractor on island to maintain consider the cost of warranty due to this i i 0 b. EPDM membrane doesn't degrade in ultraviolet light it lets moisture out, but not in; it doesn't trap vapors C. It is protected on the bottom with vapor retarders to keep from freezing. EPDM lets it breath d. It is constructed by EPDM membrane, then some sort of leveling board, 5 of extruded polythythene(closedout insulation)and that sits on the metal deck. The membrane is glued to the plywood then, because of the high wind problem, mechanically fastened with fastners that go right through the membrane into the steel deck, then an EPDM cap is glued over the row of fastners. This is done on top so it is easy to maintain. 2. Slope Roof Option The existing metal roofs have not functioned well, with the exception of the one on the Admin bldg on the Coast Guard Base It is underlaid with EPDM membrane. a. the finish is going to last b. won't fly off in wind C. horizontal rain is a problem because water blows under the seams and back inside the bldg d. warm roof - freeze /thaw cycle escalates the glaciers e. cold roof - snow build ups have to either be held on the roof with snowclips, or let it slide off causing a problem when it lands. f. if you use gutters water gets in them and freezes then thaws; gutters can be torn off g. downspouts can freeze There are problems with either type of roof with solutions for both. 3. The kindergarten classroom has no divider wall a. one was a drafting error b. the kindergarten room was designed to install a wall if needed. The Borough would build the wall C. the School District's concept was to make it module and interchangable as possible d. to install hardware for removable partitions and never use them would be costly. e. the juvenile toilets in the primary rooms need to be located so if they are changed to adult size at later date they would meet ADA regs 4. The access door by the kindergarten entrance should be a double door 5. Does the Fire Marshall have a requirement restricting the amount of paper hung in the hallways,so many square feet per classroom 6. Construction of the skylights is a steel frame of steel tubes with the skylight sitting on top of the tubes. The individual glass panes will be secured. The rigidity of the structure will protect the skylights. It will be triple pane glass supended between rubber. The Maintainance Dept. has a genie that will reach in order to clean and maintain. 7. The electrical in the removable walls will be discussed with RSA next week. 0 8. The doors are set back with overhang. To help prevent snow drifts you could switch the door 90* and put a protection wall up. 9. The exterior finishes discussed were cedar, metal and dryvet. Cedar siding has not been a good investment. St. Mary's Church is a good exampe of cedar engineered properly. The base bid was for cedar. Installation can be a problem and has caused failure in some of these products. It's important to be addressed in the specs and then follow through in construction. More research will be done to check on an alternative. 10. If propane is used there needs to be a room to store it in or insurance will be denied. 11. If changes are to be made, they need to be made now because in two weeks it will effect the drawings and we will be behind schedule. Woody thanked the architects for their time. It was discussed that the ARB needs to be involved from the very beginning of projects. A five minute break was taken at 8:45PM. V. HIGH SCHOOL PRELIMINARY DRAWINGS APPROVAL Mr. Ness stated that he did not find alot of the details that were referenced in the drawings and that he found them incomplete. Mr. Koning commented that he was not comfortable approving drawings that were so incomplete and that they are not being asked to approve the intention of this project, furthermore, he found nothing to approve. Mr. Bonney stated that it takes alot of time to review drawings and will be alot of comments on 95% drawings. He also wanted assurance that his comments will be relayed to the Architects. Mr. Hobgood stated that he gets the drawings to the ARB as soon as possible for their review. Since he is the project manager he will take the information to the Architects. They can be approved as written, approved with comments or not approved at all. A motion was made by Mr. Ness and seconded by Mr. Bonney that the drawings not be approved because of insuffient information. Ayes: Koning Noes: Cloudy Bonney Ness Burt At the question to change their vote Ayes: Koning Burt Bonney Noes: Cloudy Ness Motion failed. y F, Mr. Cloudy motioned to not approve thel` drawings as presented, but to look at the 95% drawings next week and possibly approve the preliminary drawings at that time. Failed for lack of second. Mr. Cloudy moved to postpone approving the drawings for one week until the 95% drawings are received. Mr. Ness seconded. Motion carried Unanimous Mr. Koning moved that the assembly look very strongly at the architectural firms when selecting for a project that is going to last more than several phases. Mr. Burt seconded. Ayes: None Noes: Koning Burt Cloudy Ness Bonney Motion failed. The next meeting will be held, Wednesday, April 20, 1994 at 7:OOpm. at the High School. VI.
