1994-01-04 Regular Meeting ,/ q CHITECTURAL REVIEW 13 D MINUTES January 4, 1994 The meeting was called to order at 7:00 p.m. Roll call was taken. A quorum was determined to be present. A 15 minute recess was called so a member could be interviewed by the Borough Assembly. The meeting was reconvened at 7:15 p.m. Attending the meeting were: Ron Chase, Chairman; Woody Koning (arrived at 7:13), Eric Ness, Norm Wooten (School Board Representative appointed for the evening), Tom Templeton, Gerry Cloudy, Betty Walters, Steve Hobgood and Kaye McClain, staff. Also attending were Ed Mahoney, Dan Millard and Ellie Hobgood. Presentations were given by four Architectural firms: Architects Alaska, Stu Smith, Architect, and Bill Hamm, Dowl Engineering ECI /Hyer, Inc., Terry Hyer, Architect GDM, Inc., Jim Blair, Architect Kumin Associates, Inc., Sandy Jones, Architect, and Alan Christopherson, Peratrovich, Nottingham & Drage, Inc. Engineering Consultants. Following the presentations, the Board discussed the information given by the firms and then and ranked those firms (see attached), the total of the voting members numbers indicated the firm of choice. During the discussions Mr. Koning moved that the Board recommend the Assembly (copy to School Board) that as soon as the Architectural firm is chosen, they meet with the Architect /Engineers to discuss the problems of the site, addressing the following concerns: 1)Expense of the project due to the terrain of site; 2) Safety of the children, busses, parents and teachers because of the icing of the terrain; 3) Winter conditions of darkness and icing for those children who live within 1 1/2 miles of the location and must walk to school; and 4) Separate access to the site for Busses and parents' vehicles is nearly impossible to achieve because of the steepness of the adjacent road. Seconded by Mr. Templeton, the motion was passed on a 5 to 1 vote. (Yes -Chase Cloudy, Koning, Templeton, Ness. No- Wooten) The hour of 11:30 was reached. Mr. Templeton moved the meeting be extended for 15 minutes. Seconded by Mr. Koning, the motion passed. After the ranking of the firms, Mr. Koning moved, seconded by Mr. Cloudy, that the Board recommend Architects Alaska be awarded the contract to design Northstar Elementary School and that GDM, Inc. be the alternate. The motion passed unanimously. Mr. Cloudy moved, seconded by Mr. Ness that the Board recommend Kumin Associates, Inc. be awarded the contract to design the Ouzinkie School Remodel. The motion passed 5 to 1. (Yes- Chase, Cloudy, Koning, Wooten, Ness. No- Templeton) The hour of 11:45 was reached. Mr. Koning moved the meeting be extended 5 minutes. Seconded by Mr. Cloudy, the motion passed. Mr. Koning moved that the rd recommend GDM, Inc. be the ftnate for the Ouzinkie School Remodel. The motion pass d on a vote of 5 - 1. (Yes - Cloudoning, Wooten, Templeton, Ness.
