November 10, 2009 BOROUGH CLERK'S OFFICE Call to Order — 7:12 pm Members Present — John Isadore, George Lee, Dave Conrad, David Heuman, Jessica Horn, Scott Griffin Excused — Amanda Henderson Guests — David Rittenhouse Citizens Comments — Mr. Rittenhouse question if work was planned for the driveway and ditch across the street from his residence to alleviate the drainage across his property. Discussion resulted in board members stating they would contact the owners of the properties where the water originated and inquire if the board could plan to move mailboxes and reshape the drainage pathway. Approval of Minutes — October 13, 2009 Motion: - Isadore made a motion to approve minutes of October 13, 2009 as amended. Seconded: Griffin Roll Call Vote — Lee — Yes, Heuman — Yes, Conrad — Yes, Isadore — Yes, Horn - Yes Motion Passed - 5 Ayes, No Nays. Old Business Fire Department — SOP Status — SOP on hold, discussed developing KIB Fire SOP's at Joint Board Meeting with Bayside Board. Surplus of Old Engine — No update Energy Upgrades — Fire Department has contacted electricians to move forward with the job. 1 1 1 1 Tanker 23 Repairs — Waiting scheduling for mechanics to complete repairs. IFSTA Manual Purchase — Delayed Hat Purchase — Delayed Fire Fitting Purchase — Met with L.N. Curtis representative. Requires new quote. Fire hall Facility Use Agreement — No update on original draft copy. Awaiting updated version. Printer purchase — Purchase made awaiting delivery and installation. Road Service — Answering Service — Placed on hold until MIS has completed computer installation for the fire department. Nixon Ranch Survey — Awaiting final action by KIB Staff after legal description was received from the surveyor. Flooding Issue — Sargent Creek Road/Chiniak Drive — No work performed to date. KIB to clean areas at large cross road culverts on Sargent Creek. Tucker stated as of 10/5/2009 that this was still pending. Board should contact him when TC was in the area performing work. 11147 Womens Bay Drive culverts not repaired by the contractor. This has been two seasons with no action. Recycled asphalt — No work to date. Purchase of the "No Trespassing" signs. — Not ordered. Stop sign at Sargent Creek Road and Salmonberry Drive — Sign installed and removed within three days of install. Contractor to reinstall. Culvert snow markers — No progress report Brush Pile — No progress report 2 A 1 1 1 New Business — Fire Department 1 I State loaner brush truck returned to state. A newer truck to be sent as „ replacement in February. Road Service Area — Discussion of election of officers for next meeting. Election to be placed on agenda. Work order development — A discussion was held to develop and implement the use of a written or e- mailed work order to be provided to contractor. This will document and assist in tracking of ordered work tasks. Isadore to provide example. Motion: - Lee made a motion to develop and implement a work order system for review at the next meeting. A discussion was held regarding the progress of work on the flood damaged areas. Some ditch work is remaining. A discussion was held regarding a letter received from Hilder Olsen. Olsen commented on the road maintenance near her home on Noch Drive. Board discussed how this area was difficult to maintain due to vehicles and objects placed on the road edges as well as no turn around at the end of the road. Board to contact area residents in regarding area maintenance and removing vehicles and obstructions. Next Regular Meeting to be held on December 8, 2009, 7:00 pm at the Womens Bay Fire hall. Board Member Comments: i 3 ; i 1 a Y I Lee commented he had received his election package and was interested to note the election certificate indicated he was elected to Service Area #1 board.
