CALL TO ORDER BOROUGH CLERK'S OFFICE 1

CHAIR SIROFCHUCK called to order the November 24, 2009 Parks & Recreation meeting to order at 7:00
p.m.
ROLL CALL
Committee members present were Mike Sirofchuck, Hans Tschersich, Jeff Huntley, Patrick Saltonstall,
Andy Schroeder, and Rick Lindholm. Excused members were Pam Foreman and Sandra West. Ex-officio
member present was Kevin Murphy.
COMMITTEE MEMBER SCHROEDER MOVED to excuse Pam Foreman and Sandra West.

MINUTES OF PREVIOUS MEETINGS
COMMITTEE MEMBER TSCHERS ICH gave the proper spelling of a name and asked it be corrected.
COMMITTEE MEMBER SALTONSTALL MOVED to approve the November 10, 2009 Parks & Recreation
minutes as amended.

AUDIENCE COMMENTS AND APPEARANCE REQUESTS
Tim Hurley stated the Rotary Club is looking for a community project to get involved in with our telethon
money. We are looking for a small area that we can donate money or materials and put a Rotary sign up so
there will be Rotary exposure. Hurley thinks it will be around $5000. He also said Glen Dick has also
committed to donating.
Sirofchuck stated Mill Bay Beach Park has been identified in our CIP list and placed high on the priority list
for improvements. Any participation from the Rotary is welcome.
During discussion Cassidy suggested Rotary representative meet with Bob Tucker, Maintenance
Coordinator to look at Mill Bay Beach and discuss what can be done.
OLD BUSINESS
A) Trails Plan
Cassidy will email the Trail Management Objectives for committee review. He's been working with Alta to .
come up with a cost (by mile or hourly) for trails data. The Alta contract is about $103,000, $20,000 added
for reimbursable things, and a $16,000 change order.
During discussion it was determined that committee members may GPS some trails if they wish.
B) Airport EIS
Cassidy reported the borough hasn't received an EIS because it's not considered a review agency. Cassidy
reminded them that the borough is part of the Alaska Coastal Management Program that is a coordinating
program and they should reconsider.

A) KISA Brochure & PSA's
It was the consensus that the committee likes the new KISA brochure.
REPORTS
The next Parks & Recreation meetings will be held on December 8 & 22, 2009 at 7:00 p.m. in the KIB School
District Conference Room
AUDIENCE COMMENTS
There were no audience comments.
COMMITTEE MEMBER'S COMMENTS
Rick Lindholm will be out of town and requested to be excused from the December 8 meeting.
Andy Schroeder will be out of town and requested to be excused on December 22 &r January 17`
Kevin Murphy said the Miller Point Access Project in Fort Abercrombie will be a significant impact to the
park allowing better public and vehicle access to the museum. If anyone has questions feel free to contact
him. Murphy will supply a drawing at the next meeting.
Mike Sirofchuck said he's on that advisory board, and we're advocating for a campground at the Ram site.
Sirofchuck also attended the P&Z meeting in support of the park rules, and one commissioner proposed to
add "no shooting" to the park rules which the commission approved.
Cassidy said the rules will be sent to the attorney to be codified. Cassidy also spoke with John Winters
regarding the tree thinning in Chiniak, who said the ocean side of the road will be eliminated. Winters' goal
is to make it look like the typical canopy in Chiniak. They are still in negotiations and Cassidy conveyed the
committee's concerns to Winters.
Mike Sirofchuck said the Audubon Society is interested and opposed to this. He also said Larue Albin is
interested in being on the committee.
Cassidy stated the borough is co- sponsoring GIS Day on December 2°`' at the Kodiak Inn. We try to get
vendors who have different experience in GIS.
