JULY 14, 2009 REGULAR MEETING
MINUTES
CALL TO ORDER
VICE CHAIR FOREMAN called to order the July 14, 2009 Parks & Recreation Committee
meeting at 7:06 p.m.
ROLL CALL
Members present were VICE CHAIR FOREMAN, COMMITTEE MEMBERS TSCHERSICH,
FOSTER, HUNTLEY, SALTONSTALL, LINDHOLM, WEST, and COMMITTEE MEMBER
JANZ. Excused members were CHAIR SIROFCHUCK and COMMITTEE MEMBER
SCHROEDER. Absent members were COMMITTEE MEMBERS MURPHY, FULP, KAPLAN,
and RAUWOLF. Staff present was Duane Dvorak and Sheila Smith.
A quorum was established.
COMMITTEE MEMBER SALTONSTALL MOVED to excuse CHAIR SIROFCHUCK and
COMMITTEE MEMBER SCHROEDER.
Voice vote on motion CARRIED unanimously.
APPROVAL OF AGENDA
COMMITTEE MEMBER SALTONSTALL MOVED to approve the agenda.
Voice vote on motion CARRIED unanimously.
MINUTES OF PREVIOUS MEETINGS
Smith stated the May 26, 2009 minutes approved at the June 24, 2009 meeting were incorrect
and requested the committee rescind those minutes, and adopt the minutes provided tonight.
COMMITTEE MEMBER SALTONSTALL MOVED to rescind the May 26, 2009 minutes
previously approved at the June 9, 2009 Parks & Recreation meeting.
Voice vote on motion CARRIED unanimously.
COMMITTEE MEMBER HUNTLEY MOVED to approve the May 26, 2009 Parks & Recreation
minutes.
Voice vote on motion CARRIED unanimously.
COMMITTEE MEMBER SALTONSTALL MOVED to approve the June 9, 2009 Parks &
Recreation meeting minutes.

AUDIENCE COMMENTS AND APPEARANCE REQUESTS
There were no audience comments or appearance requests.
OLD BUSINESS
A) Mill Bay Beach
Committee discussion regarding the garbage, partying, noise, and vandalism problems at Mill
Bay Beach and other parks and beaches. It was the consensus of the committee that park rules
need to be established. The committee directed Dvorak to bring copies of any state, city, and
borough park rules to the August meeting. Staff was also directed to find out if the Rules of the
Lake were adopted as an ordinance or resolution and to clarify Natural Use.
COMMITTEE MEMBER HUNTLEY MOVED that the Parks & Recreation Committee
establish a set of rules to be posted at all borough parks
Voice vote on motion CARRIED unanimously.
B) Perenosa Right - of - Way
Committee discussion regarding the Christian School, Perenosa Right -of -Way, the park and the
possibility of a trail.
COMMITTEE MEMBER TSCHERSICH MOVED that the borough purchase the private parcel
(Dorothy Bent) that goes along Rezanof Drive.
Committee discussion.
Voice vote on motion CARRIED unanimously.
COMMITTEE MEMBER WEST MOVED TO AMEND the previously adopted motion adding
"purchase for the purpose of park and trail use."
Committee discussion.
Voice vote on motion to amend CARRIED unanimously.
C) Trails Plan
Dvorak gave an update stating Cassidy had just begun with negotiations with Alta and has
communicated a draft contract to them. It's on hiatus due to Cassidy being on vacation.
NEW BUSINESS
There was no new business.
COMMUNICATIONS
There were no communications.
REPORTS
Meeting schedule:
• August 11, 2009 P&R meeting at 7:00 p.m. in the KIB School District Conference Room
• September 8, 2009 P&R meeting at 7:00 p.m. in the KIB School District Conference
Room
Discussion on people shooting guns in inappropriate places in the borough.
COMMITTEE MEMBER FOSTER asked for clarification because he was told that Natural Use
area does not preclude the use of motorized vehicles, and is there an ordinance about shooting in
the borough.
During discussion on shooting, it was the consensus to invite KISA, the Coast Guard, Wal -Mart,
Mack's, and Cy's to the September llth meeting to help come up with a solution for these safety
issues.
Staff was directed to send state and borough codes and regulations on shooting to the committee
so they can read them between now and the August 11` meeting, provide hard copies at the
meeting, and send links to those codes and regulations to the members who won't be able to
attend the August meeting.

VICE CHAIR FOREMAN reminded the committee that they will go back to 2 meetings a month
starting in September.

COMMITTEE MEMBER'S COMMENTS
COMMITTEE MEMBER HUNTLEY asked Dvorak if the Koniag cabins in Karluk were
approved because he heard they were being built.
Casey Janz stated it was denied but they are making some changes to their building plan and are
working with Dvorak and Cassidy.
Dvorak said I flew to Sitkinak, Tugidak, and a few other places. We flew over the Karluk area
where I seen only platforms and didn't see any ongoing activity so it looked like they stopped
construction. They have 1 zoning compliance permit already and they have changed their floor
plan to put a passage through so it's not a 2 part cabin anymore. They put in a door so it's 1 unit
with 1 kitchen now. They got a waiver on another site today that they're eligible for, and they are
paying the after the fact fees which are double. Because their property was granted as 1 big parcel
under ANCSA they can't get more than 1 cabin at a time without doing some sort of subdivision
so they are looking to do waiver subdivisions for 5 acre parcels for each one of their cabins. Based
on their willingness to change their floor plan there's no reason why they can't get a zoning
compliance for every 5 acre parcel that they have a cabin on. They have 1 big 12,000 acre parcel
right now.
COMMITTEE MEMBER TSCHERSICH said I am glad we started talking about this wild
behavior.
COMMITTEE MEMBER WEST said I will not be here in August maybe and requests to be
excused if I am not here.
