Regular Meeting
October 30, 2007
I CALL TO ORDER
The Personnel Advisory Board regular meeting of October 30, 2007 was called to
order by PAB Chair Pam Foreman at 5:34 p.m. in the Kodiak Island Borough
Conference Room.

III ACCEPTANCE OF AGENDA
The agenda was approved as submitted.
IV APPROVAL OF MINUTES
The minutes of the June 18, 2007 meeting were approved as submitted.
V CITIZENS' COMMENTS

VI ITEMS OF BUSINESS
a) Personnel Status Report

Lauri Whiddon briefly went over the Personnel Status Report.
b) Job Description — Salary Placement
1. Maintenance Coordinator — New Position
A motion was made and seconded to approve the recommended salary range placement for
the new position of Maintenance Coordinator at Range 20 of the salary scale.
Discussion followed.
Manager Gifford stated that minor administrative corrections were made to the job description
after it was already distributed in the Board packet. He distributed the corrected version. The
rating process for placement of a position was briefly described. Manager Gifford gave some
background on the new position and explained the need for the position with the addition of
general obligation bond projects. He also stated that once the salary range is approved for
this position, advertising will begin immediately.
Woody Koning, Director for the Engineering & Facilities Department gave a brief overview of
the new position and went over some of the duties. He described how the Engineering
Facilities Department has grown with the General Obligation Bond projects. He also
described how the position will fit in overall with the Engineering & Facilities Department, and
the schools and hospital. He added that this position would be responsible for administering
the contracts for the many projects in the department, and would also handle OSHA/safety
issues and training. He added that the Kodiak Fisheries Research Center is a very
complicated building that is now ten years old and steps must be taken to identify needs to
keep it viable. He mentioned that the hospital is also about ten years old.
Discussion followed on the certification requirements, experience level, and the competitive
starting rate based on similar jobs around the state in other similar communities.
The motion passed unanimously.

b) Manager
Manager Gifford thanked the Board for their input. He stated that we were very
close to tackling the review of all job descriptions in the Borough. He stated that
there would be future talks on the Salary Schedule and the process, including
consideration of the option to have a consultant come in to review the complete
salary structure.

c) Board
Bill King and Sue Eoff both thanked staff for their hard work and research on
this new job description.
Pam Foreman stated that her term on the Board expires on December 31 and
that we still have one open seat.

Board members will be contacted a couple of weeks before the next meeting to
come up with a date that works best for all.
