CALL TO ORDER
CHAIR SIROFCHUCK called to order the September 15, 2009 Parks & R&Teation Comiittee
meeting at 7:00 p.m.
ROLL CALL
Committee members present were Mike Sirofchuck, Pam Foreman (arrived 7:10), Jeff Huntley,
Patrick Saltonstall, Andy Schroeder, Rick Lindholm, Sandra West, and Kevin Murphy. Members
excused were Hans Tschersich and Kevin Foster.

MINUTES OF PREVIOUS MEETINGS
COMMITTEE MEMBER SALTONSTALL MOVED to approve the August 11, 2009 Parks &
Recreation minutes.

AUDIENCE COMMENTS AND APPEARANCE REQUESTS
John Crye, Fish & Game and Roger Smith attended to talk about the shooting issues.
Crye stated most complaints are with the Monashka cowboy shooting ranges: the one past Pillar
Creek and the one at North Sister Mountain and 1 or 2 complaints a year at White Sands. Crye
invited Roger Smith to come because he does a lot with KISA and is at the rifle range. In the Bells
Flats area Crye has seen people shooting at Sometimes Island, Sargent Creek, Burma Road, and
there's a range farther back on Sargent Creek. At the Sargent Creek shooting range he's
witnessed people shooting up towards the road when people were going down the road. As far
as what to do about these ranges popping up on borough land if there is a complaint he calls the
State Troopers, and he provided copies of what the Troopers can site people for. People can be
sited if they are firing a gun in an unsafe manner or littering by dragging bottles and other things
to shoot at.
Smith said there are free days at the range and anyone can walk into the Salonie Creek Range but
in order to drive in people would have to have a membership.
Crye said we can't really blame hunters for this but he's seeing a lot of recreational shootings.
In response to SALTONSTALL'S comment regarding creating a safe cowboy range, Smith stated
KISA has locks on the ranges because we couldn't go to the ranges safely to shoot because people
would come drunk and fire guns in unsafe manners. It was a mess and he got scared more than
once. No one wanted to close those ranges or make them membership only but it was just a
matter of a few people being able to shoot safely without being in danger all the time. As far as a

formal cowboy range, it's his experience that people won't use them, they'll go somewhere else.
He also said right now it's legal to shoot on public lands almost everywhere.
SALTONSTALL said he is opposed to making it illegal because how do you differentiate
between a hunter and a person being an idiot.
Crye stated he spoke with Kenai and they have private shooting ranges like we do and in Kenai
there is one that is an old runway on private land. The liability issue on the private land is huge if
something happens.
1 In response to SIROFCHUCK'S inquiry about if the borough has the authority to say no
shooting in certain areas, Cassidy stated the borough probably does have the authority and the
attempt is to try to get the Troopers involved, and if they don't get involved at our level you
should talk to the Planning & Zoning Commission and the Assembly.
I OLD BUSINESS
A) Park Rules
During discussion it was the consensus of the committee to approve the rules as is.

s B) Natural Use Zone Used By ATV's
Cassidy said the city watershed is land the borough received from ANILCA. Ouzinkie would
give us the watershed and in return they would receive additional acreage on Afognak. The
1 USGS map shows a trail that runs from Monashka Bay to Neva Cove. It's the historic trail
RST247 and is a 17b easement to Ouzinkie. It's in the deed that talks about construction of a
road. No one knows exactly where it's at. During the training for Trimble we are going to walk
out there to take GPS readings.
COMMITTEE MEMBER HUNTLEY said he's seen it on the old WWII army maps and Ray
1 Jackson is the only one he knows of that still has that map.
During discussion FOREMAN said the main reason we are trying to find this out is to determine
what the status of ATV use in a Natural Use Zone. If there is a 17b easement in there then that is
' an allowed use.
Cassidy said it isn't a 17b easement now: Kodiak Island Borough owns the property subject to

something bigger than a 17b easement and that is construction of a road. It's pretty clear it can't
I be used by motorized vehicles. Cassidy thinks it can be relocated to a place where the landscape

can withstand. Cassidy will call the Feds to see what kind of coordinates he can get.

D) Trails Plan Update/Data Collection
During discussion Cassidy said this is the first attempt to put the GPS information in the map,
and 17b easements and land ownership will need to be added. In response to FOREMAN'S
inquiry WEST said they want readings on all trails. Discussion on the trails and which trails are
marked in the wrong locations or there is no trail there at all, and trail classifications.
SALTONSTALL feels the Schaff Peak trail should be removed due to it not being a trail and
Spruce Island trails should be removed due to it not being on the road system. Cassidy stated
there will be Trimble GPS training at the borough on Saturday, October 4, 2009. WEST feels
Long Island trails should also be removed.

Cassidy gave a brief report on communications and updated the committee on Case S10 -001.
SIROFCHUCK plans to attend the P&Z meeting in support of the Parks & Recreation CIP List.
REPORTS

• October 13, 2009 P&R meeting at 7:00 p.m. in the KIB School District Conference Room
VICE CHAIR FOREMAN MOVED to cancel the September 22nd meeting.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
Staff was directed to invite State Troopers, KISA, sporting good stores, Coast Guard, and the
State Parks Ranger, John Crye from Fish & Game, and Andy Kristoferson, the Enforcement
Officer for the Afognak Native Corporation. SIROFCHUCK invited Mike Pheffer.

I COMMITTEE MEMBER'S COMMENTS
Rick Lindholm said he liked the way Mike kept the meeting moving tonight.
Jeff Huntley expressed concern regarding the project kick -off paper stating there is a lot of
things in it that we have went over and over: it's a lot of ATV's did this and ATV's did that and

he hopes we aren't going to go through this again. There was a lot of stuff that went on in these
meetings that he wished we would have been there. He really hopes this isn't going to start up
again because this thing will come to a grinding halt again.
Pam Foreman said the idea is to get multi -use and to deal with the use issues so we can solve
them.
Patrick Saltonstall said he will not be here for the October 13th meeting, he will be chasing goats.
Cassidy said Dvorak gave them the history of the ATV group blow by blow and why it didn't
work.
1 Huntley feels it goes beyond that. We will deal with it from now on because these people will
get paranoid and go off and say "you're back at it again."
Foreman said they need to know the history of what got us to the point of where we're going.
Kevin Murphy congratulated the committee for the trails plan, the hard work done this summer,
4 and the selection of the consulting group.
1 Pam Foreman requested we move forward or get it on the agenda for whatever direction you
need from us to try to re- negotiate some sort of agreement or look at an agreement for White
Sands with State Parks. She requested it be on the October agenda.
VICE CHAIR PAM FOREMAN MOVED to enter into discussions concerning management of
White Sands Beach.

Mike Sirofchuck said he regrets not being here to meet with Alta to participate in the meetings
and thanked the committee. Termination Point is starting to make a bleep again on the radar so
he requests it to be on the second meeting agenda for October for some discussion.
