COMMITTEE MEMBER HUNTLEY MOVED to approve the June 9, 2009 agenda.

MINUTES OF PREVIOUS MEETINGS
COMMITTEE MEMBER TSCHERSICH MOVED to approve the May 26, 2009 Parks ~
Recreation minutes.
Voice vote on motion CARRIED unanunously.
AUDIENCE COMMENTS AND APPEARANCE REQUESTS
There were no audience comments and appearance requests.
OLD BUSINESS
A. Kodiak Trails Master Plan Update
Discussion included the cost proposal Cassidy expects next week, GPS information needed and
what's expected, and setting up a link on the borough website for public input on trails since
the contractor will miss another summer season for input. The RFP and Trails Plan process was
explained to the new member. Also discussed was categorizing the different f trails.
VICE CHAIR FOREMAN expressed concern about waiting until the contract is approved and
signed to have a trails website set up because we will have missed the entire summer season of
hiking for the public.
It was the consensus to start the public meeting process for the Trails Plan in the fall and during
the summer think about the trails you're on, the improvements you would like to see on the
trails, and the places where there aren't any trails that you would like to have trails. Cassidy said
we can run some ads also.
B. Mill Bay Beach
Cassidy said he went to look at Mill Bay Beach today to look at the garbage and he was
expecting it to be a lot worse than it is but there isn't a trash can there. He also stated the old
picnic tables need to be removed.
During discussion, VICE CHAIR FOREMAN inquired if Mill Bay Beach is still on our CIP List
for access to the beach, and Cassidy stated it's always been included with Island Lake Trail
which we have some money we can use for improvements to Mill Bay Beach. Cassidy said the
borough just approved a field enforcement officer. COMMITTEE MEMBER TSCHERSICH said
if you go into a rundown city area where it's not taken care of crime takes over but as soon as it's
cleaned up and made presentable crime disappears and it becomes a livable place. It was the
consensus that the troopers need to make their presence seen. Cassidy will consult with the
borough manager and borough attorney to see if we can get some trooper presence at the beach
and report back at the July 14`h meeting. Mill Bay Beach is still established as a boat ramp even
though the improvements have failed and the committee feels there should be a sign put up so
people don't park in the unloading area for the ramp. Cassidy stated we have a contractor that
can do work on the ramp.
NEW BUSINESS
A. Public Awareness -Trails Plan
VICE CHAIR FOREMAN stated this was covered in the update.
COMMITTEE MEMBER WEST stated she showed Cassidy a great place for a bike path which
is in between town and the airport. Cassidy agreed it's a great place for bike path and walking
trails.
COMMUNICATIONS
A. Planning &r Zoning Commission Meeting Agenda
Cassidy gave a staff report on the P~StZ cases.
During discussion when asked about the Recreational Amenities Ordinance Cassidy said it is
still dead in the water and he talked about the Recreational Amenities being tied into the Trails
Plan. It was the consensus for everyone to walk Mill Bay Beach and Perenosa Drive Right-of-
Way individually before the July 14`h meeting. The committee directed staff to bring maps and
visuals pertaining to Mill Bay Beach and Perenosa Right-of-Way.
Cassidy stated he will be on vacation on July 14`h.

Cassidy stated Duane Dvorak will fill in for him at the July 14`h meeting.
VICE CHAIR FOREMAN reminded the committee their next meeting is July 14`x.

COMMITTEE MEMBERS' COMMENTS
COMMITTEE MEMBER SALTONSTALL said he was sorry he was late, he had forgotten.
COMMITTEE MEMBER TSCHERSICH said he wants to walk Mill Bay Beach and Perenosa
with 2 or 3 people.
Cassidy said he will get them maps to take on the walk.
COMMITTEE MEMBER SANDRA WEST said it is a healthy sign that you were late on a day
like this.
ADJOURNMENT
VICE CHAIR FOREMAN adjourned the meeting at 9:15 p.m.
