Approval of Minutes:
- Moved by Charles Davidson, seconded by Carolyn Floyd to approve minutes of the June 28`h
CEDS Committee meeting. Carried.
Economic Development Report:
- Written report as presented
+~' - Moved by Linda Freed, seconded by Pat Carlson to approve the CEDS document for
submission to the Kodiak Chamber of Commerce (KCC) Board of Directors.
Carried.
Sub-committee Reports:
1) Transportation - no report
2) Communications - Darron Scott
- Results of the KCC bandwidth survey to be compiled and forwarded to service
providers
- Studies are being done to improve the cellular service in Pasagshak and Narrow Cape
- Upgrading of communications services in Bells Flats
- Through the 4 Dam Pool divestiture, KEA may become owners of a communications
site on Elbow Mountain that could improve communications in Port Lions.
- KEA requesting a 0% interest loan to finance a combined cycle electric generation
and heating plant on the US Coast Guard base. They are seeking the assistance of the
Senator's and the Representative's office in their efforts.
- KEA has part ownership of a license through AK220 fora 220 MHz system which
provides efficient radio dispatch and data transfer.
3) SWAMC -Wayne Stevens
- Report as per attached.
- Need tc ba~ance the timeliness of the distribution of funds with the need to be fair and
equitable in the distribution.

- Approximately 40% of the negotiating team members have been designated.
- Plans for distribution of funds to be completed by end of October 2001.

Board Comments:
- Alicia Reft - Karluk. The village is without fuel.
- Jim Nestic -Old Harbor. The bulk fuel tank is near completion. There are many
sports fisherman in the area. The seiners are doing well. The road project will soon
be underway. Old Harbor has been chosen as a site for a mini fire station.
- Arum Kone -KANA. Grand Opening of a Youth Center in Old Harbor. The center
will target young people between 16 and 22 years of age and will be staffed by a full-
time KANA employee. A student from Old Harbor has been selected to attend a
conference in South Africa on racism.
- Tracy Jilge - PKIMC. Kodiak Project Health Access developed by volunteer
physicia:~s, nurses and specialists to address unmet health care needs in the
community. This will be a $5 co-pay clinic for those who qualify. Safesitter training
course to be held along with other educational programs.
- Carolyn Floyd -City of Kodiak. Governor's Commission on Tolerance meeting
today at the Senior Center to discuss discrimination issues. Harriman Expedition
starts on Monday. Ted Stevens and Don Young scheduled to come to Kodiak.
PEWS Commission to meet with fishery group.
- Charles Davidson -City of Kodiak. Would like to see CEDS Committee work on the
methodology to attract high tech jobs to this community.
- Gabrielle Ledoux - KIB. Congratulations to Wayne Stevens and the board of
SWAMC in their efforts to disburse the disaster relief funding.
- Pat Carlson - KIB. Looking at ways to get the outlying communities hooked up to
toll free Internet through an existing core contractor in the community. School roof
project is near completion. There are a number of parcels of borough land to be
auctioned on August 29`h. Looking for an appropriate site to activate a Foreign Trade
Zone.
- Linda Freed -City of Kodiak. On September 22"d the City Council will be having a
Planning Session to identify capital improvement projects for the upcoming year.
Finalizing the School Crossing Guard program.
- Michael M~;;hulsky -CEDS Chairman. Much of the present and future infrastructure
development in our community can be directly attributed to the Kodiak Launch
Complex.
