VI. CONIlViENTS
John Chya indicated that there would supposedly be a new sand building built in 1998
and noted the fact that there was a new parking lot at the airport.
Wesley Campbell, of the Coast Guard base, indicated there was no update.
Mr. Stevens asked Mr. Owen for an update on Trident Basin.
Mr. Owen indicated that the contractor who built the new float made some errors. He
stated that the City had probably also erred in that they went ahead without an
approved/stamped design. He stated that the ramp angle was wrong and noted that the
cost of the new ramp extension would be shared by all three parties involved. He
indicated that the new ramp extension would be completed by mid-June. He stated that
by mid-June they could be operational with one new float.
Mr. Owen indicated that they would start to refurbish the old floats in July. He
pointed out that new ramp landing floats were needed because the old floats wouldn't
work well. He said that ramp landing floats had been ordered and should arrive by
June. Mr. Owen stated that they expected to maintain ten open sites during that time.
He indicated that by midsummer everything should be in place. He stated that the
leases for the lots in Trident were just about done and that by the end of May leases
would be signed. He mentioned that the utilities were all in and said that the local
operators would have to hook up their own electricity.
Mr. Machulsky noted the security concern at the Buskin River Inn due to the recent
robbery there. He stated that the troopers did not work past midnight and the Coast
Guard was not authorized to patrol State property. He stated that there were risks at
nighttime in the area and pointed out that increased activity at the terminal would
increase the security risk to owners in the area. He also mentioned that there was
finally a cardboard recycling dumpster at the airport and he encouraged other airport
businesses to use it.
Mr. Wilson indicated that he was glad to be part of the committee.
Mr. Brodman stated that he hoped the group would keep pushing on the terminal
The next meeting date was set for Monday, June 10 at 6:30 p.m.

The State of Alaska has a lease to operate the State Airport on
our property. We have concerns regarding State use and
subsequent responsibility for environmental cleanup.
As the facility owner, our RCRA Consent Order has driven the
Coast Guard to expend funds investigating/cleaning sites that
others may have contaminated. We would like the State to fund,
or assist as appropriate, the cleanup of State sites on our
property.
Enclosure (1) is a description of sites we believe to have State
involvement. These sites are subject to regulation by EPA under
our RCRA Consent Order and/or they may be subject to oversight or
involvement by ADEC.
If the State is aware of any other sites, please let us know.
We-need to know the State's plans for these sites. Please call
and let us know how you would like to proceed.

PROPERTY

SITE 22 AKDOT MAINTENANCE AREA
Site Description:
Located behind the AKDOT maintenance facility, this site was a
storage site for AKDOT paint and other materials. Stored
materials were removed by the State in 1993/94.
Status of investigative/cleanup work:
The Coast Guard completed a RFI/CMS report. Additional site
investigation/sampling may be required.
Next milestones:
Obtain AKDOT commitment to cleanup.
Negotiate investigation requirements, cleanup schedule and
methods with EPA.
SITE 34 FORMER ARMY MDNITONS SHOP - ARDOT MAINTENANCE FACILITY
Site Description:
This WWII building was previously used by DOD activities for
munitions, heavy equipment maintenance, and as an auto hobby
shop. It is currently used by AKDOT for equipment maintenance
and storage.
In spring 1995, a UST was discovered adjacent to the building.
The tank was removed by USCG, however, the site is contaminated
with what appears to be heavy POL product. The POL contamination
was discovered to have migrated down gradient upon USCG's summer
1995 removal of the Quartermaster tanks located on an adjacent
site.
The Buskin River is less than 100 yards from the known area of
contamination.
Status of investigative/cleanup work:
The extent and level of contamination has not been determined.
USCG is monitoring a part of the site as a follow-on to the
Quartermaster tank removal project.
Groundwater monitoring results are available.

This site was the subject of a meeting with AKDOT and ADEC
representatives on 18 September 1995 in Kodiak (Mr. Bunting, Mr.
Royal, Mr. Byers, Mr. Reith, Mr. Kent Patrick-Reilly).
Contamination at this site could be a result of DOD or State use.
The facility was turned over to Coast Guard from the Navy but the
Coast Guard never used it. AKDOT was using the facility at the
time the Coast Guard assumed responsibility from the Navy. If
DOD use caused the contamination, the cleanup may become the
responsibility of the Corps of Engineers. The Coast Guard is
concurrently pursuing this issue with the COE.
Mr. Bob Chiwis, USACOE Anchorage, was previously provided a copy
of the UST MA6 site report. It appears the COE is pursuing this
as a potential FUDS site.
ADEC has this site high on their priority list, with an
expectation of additional work to be accomplished in 1996.
Next milestones:
Determine responsibility for cleanup (State/COE).
Obtain commitment from State/COE.
Determine regulatory lead (ADEC or EPA) for the site.
STATE AIRPORT .TERMINAL FACILITY DST CONTAMINATION (MARK AIR)
Site Description:
Contaminated UST site.
Contamination was discussed in Kodiak Daily Mirror article on 8
Dec 1995.
Mark Air is out of business, the terminal is vacant. There are
State, local and commercial interest/initiatives to reuse this
facility. .
Status of investigative/cleanup work:
Unknown. This site is State responsibility.
Next milestones:
State develop work plan, submit to Coast Guard.
State obtain regulatory concurrence and proceed with
investigation and remediation activities.
