Members present were C. Davidson, M. Dolph, R. Nelson, J. Pickett and D. Canavan. A quorum
was established. Also present were Chief Himes and M. Barber, recording Secretary, Kodiak
Island Borough.
APPROVAL OF AGENDA
It was MOVED, R. Nelson and seconded to approve the Agenda. Motion Carried by a
unanimous voice vote.

BUSINESS ITEMS
a. Architectural Designs -Review & Recommendation to ARB
Chair Dolph told the Board that Borough staff did a stellar job getting the drawings ready for the
meeting. The Borough received the drawings electronically at 5:45pm that evening, K. Smith
and M. Barber worked hard at making copies for the Board. Chair Dolph told the Board what
they had before them were the 95% drawings. He said the intent of the review is to forward any
comments to the ARB at their regular meeting January 6`h, 7pm at KFRC Large Conference
Room. It was Moved, C. Davidson and seconded to approve recommendations and forward to
the ARB. See Attached Board Action Memo to the ARB.

J. Pickett told the Board he hoped everyone had a great Christmas. Big thank you to M. Barber
and the people at the Borough for getting the 95% drawings to the Board and hope they keep
pushing forward and keep it going and hopefully they can get some work done this next year.
He also wished everyone a Happy New Year. He told the Board he will be out of town February
3 through February 20, 2009.
C. Davidson said that he would agree with what J. Pickett said and he asked that the Board get a
reminder of the ARB meeting on Tuesday by email. He thanked M. Barber for doing an
excellent job of keeping track of the changes the Board suggested for the drawings.
Chair Dolph echoed the season's sentiments of best wishes for a New Year to everyone and also
reiterate thanks to K. Smith and M. Barber for getting the drawings to them on really short
notice. He hoped that once the huge ball was moving they could keep it going and get on with
life.
MEETING SCHEDULE -Consideration of Work Session Schedule for Jan-09
Chair Dolph told the Board their next regular scheduled meeting falls on the same date as the
ARB's meeting and he felt the Board needed representation at that meeting. He asked the Board
what they thought about going to the ARB meeting and postponing or cancelling their work
session. It was Moved, R. Nelson and seconded to combine the work session and regular
meeting scheduled for January 20, 2009. Discussion followed re: preplanning for the strategic
plan effort, facility, capability and support to the community. Motion Carried by a unanimous
voice vote.

This memo is to advise you that -during business at a special meeting of Fire
Protection Area No. 1 Board held on Tuesday, December 30, 2008:
• A MOTION was made by Board Member Cliff Davidson to forward the
following recommendations and/or questions to the Architectural Review
Board at their meeting scheduled for Tuesday, January 6, 2008. There was a
second to the motion, and opportunity for discussion.
• Action was taken on the motion by a unanimous voice vote of the board; the
MOTION PASSED.
A201-1ST Floor Plan
• Oil & Water Separator South side of building -eliminate.
• ST2B Pass through Doors on North side of building -eliminate.
A202 - Meaanine Floor Plan
• Window in office is on West wall - originally on North. Okay to leave on W wall,
but needs to be eliminated from A301 Exterior Elevations drawing.

• Eliminate Window from Office -see above.
• Would like canopies over main doors on East & West elevations.

• What the logic and/or need for the Storm Drain Catch Basin on the East side of
the Building?

• Fuel Tank -Supply Modification (Eliminate the line running to the existing
Service District bldg. Install new fuel tank at S.D. Building and run existing fire
station and new apparatus addition off the existing big tank.)

the advantage?

• Need to consider the Global Reconfiguration of Telecommunications for the
entire complex.

• How Many Emergency Lights are Necessary? (21)
E302 -Mezzanine Power & Signal Plan
• Special Purpose Outlets -Need 10 total...5 Across Front Bays & 5 Across
Rear Bays with them being 20 AMP instead of 5 AMP. [Plan presently reflects
4 outlets across the front of the apparatus bay - 5amp each].

Mechanical Areas)
