Carried. Roberta Townsend-Vennel, Woody Koning -Kodiak Archipelago Rural Regional Leadership Forum - An Overview: Woody introduced the project, which is a form of open democracy of rural residents of the Kodiak Island Borough working together to ensure survival of their communities. The forum of engaged community members first developed their community plans then met on a regular basis to follow through on community plan implementation. The intent of the forum was to develop strength of rural regional voice through thoughtful, facilitated forums. The project came about through the Kodiak Island Housing Authority needing along-range housing plan. This led to outreach in the communities for input. KIHA has committed to supporting the program through 2008. Robbie presented a power point presentation outlining the project (see attached). A meeting of the rural communities will be held at Kodiak College in May. 'tourism - N/A ~~f~.~~~~©THER 3. Utilities - N/A 4. Fisheries - Matt Moir: A and B season pollock finished last week. The state water pacific cod fishery closed yesterday -went longer than last year. Jig season will continue through May. Black cod and halibut are open now - duite a few plants running halibut. Couple of plants are running sole and arrowtooth -probably go through sometime in May. Herring starts mid April. Next week there is a NPFMC meeting in Anchorage -two largest issues are Amendment 85 -Bering Sea cod sector split, and Amendment 80 -full rationalization of the catcher processor sectors in the Bering Sea. Regarding the purchase of Ocean Beauty by Trident: Alaska Pacific is smaller than both of these companies. Consolidation is happening in many businesses -transportation, agriculture, banking. Hopes that Kodiak doesn't end up with only two or three large processors -which is not good for the community at large, processing workers or fishermen. However, when Trident purchased Norquest a couple of years ago, Norquest was allowed to operate as its own subsidiary -Ocean Beauty offers lots in terms of distribution -probably more changes in distribution/administration/sales. Hopefully there will be little impact in terms of merging within our community. There are significant differences between the 2 plants -Ocean Beauty is one of the largest salmon plants in the State, Trident's operation is one of the largest groundfish operations in the state. - ,Teff Stephan: Just finished up a meeting with several local Bering Sea cod fishermen - significant concern regarding sector split that will be addressed at the Council meeting next week. Most participate in the catcher vessel sector -both over and under 60 feet. Very concerned about the merger between Trident and Ocean Beauty because of the reduced number of plants in town over the years. Concentration of economic power and control may end up in a fewer number of hands. These purchases are made to increase efficiency and we may see some impacts on employment and purchases of secondary products. There may be some impacts to the harvesters in terms of freedom of competitiveness in the industry. Recently Kodiak hosted a Crab Enhancement workshop during Comfish. Several scientists and technologists from around the world were in attendance. They are experts in crab aquaculture enhancement and rehabilitation rearing. They looked at potential opportunities for crab enhancement in the Kodiak area. Thank you to the City of Kodiak and the Kodiak Island Borough for funding a major portion of this workshop. Question regarding the next step in the process. Given Brad Stevens departure there is a fear that the local pilot program that focuses on crab enhancement will not survive. We need continued funding for the project -preferably from the industry -similar to that of the Kodiak Regional Aquaculture Association. 5. Transportation -Murphy Forner: Murphy introduced Jessica Deguzman, also with ERA Aviation. There are major changes being made at the Kodiak Airport. There is no more lease lots available in the general aviation area. There is a new hangar building being built ,just off the highway. The old Mark Air building is being refurbished -may be open by late summer. The 24-hour parking is becoming privatized and as of May 1", there will be a charge for long-term parking. DOT is expanding fencing off some areas. Buskin River Inn has been sold and will be marketed under a prominent chain in the near future. The airline schedule will increase to 10 flights per day from Anchorage -ERA is adding an additional Hight. Board Comments: .Tackie Herter: Thanks to Robbie for her presentation, especially the comment on the small, high quality, buying direct markets. May be looking at expanding her work to the villages. Rick Gifford: Thanks to Robbie for her presentation and recognition of all of her hard work. The City and Borough reps were in Juneau to talk to legislators, etc and hosted a reception that was very well attended. Top projects for the borough are school funding, school bond projects, borough hill projects and outlying school building projects. Construction costs have sky rocketed due to increased fuel costs, materials, etc. and additional funding is required for projects that cost estimates were based on formulas that are no longer realistic. Additional funding for seismic projects is required - FEMA has been approached as well as the State. Over $3 million required for seismic repair. Discussed revenue sharing, PERS and TRS costs rising. RFP put out for architectural services for all the borough hill projects. A RFP will be going out for the new AK Dept of Fish and Game building on Near Island. The borough received $1.25 million for this project and will continue to lobby for additional funding. The budget process will begin in April -the largest part of the budget is school funding. Carolyn Floyd: Revenue sharing was a major topic discussed with the legislators. Rising costs of PERS and TRS also discussed. Discussed future funding for the new boat lift, new ferry terminal that is to be developed -recommended various locations, site not yet chosen. Budget process to begin soon. Linda Getz: Training and development of community business plan in Ouzinkie is well underway. Jim Nagan has been assisting the community with a grant application for a new clinic - has been transferred to the Ouzinkie Tribal Council. The harbor access project, through the Denali Commission has also been transferred to the tribal council. Funding sources are being sought for road resurfacing, commercial fish smoking building. The city is in Phase III of the water sewer project. Received funds for a water tower and water treatment plant. The Ouzinkie Community Holding Corporation is the community IFQ organization and is seeking funding to purchase additional IFQs. Ouzinkie has a wind tower that gathers data -looking to add that to the hydro and generator to assist with fuel costs. 1~'(ark Anderson: Recently spent some time in Sitka during the herring fishery. He has some ideas for economic development that he will share at a later time. ~`orm Wooten: Just finished a successful Comfish, especially the forums and gubernatorial debate. The crab enhancement workshop fit in well with the fisheries policy forum. April 14 the Chamber will host a forum on the Oil Tax Negotiations -Senator Gary Stevens will be the key speaker. On May 6`h the Chamber will host the annual McDonalds, Subway Clean-up Day. The Kodiak Crabfest will be held from May 25 - 29`x'. The theme for this year is "Rockin' the Rock." ,Jimmy Ng: The Hospital Master Plan will be available to the community within the next few weeks and for acceptance by the Kodiak Island Borough. Based on that plan, schematic designs will be developed for the new community health center. As for missile defense, the launch has been moved from mid-May to July. The people who come in for the launches should be targeted as specific customers. Fiber optics should be operational by late fall 2006. Rick Lindholm: All is excellent. Jim Nagan: He and Darron Scott participate on an SWAMC alternative energy task-force committee -goal is "diesel free in the villages by 2025." The village of Old Harbor new health clinic should be open by mid-May, construction of a new clinic in Port Lions is next. Marvin Bartleson: The construction of the clinic in Port Lions has just begun. The road project will begin shortly. The tree cutting and fencing around the dump is underway. Funding is in price for the water tower and water treatment plant. Renovations going on with the oil tank farm. Uebora King: Thanks to Robbie and Woody for their presentation and welcome to Jessica. We are presently working on a marketing campaign to heighten the visa i i hc-ee been asked to participate on a review committee for the General Business program at the University of Alaska Anchorage. We will be meeting next month to review the program. Southwest Alaska Municipal Conference: I attended the SWAMC annual meeting in January. Several resolutions were passed including support for the Community Dividend Program, the formation of the A1~-ska Energy Research and Development Program, Energy Loan Fund and Alaska Renewable Portfolio Standard, full funding of the Power Cost Equalization Program, full funding of the Alaska seafood program through ASMI and a request for NPFMC Consideration of Community Concerns in the Pending Gulf of Alaska Rationalization Program. The SWAMC board of directors will be having their annual retreat in Kodiak in June. Kodiak Branding and Marketing Committee• We are presently working without a Project Manager, so I have assumed that role on a temporary basis. I am working on a budget revision to our last grant to reflect the realities of the program. We will be making a funding proposal to Alaska Fisheries Marketing Board for additional funding to continue and expand the program. Dave Kaplan and Stephan Quinth are going to be featuring Star of Kodiak/Wild Source salmon at 5 venues in Minnesota during April. They are combining the promotion of their documentary "Deadly Passion" with promotion of wild Kodiak salmon. GOA Groundfish Rationalization Task Force: I have been participating in the meetings and will continue to monitor the direction of the task force. Alaska Marine Highway System Survey The survey and data entry has been completed. Together with Quentin Fong and Pam Foreman, the data is being analyzed and a report should be ready for the public in April. Threshold. Inc: I continue to sit on the board of directors for Threshold. We have hired a new Recycle Plant Manager and a new Vocational Services Manager. The annual McDonalds/Subway community clean-up day is scheduled for May 6 and Threshold will be in attendance collecting used electronic equipment. CEDS Update: I will be beginning this process earlier this year and I'm looking forward to working with Robbie Townsend-Vennel and meeting with village leaders at the Rural Leadership Forum.
