BOARD OF EQUALIZATION - May 20, 1985 - 6:30 PM
I CALL TO ORDER
The meeting was called to order by Chairman Jack Mann at 6:52 PM in
the Borough Assembly Chambers.

III MINUTES OF PREVIOUS MEETING

Mr. Ashford moved to adopt the minutes of the May 7, 1984 meeting
as submitted, seconded by Mr. Stevens. Motion carried by unanimous
voice vote.
IV ELECTION OF CHAIRMAN - 1985
Mr. Stevens moved that Jack Mann remain Chairman of the Board,
seconded by Mr. Cozart. No other nominations were received and it
was determined by unanimous consent that Mr. Mann remain Chairman.
V A. APPEAL NO. 1 - Okey Chandler - USS 1672 Tract B Block 1,
Lots 1, 2, 3, 4; USS 1672 Tract D; USS 1672
Tract D Block 2, Lots 7, 8, 11, 12, 13; and
USS 1672 Tract D Block 1, Lot 6
Assessor Wayne Haerer read the appeal into the record. Mr.
Chandler presented his testimony stating he believed the land to be
over appraised and that he had tried to sell the land at the
appraised value and has not been able to sell it. Mr. Haerer then
presented the borough's side and Mr. Chandler was given rebuttal
time. Discussion followed with members of the Board asking both
Mr. Haerer and Mr. Chandler questions. Mr. Ashford moved to use
the figure of $5,000 as a base price per acre on each parcel,
seconded by Mr. Stevens. Motion failed unanimously. Mr. Ashford
moved to reduce the assessments on all lots by 20% across the
board, seconded by Mr. Stevens. Motion carrried 4 - 1 with Mr.
Mann casting the NO vote.
B. APPEAL NO. 2 - Laura Olsen - USS 1672 Tract A
The Assessor read the appeal into the record. Mr. Okey Chandler
represented Mrs. Olsen, stating they felt the property to be over
assessed even though as Mrs. Olsen was a senior citizen and the
state was paying the taxes, it would be impossible for someone else
to be able to pay them at the current assessment level. The
Assessor then presented the Borough's position. Mr. Chandler was
given rebuttal time. Mr. Ashford moved to lower the assessment to
$1,999 per acre, seconded by Mr. Stevens. Discussion followed with
the Board asking questions of both Mr. Chandler and the Assessor.
Motion failed 1 - 4 with Mr. Stevens casting the YES vote. Mrs.
Hughes moved to reduce the assessment by 20%, seconded by Mr. Ash-
ford. Motion carried by unanimous roll call vote.
C. APPEAL NO. 3 - Bill & Madelyn Poland - USS 1672 Tract B Block
2, Lot 4
The assessor read the appeal into the record. He also gave further
information regarding the appeal as the Polands were not present at
the hearing. The Board also allowed Mr. Chandler to speak on
behalf of the Polands, stating they felt the assessment to be too

high, especially with the economy of the area at this time. The
assessor presented the Borough's position. Mr. Ashford moved to
reduce the assessment by 20%, seconded by Mrs. Hughes. Discussion
followed with the Board asking questions of the Assessor and Mr.
Chandler. Motion carried 4 - 1 with Mr. Mann casting the NO vote.
D. APPEAL NO. 4 - Madelyn Layton Vertez, aka Madelyn Poland -
USS 1672 Tract B Blot 3, Lot 1
The assessor read the appeal into the record. Mrs. Poland was not
present, however, Mr. Chandler was allowed to speak on her behalf.
The assessor then presented the Borough's position. Mr. Ashford
moved to reduce the assessment by 20%, seconded by Mr. Cozart.
Motion carried 4 - 1 with Mr. Mann casting the NO vote.
E. APPEAL NO. 5 - International Seafoods of Alaska, Inc. - (Real)
City Tidelands Tract N -20B USS 1534 Tract A -
(Personal) - Business Property TCA 1 (Pacific
Pearl Cannery)
The assessor read the appeal into the record. Mr. Joachim Becker,
controller for International Seafoods gave testimony in support of
their appeal, stating that the market price paid for the property
was less than half of the appraised valuation and that the cannery
was not being operated at this time. Mr. Stevens moved to leave
the valuation at the 1985 appraised value, seconded by Mrs. Hughes.
Mr. Becker was given further opportunity for rebuttal testimony.
Motion carried 4 - 1 with Mr. Mann casting the NO vote. (Appeal
denied.)
F. APPEAL NO. 6 - Tony Perez - USS 3098 Lot 13
The assessor read the appeal into the record. Mr. Perez was not
present, therefore the Assessor did give further information con-
cerning Mr. Perez's appeal. He then presented the Borough's posi-
tion. Mrs. Hughes moved to leave the 1985 assessment as is,
seconded by Mr. Stevens. Motion carried 4 - 1 with Mr. Ashford
casting the NO vote. (Appeal denied.)
There being no further business before the Board, Mr. Cozart moved to
adjourn. Meeting adjourned at 9:23 PM.
