1982-05-10 Regular MeetingKODIAK ISLAND BOROUGH BOARD OF EQUALIZATION - May 10, 1982 - 6:30 PM I CALL TO ORDER The meeting was called to order by Chairman Jack Mann at 6:45 PM in the Borough Assembly Chambers. II ROLL CALL Present Absent Mr. Jack Mann Mr. Reed E. Oswalt Mr. Lou Iani Mr. Jim Ashford III ELECTION OF CHAIRMAN - 1982 IV MINUTES OF PREVIOUS MEETINGS VI OTHER BUSINESS Mr. Larry Shorb (excused) Mr. John Lucas Mr. Oswalt moved to excuse Mr. Shorb, seconded by Mr. Iani, motion carried. Chairman Mann then appointed alternate Jim Ashford to sit as a member of the Board in Mr. Shorb's absence. Mr. Iani moved that Jack Mann remain Chairman of the Board, seconded by Mr. Oswalt. Mr. Ashford moved that nominations be closed, seconded by Mr. Oswalt. Motion that nominations close was passed unanimously. Motion that Mr. Mann remain Chairman passed unanimously. Mr. Oswalt moved to approve the minutes of May 6, 1980, May 5, 1981, and September 8, 1981 as submitted, seconded by Mr. Ashford. Motion carried by unanimous voice vote. V APPEAL NO. 1 - Mr. Martin Wandersee - Lot 29, Block 3, Erskine Subdivision Mr. and Mrs. Wandersee were not represented. Assessor Ed Haney read their appeal into the record. He then stated the Borough's reasons for the assessment and distributed colored photos of the property. After much discussion by the Board with questions being asked of the Assessor, Mr. Ashford moved that a 20% reduction of the assessed value be granted Mr. Wandersee, seconded by Mr. Oswalt. This meant that the assessment would be based on the building being 40% complete rather than the 60% previously set by the Assessor. Motion carried unanimously by voice vote. APPEAL NO. 2 - Dr. Rud Wasson - Lot 6, Block 7, Bells Flats Subdivision Dr. Wasson was not represented. Assessor Ed Haney read the appeal into the record. He then presented the Borough's position on the assessment. Discussion followed with the Board requesting a map of the area and other pertinent information from the Assessor. Mr. Iani moved that the appeal be denied, seconded by Mr. Ashford. Motion carried unanimously. APPEAL NO. 3 - Walter Kraft Estate - Portion USS 1396 "Tract C" - "Waldos" Mr. Dennis Nelson, attorney for the Kraft Estate presented testimony on the appeal. Also present for the Appellant was the Maintenance Foreman for the Waldo apartments. He also gave testimony on behalf of the Appel- lant. Mr. Nelson also presented copies of an appraisal on the property. Mr. Haney testified on behalf of the Borough, with backup for his assess- ment. After much discussion, Mr. Ashford moved for a five minute recess to discuss the matter, seconded by Mr. Oswalt. The Board then went back into session and further discussed the appeal with both the Assessor and the attorney for the Appellant. Mr. Iani moved to deny the appeal and uphold the Borough Assessor's assessment. Motion carried by unanimous roll call vote. 1. The Assessor noted that there would probably be appeals on the up- coming Supplemental tax roll. Chairman Mann requested a work session be set up with all the members to re- acquaint them with the various laws, codes and rules governing the Citizen's Board of Equalization and their various duties. 3. Mr. Iani requested that the appeal packets be distributed earlier so that they may become better acquainted with the appeals before having to decide on them. Mr. Oswalt moved that the meeting be adjourned, seconded by Mr. Ashford, motion carried unanimously. The meeting was adjourned at 8:05 PM. 7(
