I CALL TO ORDER
The meeting was called to order at 6:40 P.M. by Assessor Ed Haney in
the City Conference Room.

A quorum was established.
III OATH OF OFFICE
Borough Clerk Shirley Miller administered the oath of office to Mr.
Okey Chandler, Mr. Jack Mann, Mr. Alan Beardsley and Mr. Ernie Thompson.
1. Election of Board of Equalization Chairman of regular members of
Board of Equalization. Mr. Chandler nominated Mr. Jack Mann.
Seconded by Mr. Oswalt. Mr. Shorb moved that nominations close.
Mr. Mann nominated by unanimous consent.
Mr. Ernie Thompson was appointed to fill the vacancy on the Board
for this meeting only.
2. Assessor - Mr. Haney explained the assessing process, appeals
process, latest commercial appraisal and the coming use of the
computer. Mr. Haney also read and explained the Borough Attorney's
letter of recommendation of legal points.
3. Motion to adopt form to be used by the appellant. Mr. Shorb moved
to accept the form as is, seconded by Mr. Oswalt. Unanimously
approved.
4. Eggemeyer appeal. Mr. Haney passed out information and explained
the situation. Mr. Chandler moved to take a "second look" at this
case. Mr. Shorb seconded for discussion. Motion passed 3 to 2,
with Mr. Oswalt and Mr. Thompson casting NO votes.
Mr. Haney explained the appeal stating that the valuation of the
building was based on a "C" type building at $51.00 a square foot
for a total of $420,110 for the building only. It is in fact a
"D" type building for a value of $36.58 a square foot for a total
of $299,955. Therefore, it was Mr. Haney's opinion that the assess-
ment was incorrect and an adjustment would be in order. Mr. Shorb
moved to accept the corrected adjustment if accompanied by a copy of
the petition was included and subject to Mr. Eggemeyers acceptance.
Seconded by Mr. Oswalt, passed by unanimous roll call vote.
IV NEW BUSINESS
A limitation on Presentation time was discussed. Mr. Chandler
moved for a 15 minute limit for each hearing. Seconded by Mr.
Oswalt. Unanimously carried by a roll call vote.
Chairman Mann requested that the Borough Attorney be present at
the hearings on May 15, 16 and 17th, 1979.
Discussion was held concerning the handling of each case. Mr.
Shorb moved to make a final decision on each case as they are
presented, unless it was determined by the Chairman to carry
over to further discussion. Seconded by Mr. Thompson. Motion
carried 4 - 1, with Mr. Chandler casting one NO vote.

Further discussion on the Eggemeyer appeal was held. Mr. Shorb
moved that a letter be sent to Mr. Eggemeyer and that it be brought
to his attention that it was noted by the Citizen's Board of Equali-
zation that his petition was delinquent, however due to the Borough
Assembly granting a hearing in October, the Board voted in favor
to grant Mr. Eggemeyer's petition, seconded by Mr. Oswalt. Motion
passed 4 - 1 with Mr. Mann casting one NO vote.
Mr. Shorb moved that from todays date forward, the Board of Equali-
zation will follow all State Statutes and Kodiak Island Borough
Codes, seconded by Mr. Oswalt. Motion carried unanimously by roll
call vote.
Mr. Thompson moved to adjourn at 8:35 P.M.
