1978-05-08 Regular MeetingKodiak Island Borough Board of Equalization - May 8, 1978 I CALL TO ORDER II ROLL CALL III APPEALS SUBMITTED: The meeting was called to order by Presiding Officer James Peotter at 7:05 p.m. in the meeting room of the Borough Building Present James Peotter, Presiding Officer Edward Jack Tom Logan Bill Williams Marlene Wasson A quorum was established. Absent Dr. Michael Emmick (excused) Betty Wallin (excused) Sandra Kavanaugh Also present were Edwin Haney, Borough Assessor; Gladys Berestoff, Assistant Assessor and approximately 4 people in the audience. Case No. 1: Mr. Alan Austerman, Lot 1A, Block 13, Townsite Addition. The petition for revision of assessed valuation for the year 1978, and Assessors response were read by the Borough Clerk. Mr. Austerman explained his reasons for his appeal. Board of Equalization stated their questions and comments. Mr. Williams moved to deny the appeal. Motion was seconded by Mrs. Wasson. Motion carried by unanimous roll call vote. Case No. 2: Mr. Charles E. Saunders, Lot 1, Block 5, Aleution Homes Subdivision. The petition for revision of assessed valuation for the year 1978 and Assessors response were read by the Borough Clerk. Case deffered to later in the meeting. Case No. 3: Mr. Henry Breckberg, Lot 6A, Block 2, Leite Addition. The petition for revision of assessed valuation for the year 1978 and Assessors response were read by the Borough Clerk. Mr. Haney explained his response. Board of Equalization stated their questions and comments. Mr. Jack moved to deny the appeal. Mrs. Wasson seconded the motion. Motion carried by unanimous roll cal vote. Case No. 4: Mr. Emil Norton, Lot 7, Block 1, Miller Point Alaska Subdivision, Second Addition. The petition for revision of assessed valuation for the year 1978, and Assessors response were read by the Borough Clerk. Mr. Norton explained his reason for the appeal. Board of Equalization stated their questions and comments. Mr. Williams moved to deny the appeal. Mrs. Wasson seconded the move. Motion carried by unanimous roll call vote. Case No. 2: Mr. Charles E. Saunders, Lot 1, Block 5, Aleution Home Subdivision. Mr. Saunders explained his reasons for the appeal. Board of Equalization stated their questions and comments. Mr. Haney explained his reasons for the denial of the appeal. Mr. Williams moved to deny the appeal. Mr. Logan seconded the move and withdrew his seconded. Mrs. Wasson seconded the move. Motion carried, 4 -0 with Mr. Logan abstaining. General comments through out the meeting were the inequality in the assessments through out the Borough, however it was pointed out that in assessing, the cyclical plan is legally acceptable. The courts have so ruled. Mr. Peotter declared the Board of Equalization for 1978 closed at 8:50 p.m. APPROVED:
