Call to Order
O1air Mahoney called to order the R3gular Meeting of the SNAB at 5: 16pm on April 2, 2008 at
K1BCbnference R:>om.

APproval of Aaenda
F. I-blm asked to Amend the ~nda by adding under R3ports the 8:Jucation SJb-Cbmmittee.
O1air Mahoney asked to add B. Millstein under R3ports to speak to the Board. M. ONen asked
if that would go under Visitor Cbmments. O1air Mahoney stated it could, but if there wasn't
any objection he would like to put B. Millstein under R3ports. Amended ~nda was approved
by a unanimous voice vote with the addition of reports from Board Member F. I-blm (8:Jucation
sub-committee), along with B. Millstein.

a. R Gfford re: memo dated February 25, 2008
Manager Gfford provided a memo to darify where the Board is at in the process and what the
Board wantsfrom Bell & As:Doates.
Di91lssion followed of getting an A-ZSudy similar to the .lmeau report.
APproval of M inutes- February 6. 2008
O1air Mahoney stated he felt there was a lot of di91lssion with C Bell about the report the
Board was going to be getting and he would like to see the di91lssionsfrom the meeting
reflected in the minutes. R Gfford stated minutes are not verbatim they are a summary and
the recordings are available if the Board wantsthem.

K Slort reported on the landfill finanoals and dosurel post dosure liabilities. Q.Jestions were
anSNered throughout the presentation.
C. 8:Jucation SJb-Cbmmittee
F. I-blm and M. ONen gave their report on the 8:Jucation/Q.rtreach R'ogram and asked that the
rest of t he Board get fami I iar wit h the EPA Pay-As- You-Throw" Lesoons Learned about Unit
R'iong" booklet, espeoally chapter II. They presented a list of questions & comments for the
Board.
d. B. Millstein
B. Millstein told the Board of a book he read recently "Alcohol can be a gas", and he has
enlisted the help of a R'ofesoor from the University of Hawaii to assist in figuring out if the
Borough's waste stream could generate significant methane.

a. DiroJssion of digester! composting presentation
R Allans stated the presentation was well attended. Di91lssion followed and the main
questions were what the cost would be.
b. Di91lssion of recyding
O1air Mahoney stated he spoke to J Rleyabout recyding. There wasdi91lssion about
composting and extending the life of the landfill by doing &>. Di91lssion of what was going to
be received by Bell & As:Doates re: R3cyding.
Visitor Omments
B. Millstein stated it may be nice to come up with a Mission Satement within the SJlid Waste
Advi&>ry Board for the Borough about SJlid Waste and one thing that comes to mind istotal
separation of waste streams. He feels it needs to be pretty aggressive.
Board Omments
D. R:>hrer apologized for being late. He stated it is very difficult for him to make a 5: 15pm
meeting. He a1&> stated he went to the landfill and a pick up pulled in literally heaping with
tree branches and debris. He would like to see &>mething done &> there isa place to burn that
type of debris instead of filling the landfill with it.
R Allanssaid the Board is exploring unchartered waters with &>me of the ideas, but the Board
has&>me dedsionsto make and win lose or draw the right ones will hopefully be picked.
O1air Mahoney stated they have &>me serious confusion about what the open meetings act is.
He stated there are two kinds of bodies, the policy making bodies and the advi&>ry only bodies.
He said two people of an advi&>ry only body make up a meeting. He got the information from
N. J3vier and he suggested &>mebody read it. The information came from <?ordon Tanze. He
told the Board they are a very different body from the policy making body. If two members got
together and talked about the next meeting it's in violation of the open meetings act. There is
no quorum necessary for an advi&>ry only body. If it's policy making it needs to be a quorum or
a majority.
