2002-08-30 Regular Minutes L./,13 SEP - 3 2002 Mission Lake Service Area Board Minutes for August 30, 2002 Board members Norman Sutliff, Bill Hinkle, and Marian Johnson were present at 2pm. Borough staff presents included Bud Cassidy, Chief of Engineering and Judi Nielsen, Clerk. Guests were Dr. Bob Johnson and Sam Mutch. The call to order was at 2:15pm. Norman moved that Marian Johnson be appointed secretary. Marian moved that Norman Sutliff be appointed chairman and Bill Hinkle vice chairman. Norman stated that the goals for the Board should be: obtaining easements; plans and funds to complete the installation of a new tide gate on the breakwater located at the end of Mission Lake. Dr. Bob and Marian Johnson own this property and are willing to grant easement. Norman has plans drawn by Jay Campbell who works for an engineering firm named Peratrovich, Nottingham and Drage. The Borough has $10,000 in the budget for the project. There is a projected $10,000 coming from Kodiak Soil and Water Conservation District. After bids have been awarded the additional funds would come from the Kodiak Island Borough. Three easements and the appropriate plat have been prepared by Horizon Land Surveying and will need to be put in proper form for the notarized signatures of the grantors. Bud Cassidy will have the papers prepared for signature. Marian moved that the Mission Lake tide gate be located as indicated on the plat and according to the preliminary design by Jay Campbell (Peratrovich, Nottingham and Drage). Marian moved to adopt the plans by Jay Campbell, and the motion passed. Norman outlined the following problems with the old tide gate installed after the earthquake and tsunami of 1964: the culvert was too small; corrosion has occurred and both ends have been replaced; the tide gate is located in a manhole, making access for maintenance and salmon ingress and egress difficult; the bolts and bearings of the gate are worn and the bearings cannot be replaced; the culvert was made of corrugated material, which tends to hold debris. Bud Cassidy said the engineer must finalize the plans and the signed easements must be in hand (Kodiak Baptist Mission and the Johnson's) before the project can be advertised for bid. The meeting adjourned at 3:12pm. The next meeting will be held on Friday, September 6 at 2pm in the Kodiak Island Borough conference room.
