2002-11-08 Regular Minutes L//0 NOV-09-2002 10:11 FROM: TO:Ri9htFa}( P.l"l Minutes for Mission Lake Board, November 8,2002 The meeting was called to order by chairman Norman Sutliff at 5 pm. Present were Bill Hinkle and Marian Johnson. Guests were Kristina Hinkle and Sam Mutch. Kodiak Island Borough chief of Engineering Bud Cassidy attended and passed out a summary of expected expenses for the tide gate constrnction as of 11-2-02 totaling $50,300. Norman passed out maps and estimated increase in property tax to pay for the tide gate construction. He said the lake is 2000' long and about 1 mile around the edge. A list of Mission Lake property owners had been given out at the last meeting. The property owned by BLM is at the bottom of the lake, and covers about one half. The Kodiak Baptist Mission owns the other half. There was discussion on why the KBM does not have to pay its part of the taxes for the tide gate construction. The Mission will not give KIB an easement. There was the suggestion of just using a culvert between the lake and the ocean. As the lake is three feet below the ocean level it would not work. Bill mentioned that a fish ladder was not necessary in the tide gate and would be an expense. Norman (elt that a 6sh ladder was important for the silver fishery that is created by Alaska Department ofFish and Game in the lake each year with planting of 10,000 rmgerlings. Norman mentioned that the lake empties eath 20-day period. It is important that an engineer come to the site and makes plans for location and type of constrnction of a new tide gate that keeps the ocean out of the lake and maintains a level. Bud will send out bids for thejob. It has to be a bid process as the project is using public monies. Nonnan mentioned that the Kodiak Island Borough staffhas done a good job of cleaning the tide gate during the recent high tides, heavy rain and wind. He would like a list of expenses paid by KID during this time. He feels that the fall is the high point of expenses for the tide gate with storms and high tides. The next meeting of the Mission Lake Tide Gatt Board will be when Bud bas some result from his call for bids.
