WOMEN'S BAY SERVICE AREA BOARD
REGULAR MEETING
NOVEMBER 6, 1995
CALL TO ORDER
The meeting was called to order by Chairman, Dave Conrad, at 7:05 p.m. on
November 6, 1995 in the Women's Bay Firehall.
ROLL CALL
Members present were David Conrad, Bob Tarrant, John Burt, George Lee and Jim
Wells. Linda Hinson arrived at 7:05 and Ed Gondek arrived at 7:25. Also present
was Connie Lanahan, Borough secretary. A quorum was established.
APPROVAL OF AGENDA
Burt moved to approve the agenda. Seconded by Wells. Unanimous voice vote.
Motion carried.
APPROVAL OF MINUTES
Burt moved to approve the minutes from the October 30, 1995 meeting. Seconded by
Wells. Unanimous voice vote. Motion carried.

OLD BUSINESS
FIRE COMPANY
Purchasing Report
In the last couple weeks, the Fire Department needed to purchase several items for
emergency repairs for the tanker. They were approximately $2,500. Additional
license plates were also purchased.
The Fire Station exterior finish has been completed with the exception of replacing 2
handicap and 3 no parking signs. The old ones were to worn to reuse.
ROAD SERVICE
Projects Completed
Panamaroff culvert has been repaired and additional rip rap put in place. The culvert
by Middle Bay Drive has been completed. It seems to be holding and relieving the
water problem there. Approximately 250 to 300 tons of gravel has been placed on the
gravel roads in preparation of winter.
Projects Not Completed
The road sign project is still waiting for an answer from Dan Millard, Borough
Engineer. His latest statement was the Borough might purchase them but need the
Service District to install them. Burt questioned if the contract stated the Borough
would install them and Conrad explained there was no contract, only a list of roads
that needed signs. They will wait to hear from the Borough. The ditch along Middle
Bay Drive where KEA and PTI have dug, is to be rocked and the cracks are to be
sealed. There has also been minimal cleaning of the culverts and it's important to have
it done prior to snowfall. Wells questioned the manhole covers. Conrad replied Bud
Cassidy was looking into it.
Alitak Drive
At Mr. Wells request, Conrad explained the situation. There is a section of road on
Alitak Dr. between Dave Geddes house and Bill Penders trailer. If you come in from
Chiniak Dr., it dead ends by Dave Geddes property. That section of road has been
non-existent for a number of years. The Right of Way exists. Mr. Geddes stated when
he was on the board years ago, there was flooding and that section of road was never
fixed due to the fact that the money was used for other things. He got off the Board
and nothing has been done about it since. This will effect two individuals. Mr. Pender
does not want the road in because of the location of his trailer on the property. Mr.
Geddes wants the road in. After both parties could not reach an agreement, it was
been brought before the board. Conrad got an Engineer's estimate from the Borough
for two different options; to put the road through and to create a cul-de-sac at either
side. The cul-de-sac option was approximately $14,000. After questioning that
estimate, the board decided to get estimates from local contractors. Conrad checked
with the local contractors and they were to busy at that time to do the work. The
Mayor came out and reviewed the Borough's estimate that showed the need to bring
the road up to code. The Mayor expressed that it was not necessary to bring it to
code because it had been an existing road and it could be built back to the existing
condition. Finding out what the existing condition was will take some research. Also
discussed was the option of a driveway access permit, which would delete both
sections of the road and turn it over to the property owners for maintenance. That
wasn't feasible to either party because then they would be responsible for maintenance
for a road that has traditionally been maintained by the Service District. Burt
questioned if it was maintenance or building of a road. He stated his opinion was if it
was building a road, the Borough would be responsible. Conrad expressed his
concern that regardless of the option chosen, it is money dedicated to a project that
only benefits two residents. Tarrant suggested that the Service District Board try,
again, to get bids from local contractors. Burt made a motion to do a Request For
Proposal to the local contractors for extending the road and also for the cul-de-sac
option on Alitak Dr. Lee seconded. Gondek asked where the specifications would
come from. Conrad relayed he had one from a Base road that could be used and that
he would put the RFP together. Unanimous voice vote. Motion carried.
Road Sealing
The Service District and A-K Construction arranged for a person from US Oil to come
up this past year and give a presentation on chip sealing. They suggested the reason
chip sealing has never worked in Kodiak before is because it had not been applied
properly. Conrad wants to pursue it this winter so the bid will be ready to go out in
March or April and ready to go in June, so time doesn't run out, as it did this year.
There was a road in the City that was done this year and Gondek expressed he thought
it was 85% successful; the real test being in the Spring after the graders have had their
turn on it this winter.
NEW BUSINESS
FIRE COMPANY
Mid-year Budget Adjustment
Last year, it was requested to transfer $10,000 out of the Special Revenue Fund to the
Active Budget. It was overlooked by the Finance Department. The $10,000 was to
pay for the exterior maintenance of the Fire Station. The work has been completed
and paid for out of the Active Budget. The $10,000 still needs to be transferred. Lee
moved that $10,000 be transferred from the Special Revenue Fund for the Fire District
into the Active Budget. Burt seconded. Wells questioned as to the amount in the
Special Fund. Conrad explained it was upwards of 70-80 thousand dollars. Over the
past years, the entire budget has not been spent and has been carried over into that
fund. Unanimous voice vote. Motion carried.
Membership Incentive Program
Conrad eXplained it has been difficult to keep people active in the department. He
suggested a similar program that Bayside Fire Department uses. After a year of
service and so many meetings, and so many training programs, you would receive an
incentive, such as a tee shirt or jacket. None of the members have ever opted to
receive the stipend offered. That money has been reinvested. The jackets could also
be available to the members of the Service area.
Equipment Maintenance
Some of the equipment is wearing out. There are major leaks starting to show up in
some of the pumps. A new impeller has already been purchased for approximately
$13 00. Part of the $10,000 should be used for major overhauls for the pumps. The
Fire Station needs a couple new locksets that will also be purchased.
Lease Renewal
The lease for the apartment above the Fire Station is up and the current rent is $750.
per month. The tenant maintains the Firehall and keeps it clean. The Fire Department
wants to raise the rent to $775. It will be presented to the current tenant, Tim and
Tammy Hokum for acceptance.
ROAD SERVICE
Kalsin Drive Culvert, Gravel Problem
The driveway that goes up to Drabeck's place was reactivated about 5 or 6 years ago.
Mr. Pender and Mr. Ritenhaus expressed that because that is an active road and
privately plowed and because of how steep the road is, the gravel is washing down
through the culvert system in between Mr. Ritenhaus and Mr. Penders property. It is
diverting the waterflow and starting to eat away at the foundation area ofRitenhaus'
garage. It has changed course to where the water is deflecting right on to Pender's
trailer. They are asking if the Board can come in and do something. After discussion,
it was decided that Conrad would try to get the interested parties together and look at
their options.
Russian Creek Road
The creek that runs between Olsen Way and Notch Drive has changed course. An
alternative for dumping under South Russian Creek Rd., or going up and rechanneling
the creek to get it to flow through the culverts again, needs to be done. It has moved
30' south caused by the heavy rains. The members were asked to go out and look at
the situation and come up with ideas for solutions.
Informational materials were passed out. The Ordinance No. 95-07 Repealing Section
4.05.060 Election required in Chapter 4.05 Formation and Modification of Service Areas
and Amending Section 4.10.010 Election Required in Chapter 4.10 Services Within
Service Areas in Title 4 Service Areas was discussed. It will be before the Assembly
Public Hearing on November 21, 1995 and members were asked to go and voice their
OpInIOns.
The next meeting was set for December 4, 1995 at 7:00 p.m.

Lee moved to adjourn, seconded by Wells. Unanimous voice vote. Meeting adjourned at
8:25 p.m.
