REGULAR MEETING
June 9, 1997
CALL TO ORDER
The meeting was called to order by Chair, Dave Conrad at 7:33 p.m., June 9, 1997 in the
Women's Bay Fire hall.

APPROVAL OF AGENDA
The agenda was approved with a unanimous voice vote.
APPROVAL OF MINUTES
The minutes of April 7, 1997 were approved by a unanimous voice vote.
CITIZEN COMMENTS
Comments were held until the agenda item in question was discussed.
OLD BUSINESS
FIRE DEPARTMENT
DOF GRANT - Not awarded in this area. Two grants were given in the state.
P.A.S.S. DEVICES - Four devices were ordered. The remainder authorized will be
purchased after the first of the Fiscal Year.
ROAD SERVICE
KALSIN DRAINAGE - Work proposed to be done later this summer.
UGAK DRAINAGE - A letter was sent to the property owner by KIB
EngineeringlF acilities..
BELLS FLATS ROAD DRAINAGE - A letter was sent to the property owner by KIB
Engineering/F acilities.
KEA SCHEDULED PROJECTS - The utility company has scheduled several projects to
be completed by October. The chair is trying to coordinate with the company so the
common projects can compliment each other. They are working in the Lake Orbin and
Noch Drive areas.
KIB ORDINANCE 97-07 SERVICE EXEMPTION - Approved by the Assembly.
RUSSIAN RIVER EST A TES - The chair read a memorandum sent to the residents ofthe
subdivision (attached) inviting them to attend this meeting. He noted he had been
contacted by a resident of the area requesting snow removal. Since the subdivision is not
a part of the Service District, snow removal was not possible under the contract. The
discussion centered on methods to annex the subdivision into the Service District. It was
noted that the subdividers did not build the road to the Borough Code Specifications, yet
the plat was approved. Discussion brought forth the fact that any attempt at annexation
must be brought to the assembly prior to mid-July to bring the vote to a fall ballot
Mr. Lee moved the Women's Bay Service District Board recommend to the Borough
Assembly that the Russian River Estates be annexed to the Service District. Ms. Estes
seconded the motion.
Mr. Schwantes amended the motion to read the Women's Bay Service District Board
recommend to the Borough Assembly that the Russian River Estates be annexed to the
Service District if the Borough will assume some of the responsibility for upgrading the
road. Seconded by Mr. Lee, the motion was discussed further.

Chair will draft a letter to the Mayor requesting additional information.
The residents of the estates area will present a letter requesting annexation to the Service
District.
NEW BUSINESS
FIRE DEPARTMENT
WATER SUPPLY - The lack of water has been a problem for the firefighters. Some
catch basins are being removed from the Coast Guard Base. It is hoped they can be
installed to catch runoff water and can serve as holding "tanks" for future use in low
water areas.
EQUIPMENT PURCHASE - Several small equipment purchases were discussed for this
fiscal year.
HEAL TH AND SICKNESS POLICY - This policy provides for injuries in the
performance of duties by the volunteer firefighters. Mr. Lee moved the Service District
renew the policy for the volunteers. Seconded by Ms. Estes, the motion was adopted.
ROAD SERVICE
CONTRACT APPROVAL - Discussion was held on the proposal for Road Repair and
Maintenance, Snow Removal and Sanding. Mr. Schwantes moved to recommend to the
Borough Assembly that the Contract be awarded to A-K Construction. Mr. Lee seconded
the motion. Passed unanimously.
BOROUGH INSPECTION/PERMIT REVIEW - Mr. Conrad stated that Dan Millard,
Construction Inspector/Project Manager, would no longer be in the employ of the
Borough after June 30. His previous duties will be shared by Steve Hobgood and Bud
Cassidy, with some items perhaps referred to the Service District Chairmen. He noted
that some Service District Chairmen receive a stipend to repay them for time expended in
Service District work.
SUMMER PROJECT LIST - The following items are on the list:

BOARD MEMBER COMMENTS
Ms. Estes reported she had been contacted by a resident who wanted a dump truck to
corne and haul her trash to the Landfill.
Chief Rice reported three Womens Bay firefighters attended a recent Marine Fire
Fighting School in Valdez.
Mr. Conrad noted he was a member of the Fire Service Task Force. It has been created to
study the feasibility of combining all fire districts into one; develop a model and to make ;,
recommendation to the Assembly. Chief Rice is also attending the meetings. The group \\<dnts
to know what each area of the road system expects in the way of emergency services.

The next meeting will he at 7 p.m., Monday, July 7, 1997.
Mr. Lee moved the meeting be adjourned. Mr. Gondek seconded. The meeting was adjourned at
9: 25 p.m.

SUBJECT:
Annexation of Russian River Estates
Last summer Mrs. Levine had contacted the service district regarding the snow removal and fire service
status for the subdivision in which you reside. At that time she was informed that this area is outside of the
boundaries of the service district and that no services would be rendered to the area.
The Board has discussed the merits of annexation for this subdivision and are in favor of recommending to
the Borough Assembly that this issue be placed on the ballot for the fall election.
There are several issues regarding the upgrading of the road and associated costs that need to be discussed
with the residents of this area.
The Women's Bay Service Area Board is scheduled to meet on Monday, June 9, 1997 at 7:30 PM. This
annexation discussion has been placed on the agenda and will be discussed at that time. Please plan to
attend this meeting.
