1997-07-07 Regular Meeting WOMEN'S BAY SERVICE AREA BOARD REGULAR MEETING JULY 7, 1997 CALL TO ORDER The meeting was called to order by Chair Dave Conrad at 7:36 p.m. on July 7, 1997 in the Women's Bay Firehall. T om Schwantes seconded. Unanimous voice vote on approval of agenda. APPROVAL OF MINUTES Tom Schwantes moved to approve the minutes of June 9, 1997, with the following correction: On page three under Health and Sickness Policy, (Mr. Lee moved the Service District renew to the policy for the volunteers.) Strike the word to so the motion rt:Cids Mr. Lee moved the Service District renew the policy for the volunteers. George Lee seconded. Unanimous voice vote on approval of June 9, 1997 minutes as amended. CITIZENS COMMENTS Nancy Kracke will speak under new business regarding her property on Panamaroff Creek Drive. Women's Bay Service Area Board Minutes, July 7, 1997 Page Two OLD BUSINESS FIRE DEPARTMENT P.A.S.S. Devices The additional PASS devises have not been purchased yet due to obtaining current prices. They will be purchased within the next month. Dry Hydrants Pipe has been ordered and there are a few components left to start looking at installing dry hydrants at various water locations throughout the flats this will be a project the Fire Department will be taking on to see if they can supplement the water supply. ROAD SERVICE Kalsin Drainage Dave Conrad is waiting for KEA to get back with him as they are doing a project in the area this summer and it may be possible to do some work in conjunction with them. U gak Drainage The property owner who was instructed by correspondence by the Kodiak Island Borough EngineeringlFacilities Department has removed the culvert that he installed. It will be necessary to watch this area closely because the lack of vegetation that was left. Bells Flats Road Drainage Dave Conrad informed the Board that he talked to Mr. Bundy and informed him of his options he had with the Service District and the Kodiak Island Borough regarding his driveway permit. Dave Conrad explained to the Board that Mr. Bundy will be given every opportunity to correct the problem himself before the Service District goes in and has to put a lien on his property. Women's Bay Service Area Board Minutes, July 7, 1997 Page Three KEA Projects There are three major projects currently ongoing with KEA and some of the Service District work is being held up by KEA. A culvert needs to be put in on Women's Bay Drive which KEA needs to move primary and secondary before that collection basin can be finished. Power needs to be rerouted that is in the ditch line at the intersection of Lake Orbin Drive and Women's Bay Drive. Another major project is from Salmonberry Drive up to the intersection to move cable over from the left hand side of the road traveling west to the right hand side of the road into the fill side, this will allow the Service District to trench down along the section so it will drain and avoid having to go back and redo the pot holes. From there KEA will go up Kalsin Drive and do a road cut moving more cable out of the ditch line which if done in a timely manner the Service District can go behind and do some ditching. In late August or September KEA will move to Noch Drive and continue where they ended last year connecting into the transformer and transferring the abandoned section of Noch Drive over to the other side to allow the Service District to do some culvert work and drainage work that is badly needed in that section. KEA will do all the trenching then we will follow up with the culvert installations. Russian River Estates Annexation KIB Ordinance #97-12 Dave Conrad explained to the Board that Ordinance # 97-12 was not open for discussion at the previous Kodiak Island Borough Assembly meeting as it was the first reading of the ordinance, public hearing will be heard on Ordinance #97-12 on July 17, 1997. A petition was sent by the property owners of Russian River Estates to the Service District, Mayor Jerome Selby and the Kodiak Island Borough. The petition was signed by a majority of the property owners requesting annexation into the Service District. There will be a worksession of the Borough Assembly on Thursday, July 10, 1997 that Dave Conrad will be attending. Mr. Conrad will be representing the Service District Board at the assembly worksession he encouraged other Board members to attend and also property owners from the Russian River Estates. The Board discussed their concerns regarding the condition of the road system in the Russian River Estates and felt that other members of the Service District should not be responsible for the cost of upgrading the road system to Borough specifications. Jamie Godwin spoke to the Boards concern questioning if there was a way to avoid having the Service District foot the bill for the upgrade. Dave Conrad commented that one of the ways to avoid the cost is to get a commitment from the property owners or the Borough. Women's Bay Service Area Board Minutes, July 7, 1997 Page Four Tom Schwantes moved that Women's Bay Service Area Board recommend to the Kodiak Island Borough to approve Ordinance 97-12 titled "AN ORDINANCE PLACING THE QUESTION OF EXTENDING THE WOMEN'S BAY SERVICE AREA ON THE OCTOBER 7, 1997 BALLOT" on condition that it does not cost the members of the Women's Bay Service District any additional expenses to bring the road up to Borough specifications. George Lee seconded. Discussion followed regarding the Boards concerns on property owners being made aware of who is responsible regarding certain costs to their property. Dave Conrad also commented that in the petition it stated that Middle Bay Drive as it comes into the subdivision is sub-standard and the petitioners would like this issue addressed. The Board agreed that Middle Bay Drive did need additional work and would bear the cost as it is a road already in the Service District. Motion passed unanimous voice vote. NEW BUSINESS FIRE DEPARTMENT Training Area/Sargent Creek Rock Dave Conrad informed the Board that he received a call from Bud Cassidy at the Kodiak Island Borough who is doing a project at Sargent Creek. There is a large of amount of river rock or gravel being dug out of Sargent Creek that is available to the Service District at no cost. The Fire Department will be able to use this gravel in the training area and also it could be used for large fill jobs on projects. Fire Chief Dale Rice has written a letter to Comstation Kodiak whose is willing to provide poles to the Fire Department. Equipment Replacement The nozzles on the Fire Department equipment needs to be replaced and the Fire Department is requesting to have pre-approval from the Board, the replacement cost will be approximately $500.00 to $600.00 a piece. George Lee moved to approve the Fire Department expend $2,500.00 to replace the nozzles needed. Ed Gondek seconded. Motion passed unanimous voice vote. Women's Bay Service Area Board Minutes, July 7, 1997 Page Five ROAD SERVICE Summer Projects Nancy Kracke spoke to the Board regarding her tax bill from the Kodiak Island Borough on Lots 26A, 26B, and 26C located at the end ofPanamaroffCreek Drive. Ms. Kracke's question was concerning that she does not receive road service on lots 26A and 26B. Ms. Kracke's also had a concern about a drainage basin that contained fingerlings and needed to be opened up. The Board discussed the issue of Ms. Kracke's concerns and determined that they need to address servicing that section of the road as it is in the service district boundaries. Dave Conrad passed the Chair to Ed Gondek, Vice-Chair. Dave Conrad moved to do the necessary work to upgrade and maintain the section of the road on Lot sections 26A and 26B on Panamaroff Creek Drive to maintain the section of road up to the end of the service area. George Lee seconded. Discussion was centered on the issue of the time constraint it will take to get the work done. Motion Passed unanimous voice vote. Ed Gondek turned the Chair back to Dave Conrad. Dave Conrad informed the Board on other summer projects he is waiting for KEA to get back with him on a cross road culvert for the Bells Flats area also later this summer or early this fall he would like to use some of the rock from Sargent Creek to rebuild Alitak Drive. One other area is the Noch Drive project, Ed Gondek talked to the property owner to get an easement to cross the property. A catch basin is being installed at Alder Way it just needs some finish work and A-K Construction is working on getting some asphalt to recycle to make RAP for maintenance on the road. Nancy Kracke commented that a Yield sign was needed on the corner of Panamaroff Creek Drive and South Russian Creek Road as the brush in that area is a visual problem. Ed Gondek had a question if the Kodiak Island Borough was receiving any stumpage fees from the native lands or if they are exempt. If there is a stumpage fee paid to the Kodiak Island Borough the service district should receive some of the fee. Women's Bay Service Area Board Minutes, July 7, 1997 Page six The next meeting is scheduled for Monday, August 11, 1997, at 7:30 p.m. Dave Conrad announced that on July 10, 1997 at 7:30 in the Borough Conference Room the Borough Assembly is having a worksession and they are requesting that anyone from the Fire Service Area Boards attend. The Borough Assembly is going to have semi-annual or annual meetings with the boards to discuss various projects or problems that they need to be aware of. ADJOURNMENT George Lee moved to adjourn.
