FIRE DEPARTMENT RESPONSE AREA PROTOCOL
The Womens Bay Srevice Area Board Special Meeting was called to order at 7:40 PM at the Womens Bay
Fireball

Topic Introduction:
Conrad presented a brief outline of the topic and relevant history. The draft of the proposed Response Area
Protocol was distributed and explained. Conrad stated that the officers and members of the department had
collaborated to produce the proposed document. He stated that the protocol if approved by the Board
would be presented to the Borough Mayor and the Assembly for introduction at the Assembly Work
Session scheduled for July 31, 1997.
Conrad requested that Rice discuss the document and entertain any questions that the members had.
Rice discussed the history of calls, both within and outside of the service area during his time as Chief. He
stated that in the recent past, a request for response to Chiniak had caused the question regarding response
protocol to surface again with the members and officers.
Gondek stated that as the past Chief, he had encountered similar requests and problems. He added that out
of area response calls (Middle Bay, Chiniak, and PaS8~hak) always seemed to be wasted response due to
travel time and risk to both equipment and personnel. He stated that the concept of a written policy or
protocol of this type was a good idea for the department and the service area residents.
A general discussion was held regarding verbiage and clarification of the presented document
Conrad stated that the residents of the area should expect a reasonable response from the depu1ment, as
they are the people who fund the operation It was not reasonable for all of the equipment and manpower
to commit to an out of area response without a guaranteed backup response.
Motion:
A motion was made to accept and forward the protocol to the Mayor and Assembly for review and
approval or comment.
Wells seconded by Gondek.

WOMENS BAY VOLUNTEER FIRE DEPARTMENT
RESPONSE AREA PROTOCOL
PRIMARY RESPONSE AREA
The primary response area for fire and rescue response is within the physical
boundaries of the Womens Bay Service Area as defined by the Kodiak Island
Borough. The fire Department will respond to all calls within this area at which
the department services could be helpfbl. not restricted to fire or rescue
emergencies. These calls could include but will not be limited to, EMS
assistance. motor vehicle accidents, flood or disaster assistance, search, stand by
watch, storm damage assistance. etc. All emergency caUs within this area will
take priority.
SECONDARY RESPONSE AREA
The secondary response area will be designated as the physical land areas
between the USCG ISC Kodiak Main Gate to the base of Marine Hill.
MUTUAL AID RESPONSE
All mutual aid response will be based on availability of resources and manpower
at the time of call and on any special circumstances within the Service Area at the
time of the request. Upon a mutual aid response, the senior member will request
an alert be issued to the appropriate ageitcy for standby response within the
Service Area Boundaries.
WILDLANDS I URBAN INTERFACE RESPONSE
Automatic Response
Wildland I Urban Interface response within the established primary response areas
will be consjdercd automatic response calls. All available resources will be
dispatched to the scene.

Secondary Response
Wildland I Urban Interface response will be based on availability of resources and
manpower at the time of call and on any special circumstances within the Service
Area at the time of the request. Only ODe fire apparatus will be dispatched from
the area at any given time Support apparatus (Squad or POV) may be sent as the.
responding vehicle depending on the call location. type of call or wildland tire
danger within the Service Area. The senior department officer on scene will
retain the authority on all calls to recall Womens Bay personnel at all times for
any reason deemed necessary.
OUT OF AREA RESPONSE
All out of area response other than mutual aid requests will be evaluated on a case
by case basis. No automatic response should be expected for any reported
incident. Out of area calls will receive the lowest priority for response. The
dispatcher will contact the chief officer or acting chief officer prior to a
department tone out. Department officers will make a decision regarding
response. No member under officer rank. will be permitted to commit resources
out of the service area, unless authorized by the Fire Chief or his/her designated
alternate officer due to absence or availability. Any officer in these cases can
recall any such response. At least one engine and crew will remain within the
service area at any given time for out of area responses
