1997-08-11 Regular Meeting WOMEN'S BAY SERVICE AREA BOARD REGULAR MEETING August 11, 1997 CALL TO ORDER The meeting was called to order by Chair Dave Conrad at 7:34 p.m. on August 11, 1997 in the Women's Bay Firehall. ROLL CALL Members Present: Dave Conrad Tom Schwantes Jim Wells Linda Hinson Members Absent: Ed Gondek George Lee Linda Estes (excused) Others Present: Dale Rice APPROVAL OF AGENDA There were no additions or changes to the agenda as presented. Unanimous voice vote on approval of agenda. APPROVAL OF MINUTES Tom Schwantes moved to approve the minutes of July 7, 1997, with the correction of the spelling of Nancy Kracke's name. Linda Hinson seconded. Unanimous voice vote on approval of July 7,1997 minutes as amended. Tom Schwantes moved to approve the minutes of July 29, 1997 as presented. Jim Wells seconded. Unanimous voice vote on approval of the minutes. CITIZENS COMMENTS There were no citizens comments. Women's Bay Service Area Board Minutes, August 11, 1997 Page Two OLD BUSINESS FIRE DEPARTMENT Dry Hydrants The pipe for installing the dry hydrants has arrived and installation of the first dry hydrant should take place within the next 30 days. Ed Gondek has volunteered his time to install the first one on a trial basis. Response Protocol Dave Conrad and Dale Rice attended the last KIB Assembly worksession on July 31, 1997. Presented at the worksession was a draft copy of the proposed Response Area Protocol that the Service District agreed upon in the Special Meeting of July 29, 1997. Mr. Conrad explained that the draft had been forwarded to the KIB attorney for a legal opinion. There was discussion regarding the set response area and mutual aid agreements the board has. Linda Hinson questioned the procedure of notification for when the KIB Assembly worksession was changed from 7:30 p.m. to 6:00 p.m. Ms. Hinson said she was not notified of the change in time. Mr. Conrad stated that Ms. Hinson should call the Borough Clerks office. Mr. Conrad said he had been requested to attend a meeting at the attorneys office on Wednesday at 11:30 a.m. and he was pleased that this issue was moving along. The board communicated that they would like to review the final rewrite of the response protocol for final approval. ROAD SERVICE Project List Dave Conrad reviewed the project list and said that KEA had informed him because of budget restraints Noch Drive project would not occur however because of the major drainage issues the Lake Orbin project will be completed. Mr. Conrad in turn informed KEA that no more road cuts should be made this year unless they were to be completed by the middle of September. All road cuts made this year have been patched. A-K Construction informed Mr. Conrad that due to their workload they have a three week window to complete any old projects. Mr. Conrad informed the Board that the Service District did go over budget in FY97 due to knowing the contractor's workload ahead of time it allowed work to be completed prior to the end of the fiscal year. A budget adjustment was made to the FY 97 budget. Projects will be prioritized to see what can be completed. Women's Bay Service Area Board Minutes, August 11, 1997 Page Three Outside Contractor Projects Dave Conrad commented that he spoke with Bud Cassidy regarding KEA and PTI's work areas. He informed them that they will not be permitted to do any more work until their project areas have been cleaned up. Dave Conrad informed the Board that there had been requests to do brush work. Linda Hinson commented that the bus stop areas need to be cleaned up. The Lions Club has donated time and materials to build bus stops in designated areas. Mr. Conrad requested that Ms Hinson have the bus company make a list for him and call him with it. Kalsin Drive drainage/ a trench needs to be cut to drain water from Kalsin Drive towards U gak Drive. Women's Bay Drive needs one culvert installed and one to complete from there a ditch needs to be realigned on Otter Avenue. A culvert needs to be installed at the bottom of Bells Flats Road. Dave Conrad said he will set the priorities as they can be worked. NEW BUSINESS FIRE DEPARTMENT Training Area A large amount of rock material was received from the Sargent Creek project. Some of the material will be used for the Alitak Drive rebuild, a road shoulder along Lake Orbin Drive and a parking lot for ice skaters. Dave Conrad would welcome ideas from the Board if they know of any other areas that need material. Fire Chief Dale Rice commented that Comstation Kodiak has donated four poles which the fire department will use for various training exercises. Equipment Purchase Dave Conrad related that the City of Kodiak Fire department informed him that they were upgrading the P.A.S.S. alarms on their equipment and invited the Service District to make a group purchase with them to keep costs down. Mr. Conrad stated that the Fire Department would like approval from the Board to be involved in a group purchase to upgrade their equipment. Motion passed unanimous voice vote. Dave Conrad commented that he and Fire Chief Dale Rice have been attending the Road System Fire Protection Task Force meetings. In discussions with the City regarding the Service District acquiring oxygen equipment for oxygen therapy the City of Kodiak Fire Department informed them that there had been a brand new oxygen tank and setup ordered for the Service District with some left over Funds. KANA is ordering the regulator and donating it as well. When the equipment is received the City will schedule a time for class instruction. Mr. Conrad also informed the Board that he ordered in ..:onjunction with Bayside Fire Department six smaller folding tables to replace the big conference room table. Constitution/By-Law Review The Constitution and by-laws of the Service District need to be reviewed every five to ten years Dave Conrad will contact members of the Board for their input once everything is ready for review he will call a meeting. The Response Protocol will also be incorporated into the constitution. ROAD SERVICE New Projects Dave Conrad stated that no new projects will be authorized until the old ones are completed other then brush work. The KIB Assembly did forward the annexation of the Russian River Estates once it is approved the Service District will have to do some upgrading in the approach section of the present boundary. Investment of Fund Balance Dave Conrad reported that he had information regarding investments of the Fire Department and the Road Service Districts fund balances. There are limited ways to invest the funds because they are government funds. The Kodiak Island Borough currently invests the funds based on 90 day treasury bills with an interest rate plus 15 points. If anyone is interested candidate packets are available at the Borough Clerks office and must be turned in before August 29, 1997. ADJOURNMENT Tom Schwantes moved to adjourn. Jim Wells seconded.
