CALL TO ORDER MINUTES The regular meeting of the Planning and Zoning Commission was called to order at 7:30 p.m. by CO-CHAIR BELL on September 26, 2001 in the Kodiak Island Borough School District Conference Room.. II. ROLL CALL Commissioners Present Paul Alexander Donna Bell Robert Lindsey Cheryl Boehland Barbara Williams A quorum was established. Commissioners not present Clarence Selig Reed Oswalt III. Bud Cassidy, Director Engineering Facilities COMMISSIONER ALEXANDER MOVED TO APPROVE the agenda as presented. The motion was SECONDED by COMMISSIONER WILLIAMS and CARRIED by unanimous voice vote. IV. NEW BUSINESS A) Capitol Improvements Program FY 2003-2007 The COMMISSION discussed the categories proposed for the Capitol Improvements Program. COMMISSIONER BELL MOVED TO ADOPT A RESOLUTION OF THE Kodiak Island Borough Planning and Zoning Commission, RECOMMENDING PRIORITIES FOR INCLUSION IN THE Kodiak Island Borough's five (5) Year FY2003 - 2007 CAPITAL IMPROVEMENT PROGRAM (CIP). WHEREAS, the Kodiak Island Borough represents a community of more than 13,913 people, some of whom are also citizens of the City of Kodiak and- other communities located throughout the Kodiak Island Borough; and WHEREAS, the Kodiak Island Borough provides for many important roads, services and public facilities serving the Kodiak Island Borough community, either directly or through service areas and contracts for construction and maintenance; and WHEREAS, the Kodiak Island Borough is also served by the State of Alaska which maintains highways, roads and other public facilities including the Chiniak Highway, the Pasagshak/Narrow Cape Road, Monashka Bay Road, Antone Larsen Bay Road, etc.; and WHEREAS, the State of Alaska administers the federal airport improvement program funds for the Kodiak Airport; and WHEREAS, the Kodiak Island Borough Planning and Zoning Commission wishes to endorse community priorities for needed Borough and State capital improvement projects in the Kodiak Island Borough, particularly highways, roads and public facilities; and WHEREAS, the comments of the Kodiak Island Borough Planning and Zoning Commission regarding the five (5) year CIP should be provided to the Kodiak Island Borough Assembly no later than October 1, 2001 P & Z Minutes: Special Meeting NOW, THEREFORE, BE IT RESOLVED, that the Kodiak Island Borough Planning and Zoning Commission, approves the prioritization of projects as identified in Attachment "A" for inclusion in the Kodiak Island Borough's five (5) year Capital Improvement Program (CIP), for FY 2003 to 2007, and adopted here by reference. ADOPTED, this 26"' day of September, 2001, by the Kodiak Island Borough Planning and Zoning Commission. Attachment A KODIAK ISLAND BOROUGH PLANNING AND ZONING COMMISSION PRIORITIZED NOMINATIONS TO THE KODIAK ISLAND BOROUGH FY 2003-2007 CAPITAL IMPROVEMENT P R O G R A M General CIP Priority: Revision and Update of Kodiak Island Borough Comprehensive Plan CAPITAL PROJECTS SAFETY ISSUES 1. Tsunami Shelter Addition in Chiniak This shelter is also used for the community library. A larger facility is needed if this is to be used for both functions. 2. Borough School Earthquake Evaluations Schools have not been reviewed for damage caused by recent earthquakes. This includes foundation damage and settling at Larsen B ay, as well as wall damage at the high school. Reevaluation of seismic zone potential may result in adoption of new, stricter building codes. To provide year-round access for public health and safety .purposed to the road system from villages when weather and/or ice conditions by air to Kodiak or by boat into Anton Larsen Bay. 4. Akhiok Dam Raise the dam to increase the impoundment capacity of drinking water for the community. ROAD IMPROVEMENTS 1. Otmeloi Road and Bike Trail This access to North Star School is dangerous. It has been designated as a "hazardous road" and funding alternatively supplied for bus transportation to school. 2. Mill Bay Road and Woodland Drive Intersection Realignment. This is a hazardous intersection, combining poor line-of--site with traffic congestion and a school crosswalk. 3. Ouzinkie Road Development Plan New airport and other development require new road plan, including road access from the village to the hydroelectric plant 4. Port Lions Road Safety Improvements 5. Kodiak Urban Area Road Paving Projects a. Puffin Way b. Anton Way c. Sharatin Road d. Lilly Drive e. Erskine Road SCHOOL PROJECTS 1. Additional High School and Middle School Roof Repair. 2. School Pool Upgrade or Replacement. The pool is 30 years old and fails to meet a number of code requirements. 3. High School Carpet Replacement and Asbestos Floor Tile Abatement. 4. Replacement of All Lighting in the Schools With Energy Efficient Lights. 5. High School Windows and Siding (insulated panels) 6. Elementary School Additions: a. Peterson School Addition b. Main School Addition c. North Star Wing Addition MARINE TRANSPORTATION 1. New Ferry Dock on Near Island. To support the new ferry and free up dock space for commercial fishing vessels. 2. Village Small Boat Harbor Improvements. a. Harbor at Port Lions b. Harbor at Ouzinkie c. Harbor at Larsen Bay RECREATION/TRAILS 1. Urban Trail Systems. Between East and Main Elementery Schools in town and connecting Island Lake Trail with Pillar Mountain Ridge above town. P & Z Minutes: Special Meetine 2. Soap Box Derby Track. (Recommend Near Island location) 3. Near Island Trail Continuation 4. All-purpose Sports Field(s) CULTURAL 3. New Community Library PUBLIC FACILITIES 1.
