1998-04-22 Quarterly Regular Meeting . Personnel Advisory Board 2nd Quarter Regular:Meeting April 22, 1998 5:15 p.m. MINUTES I. CALL TO ORDER The Personnel Advisory Board 2nd quarter regular meeting of April 22, 1998, was called to order by Warren Russell, Vice-Chairman, at 5:17 p.m. in the borough conference room. n. The agenda was accepted as submitted. IV. MINUTES OF PREVIOUS REGULAR MEETING The minutes of the 1st quarter meeting of January 28, 1998 were approved unanimously. v. ITEMS OF BUSINESS . !l Personnel Status Reoort The board reviewed the personnel status report. Chris Jarnin asked for the status of the Maintenance Engineer recruitment. Rachael Nelson indicated that a series of first interviews had been conducted and two finalists had been selected for second interviews. She indicated that the two finalists were within. Alaska and would be flown to Kodiak for interviews. Ms. Jarnin asked when the Receptionist position for the Kodiak Fisheries Research Center would be advertised. Ms. Nelson indicated that she was not sure the exact date when the Receptionist would be advertised and stated that the Mayor had indicated that the position would need to start in August. She said that such a start date would mean advertising would start probably in late June. Dorothy Weeks asked when the Manager position would be advertised. Ms. Nelson indicated that the Clerk's Office was handling recruitment for the Manager position and stated she thought the position would be advertised soon. Ms. Weeks noted that the recruitment would probably take a long time and pointed out that it had taken Kodiak College a year to find a new Director. Ms. Jarnin indicated that the College was still working on the Director selection. It was noted that there was not much time to find a Manager if the position needed to be fined by October. Personnel Advisory Board Page 1 of2 April 22, 1998 . . . It was asked if there would still be a ceremonial Mayor in place with the manager form of government. Ms. Nelson indicated that there would be a ceremonial Mayor. The board noted that a raise in the Mayor's stipend was being proposed. Craig Fanning asked about the reason for hiring temporary security guards. Ms. Nelson indicated that the guards had been hired to watch the Kodiak Fisheries Research Center (KFRC) building at night to ensure that no one tampered with the building. Mr. Fanning asked why the borough was paying for the KFRC security guards instead of the contractor. Ms. Nelson indicated she would find out and would let Mr. Fanning know. Ms. Nelson indicated that the personnel ordinance number listed regarding the language change in the Personnel Manual from "Mayor" to "Manager" was incorrect because the ordinance had not yet been introduced. She indicated that an ordinance to change the Personnel Manual language would be introduced soon. The board noted that there were many administrative changes associated with the mayor/manager change. Warren Russell asked if the KFRC security guard positions would end or if they would become permanent. Ms. Nelson indicated that the positions would continue until the end of July and would no longer be needed. Mr. Russell asked about the Temporary Maintenance Helper position. He asked if it was truly a temporary position or if there was a need to hire a full-time position to do the work. Ms. Nelson indicated that the position was held by a high school student who handled light maintenance duties. She stated that the position would continue through the summer to help with parks and grounds maintenance. Ms. Nelson indicated that it was her understanding that after the summer grounds work was completed, there was not a need to keep the position. VI. COMMENTS It was noted that Rachael Nelson's name had recently been changed from Miller to Nelson due to marriage. Ms. Nelson handed out February 1998 personnel manual updates to the members. She explained that the updates included the job description changes that had been made in January of 1998. It was noted that all of the job descriptions would have to be changed to read "Manager" instead of "Mayor". The next meeting date was set for Wednesday, July 22, 1998 at 5: 15 p.m. Vll.
