MINUTES
CALL TO ORDER
The regular meeting of the Parks & Recreation Committee was called to order at 7:00p.m. by
CHAIR SIROFCHUCK on September 25, 2007 in the KIB School District Conference Room.

COMMITTEE MEMBER TSCHERSICH MOVED TO EXCUSE COMMITTEE MEMBERS
FOREMAN, SALTONSTALL, and DEMI. The motion was SECONDED by COMMITTEE
MEMBER HUNTLEY, and it CARRIED by unanimous voice vote.

COMMITTEE MEMBER JUENGER MOVED TO APPROVE the July 24, 2007 Parks &
Recreation minutes. The motion was SECONDED COMMITTEE MEMBER FOSTER, and it
CARRIED by unanimous voice vote.

A) 2008 CIP List
. Worn ens Bay Jack & Lee Lakes Trail Management
. Russian Ridge Forest Trails
Cassidy stated the nomination form was put on the Borough website and we advertised in the
local newspaper for CIP project nominations for Parks & Recreation. Two project nominations
were received; one from David Heuman, who nominated the Womens Bay Jack & Lee Lakes
Trail Management, and he provided pictures; and another from Hans Tschersich, who nominated
the Russian Ridge Forest Trails, which he has identified the trails. Cassidy said he will have our
mapping technician go out to identify these trails with GPS points and include steep slopes,
unstable soils, and things like that. He will bring the CIP List to the next meeting and formalize
the list that will be passed on the Planning & Zoning Commission.
FOSTER stated he found it interesting of why they would want the Womens Bay project because
it is already out of the city, and their back door is a recreational use. As far as the CIP's, what are
we trying to develop out there? It's already a Natural Use area with hiking trails. The proposal
TSCHERSICH submitted is closer to the city. We are trying to get kids to walk to school and get
more activity out of people so these trails are ideally suited for the people who live in town.
FOSTER is more inclined to this proposal because it is in the metropolitan area and it just makes
more sense compared to something that is already out in the wilderness.
TSCHERSICH stated he is often stymied walking through boggy trails.
COMMITTEE MEMBER HUNTLEY stated it appears Heuman's proposal is anti-ATV. He said
25 years ago people were taking trucks and 4 wheel drive vehicles in there. It is so much better
than it was. The idea of excluding A TV's and saying everything else is allowed is not right.
Cassidy said it is zoned Natural Use area. We aren't talking about natural use in a sense; it's a
zoning district that prohibits. Ifthere is an area that's been identified as a no A TV area then let's
enforce it.
CHAIR SIROFCHUCK reminded everyone that Heuman's nomination is for a trails
management plan. He will call to invite Heuman to the next meeting.
NEW BUSINESS
A) Island Lake Creek Bridge Construction
Cassidy stated this is the grant agreement for $48,000 to use for the Island Lake Trail Upgrade.
The lower bridge has fallen apart and it's been removed. A new bridge will not have to be built
to ADA standards or engineer stamped. We could spend a lot of money engineering a bridge and
bringing in large equipment to set it or another option would be to work with a non-profit to
build a bridge. We could save a lot of money coming up with a State Parks design or something
less than a full engineered bridge.
COMMITTEE MEMBER SCHOEDER said he knows an Eagle Scout who is looking for a
project. He's not sure if the scouts win be wining to take this on, but SCHROEDER win talk to
him.
SIROFCHUCK stated with community involvement then there is community ownership. Are
you still talking about whether or not the Island Trails Network will spearhead this project?
SCHROEDER said they will have to vote on it but he knows there is interest.

COMMITTEE MEMBER FOSTER suggested pursuing local contractors that might donate their
time and equipment.
COMMITTEE MEMBER SCHOEDER stated ifthere is a non-profit involved, any contractor
that donates services can use it as a tax write off.
Cassidy stated that having just walked the trail, one of the fallen trees that spans the creek is in
pretty bad shape, and it's starting to bow and crack. You have to walk underneath it, so part of
the project will be cutting that down.
B) Non-motorized boats on Island Lake
Cassidy stated this is appropriate for the P&R to be involved due to it being a recreational item,
but if the Assembly approved it then it will be law. He feels it will be directed to a committee.
He doesn't know ifit will go to the Island Lake Task Force or who.
CHAIR SIROFCHUCK inquired why it didn't come to Parks & Rec. As an advisory board he
felt it should come to the committee first.
COMMITTEE MEMBER FOSTER stated this is clearly a Parks & Rec issue. What is the
borough asking us to do because we haven't received a lot of direction from them regarding a
clear definition of what we are to be working on? If this isn't directly in line with what we were
chartered to do he doesn't know what is.
CHAIR SIROFCHUCK asked Cassidy to communicate that to the Assembly.
Cassidy stated he would add the Parks & Rec Committee of 2007 has support and made your
own path. In 1999 he thinks the committee didn't even have staff support.
COMMITTEE MEMBER HUNTLEY asked who our Assembly representative is.
SIROFCHUCK stated our rep is Chris Lynch.
It was the consensus of the committee that thev wish to take on the issue of watercraft on Island

Lake, and to let Cassidy run it up the pole.
Cassidy stated the biggest thing that came out of the task force was the rules of the lake. There
were motorized and non-motorized people at the meeting.

There were no communications.
REPORTS
A) Meeting schedule:

SCHROEDER stated the Island Trails Network will be meeting the first week in October where
they will discuss the Island Lake Creek Trail.

COMMITTEE MEMBER'S COMMENTS
SCHROEDER said he is glad to see trails on the CIP List.
JUENGER said it's good to have more members back again.
FOSTER is happy.
SCHROEDER said Lori Demi was at Portage Trail helping lay geo-block. This is Koniag's
project and they are building world class trails. We laid 1300 feet of geo-block. He has also been
spending time screwing geo-block together for the Summit Lake Trail Project.
SIROFCHUCK thanked everyone for all their hard work. He also said the Natives of Koniag are
talking about wanting to sell Swampy Acres and Boy Scout Lake.

was SECONDED by CHAIR SIROFCHUCK.
