2000-12-05 Regular Meeting FIRE PROTECTION AREA NO.1 BOARD REGUlAR MEETING - DECEMBER 5, 2000 7:30 P.M. SAVSIDE FIRE STATION MINUTES CALL TO ORDER - The meeting was called to order by Scott Arndt. Chair of Fire Protection Area No. I. Members in attendance were Scott Arndt. Jeff Halcomb, Roy Aguirre. A quorum was present. Members absent were Eric McFarlin and Cliff Davidson. both excused. Also attending the meeting were Bob Himes. Bayside Assistant Fire Chief. Tracy Jilge. Secretary of Engineering & Facilities Dept., Dough Matthews, Mike Donovan. and John Heinrichs. ACCEPT ANCE OF AG ENDA: The agenda was amended to include past minutes prepared by Eileen Probasco. former Chairperson of Fire Protection Area Board No. I. In addition, the election of officers \vill be scheduled on the agenda for the special work session to be held on Tuesday, December 19, 2000 at 6:30 p.m. A motion was requested to amend the agenda as recorded and carried by unanimous voice vote. MINUTES: Tracy Jilge, Secretary of Engineering & Facilities presented the minutes for the months of July 22, 1999, January 31, 2000, February 22. 2000, March 14,2000 and May 18, :WOO. Upon reviewing the past minutes presented, a motion was requested to accept the minutes. The motion was carried by unanimous voice vote. The October and December 2000 meeting minutes will be reviewed and approved at the special work session on December] 9th. 2000. FINANCIAL REPORT: Chair Arndt distributed copies of the current tinancial report for the Fire Protection Area No.1. Upon review of the financial rep0l1, the Chair entertained a motion to acknowledge receipt of the financial report. The motion was seconded and carried by unanimous voice vote. OLD BUSINESS: The Firefighter's Physical Exam was presented by Bob Himes, Assistant Fire Chief. The basic physical exam cost 575.00. A complete blood count (CBe) is 525.00. Cholesterol Count is 534.00. The Hepatitis B Vaccine is 545.00. The Tuberculosis Test is $10.00. The Prostrate Exam is $65.00 and the Hepatitis A vaccine is 575.00. The Kodiak Island Medical Center. 1818 Rezanof Drive, conducts the required medical exams for the tire fighters. Upon discussion of the board. a motion was requested to require the volunteers to pass a physical exam. paid for by the Fire dept. within 120 days of being accepted as a volunteer. The motion was seconded and carried by unanimous voice vote. Firefighters Facial Hair Policy - Upon discussion, it was dete1111ined by the board they could not require volunteers to cut their facial hair. The volunteer was required to pass the firefighters training program. The fire department was not turning a volunteer away clue to his facial hair. Ifhe could not pass the firefighters training program then he would not be accepted as a volunteer. Chair Arndt suggested the topic be jointly discussed at the work session \\'ith Women's Bay on December 19.2000. Community Training Center Use Polic; - Chair Arndt suggested scheduling the topic for the joint \\fork session on December 19.2000 \\lith the concurrence of all board members present. ASSISTANT CHIEF'S REPORT - Bob Himes reported he has received the training on Life Support and is ready to upgrade all the instructors. The manuals will be available in February 2001. The order for the turnouts is currently being placed. T\\ent;- tive people attended the Open House with four possible volunteer recruits. He is looking at a direct mailing: for the next volunteer recruiting project. FIREFIGHTER'S ASSOC. PRESIDENTS REPORT- The President discussed the Open House and thanked all for attending. He would like to see it become an annual event perhaps including radio and newspaper advertising of the Open House to get more community involvement. NEW BUSINESS - KIB Resolution No. 2000-34. Functional Consolidation - Chair Arndt requested a motion to add the topic to the joint war).; session on December 19, 2000. The motion was seconded and carried by unanimous voice vote. I I I 'u .. Ked Cross Shelter Agreement - Doug \latthews, member of the Red Cross presented a agreement that \vould allow the Red Cross to use the Bayside Fire Dept. classroom in emergency situations that involved twenty or less people. Doug feels it is a good idea. Chair Arndt requested Doug Matthews work with the Bayside Fire Dept. staff and come up with a recommendation for the board on the next meeting schedule on Tuesday, December 19th, 2000. CHAIR'S REPORT - Chair Arndt shared his experience in attending the Fire Conference in Reno, Nevada. Upon attending three days of classes he obtained some very good ideas. Banners that state volunteers needed seem to be very popular in the western half of the United States and a good idea. Chair Arndt also suggested refrigerator magnets that have calendars. phone numbers and the tire station address on them. He also advised he could not tind any vendors for pagers. VISITOR'S COMMENTS - Doug i'.latthews inquired as to the status of the purchasing a new ambulance. Chair Arndt advised KIB l\lanager, Dave Jensen will not release any funds for a new ambulance. BOARD COMMENTS - Jetf commended Bob Himes for keeping up on his life support training skills. The community will benetit from it. The Bayside Fire dept. has become the first respondent on many recent emergency situations. Jeff also encouraged the service district to establish the In-and-Out policy. Roy did not have any comments. ADJOURNED - The next meeting will be held in Joint Work Session on Tuesday, December] 9,2000 at Bayside Fire Dept. with the Women's Bay Service District.
