CALL TO ORDER
The regular meeting of the Parks & Recreation Committee was called to order at 7 :20
p.m. by CHAIR PAM FOREMAN on May 10, 2005 in the Borough Conference Room.

APPROVAL OF AGENDA
MINUTES OF PREVIOUS MEETING
Corrections to be made to the April 26th meeting minutes includes Patrick Saltonstall was
excused, Jeff Huntley and Heather Tumer was present, and Jeff Huntley seconded the
motion in Old Business B.
AUDIENCE COMMENTS AND APPEARANCE REQUESTS
Peggy Tuttle spoke regarding the Woodland Acres/Kodiak Community Church
Subdivision. She stated the neighborhood concern is Kodiak Community Church is not
allowing any area for green space areas or parks in a huge residential area. This is the last
tract in Woodland Acres to be subdivided. Originally, the area was supposed to be for a
church, and then they decided to subdivide it into 9 lots. The neighborhood feels it will be
too dense with at least 9 more families living on smaller lots in the area, and there are

drainage problems in the area. The neighborhood is looking for help to make changes to
Kodiak before all the trees are gone. Peggy Tuttle inquired if they can't do something
now, can the Parks & Recreation Committee adopt something to go to the Borough?
Duane stated that this case went before the P&Z Commission on April 20th and was
postponed until April 27th. He also explained the Planning & Zoning Commission has
sixty (60) days from the application date to act a case or it is automatically approved. He
went on to say there were a number of people from the neighborhood and representatives
from the church who attended the meeting, and the church suggested that if they could
have a meeting with the neighborhood, they wouldn't have an objection with a
postponement until the next regular meeting on May 18, 2005. When the Planning &
Zoning Commission publishes the case tomorrow, the staff reports won't be changed
unless new information is submitted. At this point, no new information has been
submitted from the previous month.
After talking briefly about the current status of Woodland Acres the committee was in
agreement they would like to see more green spaces, larger lots, and fewer houses in the
area.
COMMITTEE MEMBER PATRICK SALTONSTALL MOTIONED to, given there are
very few pocket parks or green spaces in the area, the committee would like to suggest
the lot sizes be increased and fewer houses to create more green spaces and attempt to
make it more livable in the area. In a voice vote this motion was DENIED.
COMMITTEE MEMBER HEATHER TURNER 1\1 OTIONED to recommend the
Planning & Zoning Commission consider the existing character of the neighborhood, the
current lack of green space, and ensure any possible alternative to reduce either density in
the neighborhood or include more green space to be considered to the fullest extent
possible. The motion was SECONDED by COMMITTEE MEMBER MIKE
SIROFCHUCK and CARRIED by unanimous voice vote.
OLD BUSINESS
A. White Sands Beach-Discussion on the best approach on how to get things
accomplished. It was decided the best way is to submit a memo to P&Z with the
Parks & Recreation Committees' wishes. In a previous discussion with Pam
Foreman, Rob Greene expressed the committee should get results by submitting a
memo to the local DOT office inquiring if "As part of your maintenance, can you
maintain" then list P&Rs' wishes. He stated using a memo would be much
simpler, and their budget should include most things that were discussed earlier.
COMMITTEE MEMBER MIKE SIROFCHUCK MOTIONED to rescind
Kodiak Island Borough Parks & Recreation Committee Resolution 2005-04,
rescinding certain improvements as part of the Monashka Bay Road Paving
Project. COMMITTEE MEMBER PATRICK SALTONSTALL SECONDED the
motion, and was CARRIED by unanimous voice vote.

B. North Star/Otmeloi bike path-Mary Ogle gave a brief update of the meeting with
DOT last week.
C. Trail heads & pullouts-It was the general consensus that with all the pullouts and
vista points along the roads it is next to impossible to put them all on GPS. The
committee feels all pullouts along the roads should be saved because they're
obviously being used. Pam Foreman reported that Rob Greene had previously
expressed to her that the committee should send him a memo stating what the
committee wants and he will do what he can to accommodate them.
COMMITTEE MEMBER HEATHER TURNER MOTIONED to recommend to
the DOT to maintain accessibility to any existing roadside parking or pullouts on
all of the state arterials and additionally P&R has concern regarding the increasing
bicycle and pedestrian traffic along state arterials. COMMITTEE MEMBER
PATRICK SALTONSTALL SECONDED the motion, and it was CARRIED by
unanimous voice vote.
D. Kodiak Community Church-Discussed in the Audience Appearance and Requests.
E. KISA update-Duane Dvorak reported that the Assembly originally granted a
twenty-five (25) year disposal with fourteen (14) years left, and the administration
requested an extension be drafted for the remaining fourteen (14) years. It was
suggested that maybe there should be an amendment to the lease stipulating
public use be made available.
COMMITTEE MEMBER MIKE SIROFCHUCK MOTIONED to recommend
KISA open the range one (1) day a month for public access. The motion DIED
for lack of a second.
COMMITTEE MEMBER HEATHER TURNER MOTIONED to recommend to
the Borough Manager that the Parks & Recreation Committee's concern is the
range is not being managed in the public interest in the regularity and frequency
of the facility being open to the public. COMMITTEE MEMBER PATRICK
SALTONSTALL SECONDED the motion, and it was CARRIED by unanimous
voice vote.
NEW BUSINESS
A. Parks and Open Space Ordinance-To be discussed at the May 24th meeting.
B. Future meeting locations-They will continue to hold the meetings in the KIB
Conference Room and possibly get microphones to help capture the meetings on
tape.

C. Set Gateway Team presentation date-Presentation to the City Council on May 24th
and would like to do a presentation to the P&R Committee on the same night.
