Approval of Minutes - Minutes from the February 24 meeting were approved as
submitted.
Old Business
FY04 Budget Hearing
Fire Department
Reviewed items discussed at previous meetings. Discussed funding for a new fire
truck. Dave C. made a motion to amend the budget to include purchasing a new
fire truck, Spencer seconded, motion passed. The fire truck will be included in
this budget. Budget was approved with the fire truck amendment.
Road Service Area
Reviewed items discussed at previous meetings. Russ motioned that the road
budget be approved as proposed. Spencer seconded, motion passed.
Dave will take budget to KIB
New Business
Fire Department
FEMA Grant - Discussed things to submit in both the FEMA Grant and the
Homeland Security grant. The number one item is to replace the tanker truck
Road Service Area
Snow Removal/Maintenance Contract - We need to request that the wording is
changed so that the new contract is performance. Chris will have suggested
changes ready for next meeting

The purpose J- Our letter is to request support from the Kodiak Island Borough Assembly and
Mayor LeDoux f~ an oil spill restoration lands package that has been in the process of negotiation
with the Exxon Valdez Oil Spill Trustee CounciL Those negotiations culminated in the approval of
a Council Resolution last November.

As you know ~om the Assembly work session Tuesday evening, we are seeking, along with the
Rocky Mountain Elk Foundation and the Kodiak Brown Bear Trust and the American Lands
Conservancy, an ~ppropriate agreement with the Kodiak Island Borough Assembly that would have
the effect of oon~ying to Senator Gary Stevens and Representative Dan Ogg the concWTence of the
Assembly with catrYmg out a restoration lands project on northern Afognak. Island.

Enclosed for ~our ease of reference, is 01.11" letter to the EVOS Trostee Council dated April 17,
2003, our letter tolSenator Gary Stevens, dated April 29,2003, and our letter to Representative Ogg,
dated May I, 200~~ which discuss the restoration project in somewhat more detail. Our
representatives are working with yours and the private organizations who have helped develop this
project to find an ~reement that is fiUr to all sides and is achievable.

Our fuur ~ Native coIpOrations have been worldng for sorne time now on the potential sale of
certain pro}X'lties n Afugnak Island approved last full by Exxon Valdez Oil Spill Trustee Council
Resolution No. 03 1. We are pleased with the Council's decision to conserve these lands for oil spill
restoration and it long-term benefit to the public. in particular, to elk, bear, and deer sport hunters,
fishennen, other o~ recreationists and subsistence users.
For over ~ years, our Corporations have been a part of the Afugnak Joint V mture (A.fV), whose
purpose it has ~ to harvest timber on Afognak Island for the benefit of the various Native Corporations
in the AN, ~ ~irectly, for the overall economy of Alaska.. As you know. until the thnbermarket in the
Pacific Rim ~e so problenwiC, harvesting trees was a primary way fur SOIOO Native Corporations in
this area. inc1udingi ours, to make economic use of their lands as envisioned in the Alaska Native Claims
Settlement Act. 1

receive its share m11ands from the AN on North Afognak Island in the Wated8Jl area and then to
implement the agreement Contained in the Trustee Council Resolution approved last November.
Therefore, we ha~,been working with representatives of the AJV to make preparations to take this step.
As part of that etlbIt? we helped negotiate with the Trustee Council a lands package reflected in your
resolution numberlo3.Ql invoJving our Corporations, That project will provide Ion g.-term benefits to the
elk, bear, deer, ~ wildlife and' fish populati~ and to those who rely on such game reso~ as Well
as to the sharehold!en of our Native Corporation. It does this while ensuring that there are other lands in
the vicinity avaiJat)le for lodge and cabin development. The transaction has strong support within the
Kodiak Community.

We thereforej would now like to complete a purchase agreement with the Council needed to
implement the ~'s Resolution DL1II1beI- 03..01. Once that agreement is complete, we will submit it to
the sbareOOlders 0' each of OW" teSpective Native COlpOrations for approval.
This oil spill ~l'8tion project is a logical and complementary project to the existing Afugnak State
Park and 1ands established by Governor Walter J. Hickel. When writing about the northern area on
Afugnak Islmld, ~vemor Hickel remarked;

"Many 6fthe5pecies hurt by the spill call Mognak home at least part of the time. Ducks and
other birds, b k-oyster catchers. river otters, sea otters, and harbor seals are among them. In
addition, the 'land holds salmon spawning streams and bald eagles' nests. The tidelands are

home to' a Wl~ range of sea creatures."

In a letter of_4ugust, 2002 to U.S. Fish and Wildlife Service, a spokesman for Ducks Unlimited also
spoke favorably abput this project
"This project/will benefit Alaska's most abundant, year-round, Harlequin duck population,
critica.I :;:' · ~ , sea-duck habitat, part of perhaps the world's best marbled mundet nesting
habitat, . , stabird : species., salmon. marine mammals and riparian areas. Co-
beneficiaries fthe project will be Kodiak Bears and [Teddy] Roosevelt Elk,"

One of,the ~ in this project has been the Rocky Mountain Elk FOWldalion (RMEF) which
has conttibuted ~ding to it and has brought outside funding to it as well. The RMBF ~ this as
Alaska's #1 elk id habitat area.

more economic itential for the foreseeable future being utilized ror its outdoor recreation and fish
and wildlife habi values than for its timber harvesting values.
