2003-02-13 Regular Meeting ~~.2IZ8 (l~) Women's Bay Service Area Board Regular Meeting Minutes February 13,2003 FEB 2 6 ' I CALL TO ORDER 7: 10 pm ~-e.:, U\ Members Present - Russ Toms, Chris Lynch, Spencer Schaeffer, David Conrad, ~ Riddle. Others Present - Andy Nault, George Lee, Bud Cassidy, Dale Rice, Steve DeHart Citizen's Comments - George Lee complained about service and sanding especially on Jan. 7. Bells Flats road is still bad to drive on. Discussion ensued and it was explained that Bells Flats Road was milled and ground too far last summer. This is part of the problem we are currently facing with the potholes. We are trying to improve the road and look for solutions. Approval of Minutes - Minutes from the December 30 were approved as submitted. Old Business Fire Department Chief Andy Nault - Andy made a presentation for funding assistance to purchase a Flashover Trailer. He formally requested consideration and gave a letter to the board for review. He is looking to offset City costs so that additional equipment can be purchased. Discussion was held and the board decided to consider the request in the 2004 budget process. RCFP Grant - Grant is completed. KIB will follow up wi cancelled checks as part ofthe grant documentation. Response Area - Andy was provided with a letter stating that the Women's Bay Volunteer Fire Department will respond from the USCG ISC Gate to Marine Hill. Scott Pak Purchase - additional Funding - Pricing was more than was quoted - $60/bottle increase. Pack Alert was not included in original quote. An additional $1.(>00 is needed to complete purchase. Russ Toms motioned to authorize up to ~OO additional to purchase Scott Paks, Spencer Schaeffer seconded. Light Bar Purchase - Quotes are in excess of$1000; Dale Rice will get additional quotes for installation. Facility Window Purchase/Replacement - Dave Conrad has received 1 quote for $4700 for all windows; he will get second bid and follow through process. lYl') Diesel Tank Installation - Pump has been delivered and installation is still being investigated with the electrician. Road Service Area Work Orders Gara Drive - Work is complete for now Bells Flats Road - Scott Pillans Request - Road is graded to utility tape; no further action can be taken. KEA will need notification. Winter Maintenance - discussion took place regarding icy conditions and response in January. New Business Fire Department Chiefs Report - Dale is happy; Dale read an article that volunteers get a break on taxes based on some form of resolution that is being passed. The Community Council will research and Dale will report back. RCFP Grant - The new applications are out; due in mid March; what would we use it for. Discussion continued and it was determined we need more input and to evaluate our goals. Federal Fire Grant - see above. Emergency Purchase - Compressor - compressor died; head repair will take 4 - 5 months; the economical choice was to buy a new compressor. WB Community Council - Spencer will be the liaison between the Community Council and the Service District Board. Road Service Area Work Orders Birch Circle - Work complete South Russian Creek Road/Panamarioff Creek - a ditch near driveway needs to have more weeds removed. Budget Packet Review - FY 2004 - Board reviewed packet and established a meeting schedule. Maintenance Contract - Bud brought copies of the contract to the meeting for us to review and amend prior to the next time the contract is advertised which will probably be in Mayor June.
