Regular Meeting Minutes
December 2, 2002
Call To Order
7:15pm
Members present - Ed Gondek, Russ Toms, Chris Lynch, Spencer Schaeffer, David
Conrad.
Others Present - Dale Rice, David Rittenhouse, Doug Hogan
Citizen's Comments -
Dave Rittenhouse requested that consideration be given once again to the ditch
line that had been opened across from his property several years ago as it did not
have enough fall and causes the water to migrate through the road sub straight
causing water or ice in front of his home most times of the year. He asked if the
Board could approach KEA to consider moving a electrical primary to allow the
installation of an angled culvert in the driveway across the road from his property
to intercept the drain offwater from this area and prevent it from clogging the
culvert and washing across the road,
The Board had a short discussion of the history of work performed in the area and
stated that there was other work that required completion first and that the work
would be considered next spring.
Doug Hogan approached the Board regarding a drainage difficulty that has been
encountered associated with the building lots on Sargent Creek Road, just up from
the Fire Hall. Doug stated that there is a crossroad culvert but it appears to be old
and the placement requires water to back up on the properties across from the fire
hall before the depth allows only a portion of the water to drain.
The Board discussed the issue and stated that the area would be looked at in the
spring, as a road cut during the winter was not advisable.
Old Business
Open Board Positions - Conrad stated that he had talked with Mr. Kevin Riddle, a
resident currently residing on Bells Flats Road, Mr. Riddle had been provided
with an application and was going to forward it to the clerk's office.
Fire Department
RCFP Grant - Conrad reported that the purchasing had not been completed but
would be completed prior to the due date of 12/31/02,
Grant Writing Seminar - Conrad reported that all arrangements had been made to
attend the seminar.
Response Area - The required letter had not been drafted and sent at this time.
Road Service
Work Orders - Gondek stated that several work orders had been
accomplished and that two of the previously ordered were scheduled,
Gondek stated that work had been done on Gara Drive to correct some of
the drainage problems but additional work would be required. He also
stated that there were a couple of areas that would require some ditching
and culverts in the future,
Gondek stated that material (gravel) was added to the areas of Lake Orbin
Drive and the road graded to take care of the constant potholes that occur
in the road section near the lake.
New Business
Fire Department
Scott Bottles - It was reported that the paperwork had been submitted for
approval of the purchase of the Scott Paks and bottles, Conrad stated that
the order would be placed as soon as the purchase order was cut.
Chief Rice requested that a light bar and siren be purchased for the red
Chevy Suburban, A motion was made by Russ Toms for the purchase of a
light bar and siren at a not to exceed $1000, A unanimous voice vote was
heard,
Road Service
New Work
No new work was discussed other than the winter road maintenance
scenanos.
A short discussion was held regarding contacting the Borough to look at
changing some of the wording and possibly better defining the work
standards within the contract.
Board Members Comment - A discussion was held regarding holding a meeting
prior to Gondek's departure for a pass off to the next acting chair.
Next meeting scheduled for December 30th, 2002 at 7:00 pm,

vote - unanimou ,
