ITEM TITLE: Contract Award - Annual Household
Hazardous Waste Collection
SUMMARY STATEMENT
The State of Alaska Department of Environmental Conservation
sponsors an annual Household Hazardous Waste Disposal for
remote communities throughout Alaska. The State advertises
for proposals and selects the disposal company based on cost
and ability to perform the work. This year, Northwest
EnviroService Inc., with offices in Anchorage and Seattle,
was selected. Attached you will find a breakdown of
estimated costs we have prepared for disposal of household
hazardous waste as well as items to be disposed of that have
accumulated at the landfill. A small amount of chemicals
located within the School District facilities will be
disposed of. The landfill ends up with drums of
contaminated oil and oil and gas mixtures that are abandoned
throughout the Borough and within City limits. Collection
and Disposal will occur May 29 & 30 this year. Costs are
estimated and will be adjusted based on actual collected and
disposed of waste. Recommend award of Household Hazardous
Waste Collection Contract to Northwest EnviroService Inc. in
an amount not to exceed $18,000.00.

NOTES: The unit cost for HHW/SQG was determined by averaging the costs for the
disposal of EP toxic or hazardous liquids ($343), chlorinated solvents
($350), hazardous liquids, i.e. antifreeze ($137) and waste oil ($55).
PCB waste can not be shipped via barge. Unit Costs for PCB's represents average
cost of disposal, which includes air freight from Kodiak to Anchorage,
if arranged by KIB School District.
