Kodiak Island Borough AGENDA STATEMENT Meeting of: Juice li, 1993 Contract No. 93-23 ITEM TITLE: Bid Award: Skid Stear Loader, Kodiak Island Borough LandFill SUMMARY STATEMENT Three suppliers submitted bids to furnish a skid stear loader for use at the baler facility. This new piece of equipment replaces the existing skid stear loader which is approximately six years old. Results of the bid opening are as follows: Alaska Truck Center: $27,148.34 Yukon Equipment Inc. 23,950.00 DJ Alaska Rental & Sales: 21,302.00 Additional review of the bid documents, follow-up phone conversations, actual testing of each unit by staff and other information resulted in those findings presented in the attached document. Based on bid amounts submitted, Yukon Equipment, Inc. was considered responsive to the overall specifications. Procedures concerning review of bid documents and determination of best qualified bid are also presented in the attached document. Recommend award to Yukon Equipment, Inc. in the amount of $ 23,950. This new piece of equipment replaces the existing skid steer loader which is approximately six years old. Results of the bid opening are as follows: Alaska Truck Center: $27,148.34 Yukon Equipment Inc.: 23,950.00 DJ Alaska Rental &Sales: 21,302.00 Based on bid amounts submitted, two of the suppliers were considered further based on cost and responsiveness to the overall specifications. The suppliers are: 1. DJ Alaska Rentals and Sales, Inc and 2. Yukon Equipment, Inc. Additional review of the bid documents, follow-up phone conversations, actual testing of each unit by staff and other information resulted in those findings presented below. Considerable time was spent to determine the most appropriate machine. 1. DJ was non-responsive and unable to provide audio alarm system for low oil pressure, high transmission or coolant temperature and low voltage (item 8). 2. DJ delivery is 45 days. Yukon equipment delivery time is 30 days. 3. DJ did not specifically bid SETCO tires. KIB contacted DJ by phone 6/2/93. Spoke with John Bramlett with DJ and he stated they would supply specified tires. KIB staff personally examined and tested both the GEHL and CASE skid steer models presented in the bid packages. The following additional observations were made: 1. The GEHL machine is relatively easy to maintain in that the filters are near the top of the engine compartment. The exception is one oil filter which is located near the bottom of the compartment. The operators cab swings up and back to allow access to the engine compartment. 2. The Case Uniloader is easy to maintain. All the filters are easily and readily accessible. The cab of this machine actually slides forward, exposing the entire engine compartment for repair, cleaning and service. Skid Stear Loader Bid Review Page 2 3. Operation of the loaders is different between the two models being considered for purchase. These differences are in the controls which operate the bucket and boom of the machine. Both are hand controlled as specified in the bid specifications. Currently, the control system which is offered by the Case machine is the same as that being operated by Baler staff. 4. The operators compartment of the GEHL loader is slightly smaller than the Case machine. 5. Certain parts (filters, hydraulics, etc) as found on the Case machine are compatible with the existing equipment fleet at the baler. Summary As outlined in the bid specifications, consideration in determining the lowest and best bid will be given to delivery date and compliance with detailed specifications. When considering the bid specifications submitted by the DJ Rental and Sales, Inc and Yukon Equipment, Inc. there was no significant deviations between the two skid steer loaders, with the exception of the audio alarm system. DJ Rental and Sales, Inc was non-responsive in this category. Due to the nature of the operation (pushing garbage into a hopper below floor grade) and the nature and variability of solid waste materials, an audio alarm system was specified. Solid waste materials which are encountered on the baler floor in the past have punctured the radiator of the machine. In one instance, a piece of 2 X 4 lumber penetrated the radiator grill without the operators knowledge. An audio alarm sounded, alerting him of an over heating condition. Since the baler operator must focus attention on loading the hopper, visual alarms (red warning lights on the control panel of the machine) may go unnoticed. The contract specifications required the audio alarm. Delivery time for loader is 30 days from Yukon Equipment verses 45 for DJ Rental and Sales.
