Dolph, Fire Chief ac). i" Terry Stuae, ENS Specialis SDBJEM Communicationo Analynin "and update - Kodiak Village- sites uATU: November 30, 1992 We have attained what is probably the most accurate information based only on feed -back from each village community with regard to communication otatun. We offer the following summary and recommendationt SIT@ ANALrBiS: Larsen Bay This site has Bt.r./Side Band Radio, VHF Radio, and citizens sand. The HF and VRr seem to be working. The C.B. Radio and antenna need repair and/or replacement. There is currently no warning siren in this community) Port Lions This community prenently has Hr/Sdde'Band Radin, vHr Radio, Citizens Bank Radio, and a warning siren. Port Lions seems to be in good shape) Ouzinkie The Status of ouzinkie seems to be up to par, same as that of Port Lions) . Kariuk V Aklaluk old Harbor Earluk hen Ha Radia or VRadia. / They rely primarily on CR Radio for a local communications network. ikkauk e, +Wey _"- aot-have a community warning Siren)tins lJe. . aeti; xzhbl.,aaiV rbtj. The HF/SSB Radio has not been used sines ✓ 1981, and no antenna exists. Akhiok does . have a VBF Radio and CR Radio hardware. It does not have a community warning siren) and This site has a Hr/SSB Radio, but it needs to be installed and provided with an antenna system. They also have one VBF/roc Radio. They do have a community warning siren that reportedly is functional. c/),p.2 16k...'irPN 416 Memorandum - Jerome Selby November 30, 1992 page 2 RECOMMENDATIONS: (specific) Provide and install warning devices (sirens) at Karluk, Larsen. Bay, and AkhiOks Provide HF/SSB Radio for Rarluks and Provide HF/SSB antenna at Akhiok. Check existing radio for performance. (General) 1. May sites do not have "AUX" or "Backup" power for radio systema. Such backup power should be considered. In some cases, this means the installation of 12 volt batteries and I'm Failure Switching," in other cases (requiring 110 volts) a small generator would do the Jobs 2. All FCC Communications licenses should be checked and renewed, if necessary, in all remote locations= 3. Provisions should be : made for "Mobility" of all radio hardware. Radios located in low-lying areas (i.e., harbor offices) should be removable so as to be re -located to safe locations. "Emergency Power Kits" and "Emergency Antenna Kite" should be developed so that radios can be easily used after re -locations and 9. The borough should continue to pursue the goal of establishing `'Remote Control" of community warning devices (sirens) in each community. Several years ego, Aksala Electronic of Kodiak developed a proposal for providing this capability. This proposal was never acted upon. We recommend that a new and fresh "Request for Proposal" be issued to address this need. h: ,.. n.,.y 11?1'1. ,i ill,.
