Background
ECS lnc. was contacted by Mr. Erickson on behalf of Kodiak Electric Association (KEA) and requested a
bid for hazardous materials abatement services at the associations old office building. The buitding
served as KEA's main office for several decades until abandoned in 2016. Permitting and scheduling for
demolition preceded the Hazardous Waste Survey. Based on the survey, Asbestos Containing Materials
(ACM) greater than one percent (L%) included floor tile and mastic, surfacing materials, joint compound,
linoleum, and cove base mastic. Fire doors were assumed to contain ACM. All florescent light fixtures
were assumed to contain mercury vapor tubes and PCB ballasts. Exit signs were assumed to contain
radioactive materials and emergency lighting was assumed to contain lead-acid batteries. On February
2L,2OL7 ,l(EA accepted ECS lnc. proposal and a notice to proceed was authorized.
Scope of Work
ECS lnc. Conduct baseline air monitoring; removal and disposal of all (ACM); packaging, labeling and
transport of all ACM to local landfill; removal and disposal of verified mercury switches, smoke alarms, PCB
ballasts and fluorescent bulbs; conduct clearance air monitoring; produce final report.
Field Activities
ECS lnc. provided the Environmental Protedion Agency (EPA) with a 10-day notification on February 21,
2OL7 . ECS lnc. mobilized at the site on March 2, to take baseline air monitoring samples on the first and
second floors of the building. On March 3,20t7 abatement crews started field operations. lnitially, a
high-flow negative air machine was set up outside the first floor storage room to prevent contaminates
from entering the adjoining offices. Once containment was established, the flooring was removed using
hand tools and wet methods. A low-odor mastic remover was then used to clean the concrete surface.
AIlACM was double wrapped in 6 mil poly for transport and disposal. Clearance air sampling was
completed post abatement activities in this space.
The South West stairwell was then contained and a high-flow negative air machine installed on the first
floor to prevent contaminates from entering the adjoining offices. Flooring, mastic, and step treads were
then removed. Low-odor mastic remover was used on the first floor landing to clean the concrete. The
negative air machine was then relocated to the second floor to aid in the ventilation efforts. The first
floor entry at the bottom of the stairwell was sealed from inside and the second floor entry sealed until
carpet demolition was completed on the second floor.
Crews then proceeded with carpet removal on the second floor. This activity lasted approximately two
days. Once completed, two negative air machines were positioned on the second floor for ventilation.
Crews commenced with abatement activities which required the removalof the wood subfloor
throughout all spaces and drywall from the second floor electrical space. All remaining surfaces were
thoroughly cleaned with a HEPA vacuum and wet methods were used during abatement activity. A total
of 24 cubic yards of ACM were double wrapped in 6 mil poly and transported to the Kodiak lsland
Borough Landfill for disposal.
Upon completion of second floor abatement activities, clearance samples were taken in the SW stairwell
and second floor. All fluorescent light bulbs were removed and only 42 ballasts removed that were
assumed to contain PCB's and transported off island for disposal. Ballasts not removed were clearly
marked No PCB's. No mercury switches were found in the building. All batteries were removed from
emergency lights as well as assumed hazardous signage. exit signs along with exit signage for recycling.
Upon receipt of passing clearance sample results, all containment walls were removed and the space
was returned to KEA for continuation of demolition activities.

Results with Dascussion
ECS lnc. followed standard abatement methodology attached to this report. Baseline and clearance
samples were collected using high volume pump and analyzed by Polarized Contrast Microscopy (PCM), by
NVLAP Lab, White Environmental. Baseline and clearance sample results are illustrated in Table 1 below:

Conclusion and Recommendations
Final clearance air sampling is a process to determine if the abatement action is complete based on
prescribed methods and regulation-based airborne levels to permit re-occupancy. Based on these results,
this area should be considered safe for employee entry. The identification of Asbestos Containing Material
(ACM) at this facility may indicate the possibility of more material being discovered as the building matrix
is dissembled during the demolition process. ln the event ECS lnc. services are needed for additional

ASBESTOS ABATEMENT V1 - 511120,:6
Background:
Asbestos is a naturally occurring mineral divided in two categories. (1) Serpentine, which is most
common in the geomorphic formation of Chrysotile and (2) Amphibole, which is most common in the
geomorphic formation of Amosite. There are several different types of asbestos, however, the most
commonly used asbestos containing materials typically falls into one of these two categories.
Asbestos was heavily mined and integrated with building products between 1948 and 1978. This
"additive" was used for strength, resilience, flexibility and fire resistant properties. Many commonly
used building components have asbestos containing materials that were produced during this era.
Commonly found building components are Thermal System lnsulation (TSl), floor tiles, roofing systems,
sheetrock (gypsum wall board), joint compound, caulking and various other forms of texture and fire
proofing materials.
lnL977 a ban was placed on using materials with asbestos containing materials (from general
production) was placed in industry. The integration period of one year, created the warning date of
1978 products and older needed to be tested prior to renovation or demolition work could be
conducted. This law known as the AHERA regulation requires licensed inspectors to conduct the testing
of PACM (Presumed Asbestos Containing Materials pre 1978). The inspector will determine what
"Class" of material is known to have asbestos and at what concentrations.
Once asbestos has been identified (serpentine or amphibole), delineated and quantified (asbestos
content), a plan must be established to remove (abate) the asbestos containing material (ACM) as well
as the asbestos abatement "Class" (classification), must be determined.
Asbestos Abatement:
Several factors separate the abatement techniques between Class l, Class ll, Class lll and Class lV.
Closs I asbestos work is the most potentially hazardous class of asbestos jobs. This work involves
the removal of asbestos-containing thermal system insulation and sprayed-on or troweled-on
surfacing materials. Employers must presume that thermal system insulation and surfacing
material found in pre-1981 construction is ACM. That presumption, however, is rebuttable. lf
you believe that the surfacing material or thermal system insulation is not ACM, the OSHA
standard specifies the means that you must use to rebut that presumption. Thermal system
insulation includes ACM applied to pipes, boilers, tanks, ducts, or other structural components
to prevent heat loss or gain. Surfacing materials include decorative plaster on ceilings and walls;
acoustical materials on decking, walls, and ceilings; and fireproofing on structural members.
Closs ll work includes the removal of other types of ACM that are not thermal system insulation
such as resilient flooring and roofing materials. Examples of Class ll work include removal of
asbestos-containing floor or ceiling tiles, siding, roofing, or transite panels.
Class lll asbestos work includes repair and maintenance operations where ACM or presumed
ACM (PACM) are disturbed.
Class lV work includes custodial activities where employees clean up asbestos-containing waste
and debris produced by construction, maintenance, or repair activities. This work involves

All asbestos abatement work is highly regulated and as such ECS conducts all abatement in compliance
to the regulatory guidelines set forth by the Occupational Safety and Health Administration (OSHA) and
the Environmental Protection Agency (EPA) under the following regulations:

ECS exceeds the minimum requirements to conduct each class of abatement. ln addition to the
regulations, ECS conducts the following methods for each subseguent class of abatement:
Class l!
lmplementation of engineering controls and work practices that are required regardless of exposure
levels.
o Use of vacuum cleaners with HEPA filters for cleanup
o Use of wet methods or wet agents during handling, mixing, cutting, application and cleanup,
unless feasible due to creation of other hazards.
r Prompt cleanup and disposal of wastes and debris in leak tight containers.
When engineering control and work practices are required to achieve the Permissible Exposure Level
(PEL)
o Use of local exhaust ventilation with HEPA filter collection system.
o Enclosure or isolation of process producing asbestos fibers.
o Ventilation of the regulated area to move air from the employees breathing zone toward HEPA-
filtered collection device.
o When the above methods are insufficient to reduce employee exposure to or below the PEL's,
they shall be used and supplemented with respiratory protection.
r The erecting of critical barriers over all openings to the regulated area, or another barrier of
isolation method which prevents the migration of airborne asbestos from the regulated area.
Class I
ln addition to all requirements set forth in Class ll, Class I abatement is enhanced by the following
practices:
o Full polyethylene sheeting enclosure with negative air pressure by 0.05 wci and/or 10 air
exchanges per hour by containment volume.
r lnitial air monitoring for establishing baseline air testing and benchmarking clearance testing.
General Abatement Practices
o The lsolation of HVAC systems (2 layers of 6 mil plastic or its equivalent).
r The use of lmpermeable drop cloths underneath the surfaces beneath removal activity.
o Covering of all interferences and objects in a regulated area with impermeable drop cloths.
o Negative Pressure Enclosure (NPE) Systems, where the configuration of the work area does not
make erection feasible
r Glove Bag Systems, for removal of PACM and/or ACM from straight runs of piping, elbows, and
other connections (additional procedures annotated below)
o Negative Pressure Glove Bag Systems, for removal of ACM or PACM from pipingo Water Spray Process System, for removal of ACM and PACM from cold line piping, where
employees have completed a separate 40-hour training course in its use.

ln addition, a small walk-in enclosure accommodating no more than 2 persons, if the project can be
completely contained in the enclosure. Alternative control methods that comply with the following:
. Keep airborne asbestos dust from entering the breathing zone of employeeso Are evaluated and certified by a CIH or licensed PE (or by a competent person if the material to
be removed is < or = 25 linear or 10 square feet).o Have the required evaluation/certification by a CIH/PE sent to the national OSHA Office of
Technical Support
Amplified Glove Bag Procedures
Glove Bag Procedures for the removal or intentional disturbance of asbestos containing materials should
only be conducted by certified and trained ECS employees. Personal protective equipment is always
required when removing and/or disturbing asbestos containing materials. PPE must be worn in
accordance with applicable OSHA regulations. Current regulations require two employees to conduct
glove bagging. ECS employees should always isolate the area in case of accidental spills or bag failure.
The following steps should be taken when glove-bagging asbestos containing materials:
. lsolate the area and place appropriate signs and critical barriers. Only trained and protected
employees are allowed in the area during the removal process.
o Employees should don personal protective equipment.
o HEPA vacuum all debris located beneath the area of the glove bag operation. Then place
polyethylene sheeti ng.
r Custom cut sides of glove bag to fit pipe.
o Place tools inside bag pouch. (Nylon Brush, Razor, Wire Snips, Scraper, and Bone Saw, etc.)
o Place duct tape around pipe and seal edges of glove bag with duct tape. (Tape bottom of glove
bag for extra protection)
o Cut opening near the insulation to be removed for the HEPA Vacuum nozzle and amended water
wand.
o Test the bag for leaks. (A smoke tube is recommended)
r lnsert tube and fill bag with smoke and squeeze bag.
o lnsert spray wand in bag and spray insulation with amended water.
o While employee sprays amended water onto the insulation the glove bag employee should cut
across top of insulation.
o Remove pipe insulation and spray inside of bag saturating expose ends of pipe with lockdown
encapsulant.
o Rinse tools in pouch and while holding tools in gloved hands, pull hands out. Twist and tape
glove arms and cut tape in the middle. (Tools can be kept in gloves or submersed in water and
cleaned)
o Turn on HEPA vacuum and deflate bag totally. Tape import holes.
r Twist bag as close to the top of bag as possible, tape and cut.o Remove glove bag and cut away remaining bag material. (Be carefulto not disturb remaining
insulation)
. Wrap loose edges of insulation with a binding cloth and brush with a bridging encapsulant.
o Use proper decontamination procedures and remove personal protective equipment.

Prohibited Work Practices for atl ECS employees. HiSh-speed abrasive discs, saws and grinders not equipped with point of cut ventilator or
enclosures with HEPA-filtered exhaust air.

system.
. Dry sweeping, shoveling, or other cleanup of ACM or PACM dust or debris.. Employee rotation as a means of reducing employee exposure.
o Eating or drinking within the containment area.
o Removal of Personal Protective Equipment (PPE) without proper decontamination.
Site supervision by a Competent Person (CP)
o ECS Professional staff are all qualified and by definition meet the requirements of "Competent
Person" and are able to serye as such. A CP is defined by a person who: Complies with
1926.32(f): capable of identifying existing asbestos hazards in the workplace and selecting the
appropriate control strategy for asbestos exposure and has the authority to take prompt
corrective action to eliminate them; and for Class I and ll work: is speciatly trained in a training
course that meets the criteria of EPA's Model Accreditation Plan for supervisors, or its
equivalent (40 CFR 753)
