A hearing was held on the ptition requesting that the Cope Street aroa be rezoned
R2. Cormissioner Duros moved that the Comnission recolmend to the Borough that
I^gt L through 6, Block 14 and Lots 16 through 40, Block 19, I(odiak Townsite be
rezoned R2. Seconded by Comnissioner Franklin and camied uranimously.
Conmissioner Cornelius amived .
The hearing on Naughton Drothers Inc. request for a variance on Iot 1, USS 3462
to permit R3 construction ryas held. Hearing no objections, CommisSioner Franlc}in
moved that the request for variance be approved. Seconded by Comissioner Cornelius
and carried unanimously.
The lrearing on Dal VaLleyrs request for a variance on Lot Lt?rl3 and 14, Block 6,
Leite Addn. to perrnit R3 construction rvas held. John Sautner asked about tares and
future varialions in the area. Commissioner /rnderson noved that the variance be
approved. Seconded by Conmissioner Felton and caried unanimously.
The haring on Allen Baylesst request for a variarrce on Lot 28, USS 3099 to permit
comnercial development. Engineer Barr spoke against individual variances instead
of zoning changes. The request for variance was approved unaninously.
A hearing was held on DelJitt Fieldst petition to perndt constnrction of a constnrc-
tion camp and trailer court on Int 1, USS 3100. The request for variance was
approved unanimously.

Addition extentionrBlock 38.
Conmissioner Anderson moved that the ocception requested by C"rl Spelght to permit
a 15 foot rear yard for Lot 4, Blocl< 52, East Addition be approved. Seconded by
Coumissioner Cornelius and caried unanirnously.
A Letter frour Claude Hoffman, ADL, dited April 23 was read requesting a waiver on
the Bonough monument requirements for USS 3462. After discussion, Conodssioner
Franlctin moved that the variance be granted due to the desire of the colnnunity
to have these lots available as soon as possible and is because of current lack
of monr,unents and for no other reason. Seconded by Cornmissioner Duros and lost.

A discussion of the Alaska Dept. of llighrvays proPosal for a maintenance shop in
USS J469 ryas introduced by Borough Chairnran Powel1. The Alaska Division of Lands
is proceeding rvith the preparation for sale and requests no action. Conmrissioner
Cornelius moved that no variance be granted other than for residential use r'rith the
area of USS 3469. Seconded by Commissioner Anderson and carried unanimously.
Boroqgh Ctrairman Poruell opened, a discussion on noving of buildinga from the Urban
Reneryal area to the East /rddition. He also raised the question of moving of houses
from Afognak.
Ed QlbOrn appeared stating that he had sent a request for perndssion to build a
concrete block building on Lot 19, Bloclc 1, i(odiak Tormsite for use as a slrop and
for some reason it rras not on the agenda. Commissioner Fe1ton moved than an
exception be made pernritting this replacement congtnrction. Conur!.ssioner Franklin
sccorded and carried unanimously.

The minutes of April 2L, 1965 were approved as read.
t'tr. E'trI Plourde, Ted Smith, ond Dick Alman of the State Forestry Corurission were
introduced and e:cplained the nerv outdoor recreati.on program. Basically this
provides for 50-50 Federal-Loca} funding of outdoor recreation projects. In
response to a question, it rvas stated that $750r00O ttris year and $1.8 to 2.0 million
annually rrill be available in state funds in the flrture. There is a need for
expression of Borough plans so that they can be included in the state comprehcnsive
plur. It ryas felt by t'lr. Smith and lir. Plourde that if our proJects rere included
in the state plan the following would probably qualify:
Dliller and Abercrombie point picnic and camping area
Ostdoor portion of our youth center including snimring pool
Islsnd Lake canping area (Boy Sout)
Canp areas along the road system
Boat launching areas
Fossible }larina
A luncheon meeting of an informal nature was scheduled for noon tonorrov at the
llontuartre.
Herman Vestrs final plats were submitted for the re-subdivision of Lot 12, USS 3101.
Comrissioner Franklin moved that the final plat be accepted. Seconded by
Conarlssioner Anderson and canied unaninously.
Ints 44145146, and 47 Block 19, Kodiak Townsite are presently zoned as nulti-
housing and a verbal request by Bnrce Snith for a waiver of the roar yard
requironent of 25 feet rvas made. Cornnrissioner Felton nroved that he be perrnltted
to decrease the rear yard requirement to 15 feet. Seconded by Conmissioner
Anderson and carried unanimously.
Chuck Edris made a verbal request to place a temporary trailer on Ipt 26, USS 3099,
during construction of a house-for IIr. Johnson. A sketch of the lot showing a
present dr*e}Iing and trailer in addition to the trailer in questioa, all feeding
a single septic tank, was presented. The house to be corurtructed is on a different
Iot. Comdssioner Franklin moved that permission be granted on a tenporatT basis
not to exceed firo years from llarc}l- 27, 1964, provided that approval of the State
Sanitarian is obtained. Commissioner Felton seconded ud passed unutirnously.
A letter to Darell Baird frorn the Honer Corurty ASC requesting that a one mile
strip arorurd l'odiak Island be reopened to homesteading, farming, ranching and
settlcment ryas read. Further letters from the State ASC and l(odiak ASC setting
forth their sirnilar stands were read. Homer Stranton requested Cormrission suPPort.
Conmissionor Franklin and Engineer Darr felt that both sides should be heard and
Chairnran Ianme will arrange this for next meeting.
