A special meeting of the Kodiak Island Borough Assembly was held on October 27, 2025, in the
Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were
Administrative Official Seema Garoutte and Deputy Clerk Lina Cruz.
ROLL CALL
Present were Mayor Griffin, Assembly Member Steven Ames, Jeremiah Gardner, Dave
Johnson, Caroline Roberts, Scott Smiley, Bo Whiteside, and Jeffery Woods.

CONSIDERATION OF MATTER(S) IN THE CALL FOR THE SPECIAL MEETING
A. Waive And Release The Attorney's Opinion Protected By Attorney -Client Privilege
Concerning The Mayoral Veto Submitted Regarding The Appointment Of Assembly
Member Roberts
Assembly Member Roberts declared a conflict of interest for transparency, stating she
would abstain from voting on the item, and requested the Mayor's ruling on the matter.
Mayor Griffin ruled that Assembly Member Roberts had a perceived conflict of interest
and was excused from participation.
SMILEY moved to Move to waive and release the Attorney's Opinion protected by
attorney-client privilege concerning the mayoral veto submitted regarding the
appointment of Assembly Member Roberts.
ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Ames, Gardner,
Johnson, Smiley, Whiteside, and Woods.
ADJOURNMENT
SMILEY moved to adjourn the meeting at 6:58 p.m.
VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY.
